SOLANA BEACH, Calif. (KGTV) - Solana Beach is one of San Diego County's most expensive places to live, but it has no affordable housing.Now, the City Council may pursue turning a part of the City Hall parking lot into a 19-unit mixed-use affordable housing complex. The council could vote Wednesday to issue a request for proposals for development of the site, with the hopes of selecting a company to build it by September. City Hall, by the way, is across the street from steps that lead to its famous beaches. "It'd be like winning the lottery," said Christian McDonough, one of the hundreds of people who work in Solana Beach's tourist-facing businesses, but can't afford to live there. "If you're in the service industry, you're most likely not living in Solana Beach."This would be the city's second attempt to add affordable housing. In 2014, the council approved a 10-unit complex called The Pearl, down the block from City Hall. It is still awaiting financing after surviving a legal challenge, developer Ginger Hitzke said.Richard Earle, who rented a blufftop condo for more than a month, said he supports the idea of affordable housing, but said it wouldn't solve the larger problem."It's going to turn into a gong show for 5,000 applicants and we're going to say, here's the lucky 20," Earle said. Now, businesses are finding they also need to develop policies for face coverings."No pun intended but there’s no one size fits all here. Employers need to be looking at the state and local laws to determine whether masks are mandatory. I know that several states have mandatory mask requirements in public spaces, so of course they’ll want to look at those laws to make sure they're complying with them," says Amber Clayton, Knowledge Center Director for the Society for Human Resources Management.Clayton says employers will also need to consider employees who may not be able to wear a mask, whether it be for medical or other reasons."Employers may have to potentially provide a reasonable accommodation in those situations. That might look like allowing the person to work from home, taking leave or modifying their workspaces where they're working within an area that is maybe not as much public facing," says Clayton.For medical reasons, employers could require a doctor's note. Whether it's an employee handbook or company-wide email, employers should have some type of documentation so employees and any customers coming into the office are aware of expectations when it comes to wearing face coverings. Valerie Keels, who heads up her HR department at Gavi in Washington, DC, has developed a mask-wearing policy for her office."The building has imposed those restrictions, as well, in the common areas so when people come into the building they have to wear a mask. When they go into the elevator they have to wear a mask. So it's just consistent with what's going in the building," says Keels.Keels has what they call a "Code Red" which means people can come into the office if they register online. It helps them keep track of the number of people in the office space. Once they get to the office, their temperature is taken and they're given a mask to wear for when it's needed.When you're in an enclosed office space, you can take off your mask. "And even when you're at your own work space because we're also respecting social distancing," says Keels.As for enforcing a mask policy, some businesses could come across people who disagree with a face covering policy."Employers have the responsibility to keep the workplaces safe for their employees and if this is something that's required and the employee refused to wear it, then there needs to be something in place to address that - whether it's sending the employee home or providing leave, or making modifications to the worksite," says Clayton.It's important for employers to work with people and their individual situations before resorting to reprimands. SOLANA BEACH, Calif. (KGTV) - Lifeguards in Solana Beach have taped off an area near Fletcher Cove after a series of small bluff collapses. Video of the crumbling cliff was captured on camera Sunday afternoon. Chunks of the sandstone tumbled about 75 feet down to the beach. No one was injured but signs were still up warning beachgoers to stay away from the unstable bluffs. 383
So much has changed from just one week before the COVID-19 pandemic and lockdown hit New York City.Though a lot has changed, the NYPD’s “Options” program still persists.“Options” bridges relationships between police and some of the city’s toughest neighborhoods.With a rise in shootings and violence, it is needed now more than ever.Just a few weeks before a worldwide pandemic and months before nationwide unrest over racial injustice and police brutality, there was NYC youth engaging in candid conversations with members of the NYPD.The program has been two years running and bridges the gap between the police and the city’s dynamic youth.“This is the new era of neighborhood policing, and we see that NYC has to open up a lot more and really start listening to the youth of tomorrow,” Det. Jason Anazagasty said.A virtual reality program was also created, scripted and voiced by “Options” teens.It includes real-life scenarios that play out through a virtual reality headset.Their choices on how to handle cyberbullying, violence on the streets and so much are on full display — as are the consequences of those choices.Det. SPRING VALLEY, Calif. (KGTV) -- Three people were rushed to the hospital early Monday morning after a head-on collision on a Spring Valley street.According to the California Highway Patrol, the crash happened in the 9100 block of Jamacha Boulevard, near Kempton Street, at around 1:30 a.m.While the events that led to the crash remain under investigation, CHP officials confirmed two cars collided head-on and left the drivers of each vehicle trapped.Emergency crews took about 15 minutes to extricate the drivers and a passenger from the wreckage. The conditions of the victims are unknown.No other vehicles were involved and no other injuries were reported. 667
