SAN DIEGO (KGTV) -- The mother of a Cathedral Catholic High School student who sold prescription drugs to minors and marijuana to teenagers pleaded guilty Wednesday.Kimberly Dawn Quach, 49, pleaded guilty to the felony charges, including furnishing Xanax to a minor. Quach now faces between eight and 11 years, eight months in prison.Quach’s live-in companion, William Sipperley III, 50, also pleaded guilty to using a minor to transport marijuana and furnishing to a minor over 14-years-old.RELATED: Mom accused of providing drugs to Cathedral Catholic students  Quach was arrested in 2017 after police said she sold or offered suboxone, an opiate, and Xanax to minors starting in January of 2017.Police also say that Quach gave at least 10 teenagers marijuana to sell, package or transport. Cathedral Catholic students regularly smoked marijuana Sipperley grew at the couples Carmel Valley home.One detective said Quach had as many as 70 teenage clients at the Catholic school and at other schools.During a search of her home, police found large containers of marijuana, plant food, grow lights and drug paraphernalia. SAN DIEGO (KGTV) -- The City of San Diego is paying out 5,000 after a violent police dog takedown.The man in a viral video sued the police department for excessive force.10News found out that this isn’t the first time the use of a police dog has been questioned.TIMELINE: San Diego K-9 bitesThe San Diego Police department has relied more on the K-9 unit in the last several years. Police say stats show a sharp increase in the number of times a police dog was deployed and someone was bitten from 2013 to 2016.There were also more dogs and handlers employed within that same three-year time period.Police say that has changed this year. Lt. Scott Wahl says the K-9 units have been to more than 12,000 calls resulting in only 37 bites.One of the more recent bites took place in October. In that incident, the K-9 put an end to a police chase in South Bay.Currently, there are 33 dogs and handlers. The dogs go through an initial 10-week training program followed by four hours of maintenance training a week and 15 minutes of obedience work every day. 1067

SAN DIEGO (KGTV) - The family of a man killed in 2013 is pleading with the community for new leads as the case has now been left unsolved for more than half a decade.Ralph Green was killed on October 20, 2013.  He was murdered on Jewell Street in the Mountain View neighborhood, on the porch of his daughter’s home while at her 32nd birthday party.His daughter, Chanel Green, says the shooting happened suddenly, catching everyone by surprise.“My mother was on her way outside, so it was a blessing I didn't lose both my parents that day,” Chanel said. “I remember (my mother) shrieking, ‘oh my god, Ralph’s been shot.’ And I ran to the door to see my dad walk holding his neck.”Green says he was shot three times, once through this throat.“My brother catches him, and I moved my brother out of the way, and I laid (my father) down on the ground, and I start screaming, “oh my god, my dad’s been shot, call the police,’” she said. “My dad bled out on the floor, and all I could hope was that he heard me when I told him I loved him.” Channel’s aunt, Jennetta Pierce, was also shot.  Pierce is Ralph’s cousin-in-law.Pierce says she was inside the house, by the window, when the bullets started flying. One of them hit her on the lower back.“I got hit, but I didn’t let anyone know I got hit because my kids were there, and I just told them to get up under the table,” Pierce recalled.  After that, emergency crews came inside the house and took her to the hospital, where she spent two weeks.  She says she spent the next five years focused on moving forward.Police have said the shooting was random.  Chanel says there have been tips, and potentially leads given to the police but none have panned out.  But she’s convinced that there are people out there that know something, that can give her and her family the closure they need.“For anybody who knows somebody that knows something to come forward, now is the time, to tell the truth,” Chanel said. Anyone with information can contact San Diego Police or Crime Stoppers at 888-580-8477. 2087

SAN DIEGO (KGTV) — The deadline to register to vote in the upcoming election is this Monday, Oct. 19, but unlike most states, California offers a backup option for people who miss the deadline.It’s called conditional voter registration or same-day voter registration, a process that allows California voters to register in person through the last day to vote on Nov. 3. Voters who register conditionally must cast a provisional ballot, which takes longer to verify and appear in the final tally.In the November 2018 midterm election, 2,353 voters used the conditional registration process, according to the San Diego County Registrar of Voters Office.Starting Oct. 20, voters in San Diego County can register conditionally by visiting the Registrar’s Office in Kearny Mesa at 5600 Overland Avenue.“They would register, and then go over and receive their ballot and vote that same day,” said Registrar Michael Vu.Beginning Oct. 31, polling places will open, and voters can register conditionally and cast a ballot there. However, you will want to go to the polling place assigned to your address, which you can find at sdvote.com.Voters who go to the wrong polling place will be allowed to vote for certain offices, like president, but they could have selections for local offices like city council invalidated if the polling place is located in a different district.California started allowing conditional or same-day registration in 2017. It is one of 21 states to allow the practice.Individuals seeking to register conditionally must provide their driver’s license number or the last four digits of their Social Security number to prove they’re eligible, along with their address and other information.Voters do not need to show ID or proof of residency, except in rare circumstances.Once conditionally registered, the voter will be given a provisional ballot. A provisional ballot is just a ballot that’s placed in an extra envelope with a little more information from the voter so election workers do an added layer of verification before the ballot is counted. That takes time.“Generally they are counted last,” Vu said.There are other instances when voters might have to cast a provisional ballot: like if you’re registered but go to the wrong polling place, or if you want to vote in person and forget to bring your mail-in ballot to surrender.
