SAN DIEGO (KGTV) — Shanna Ben-Moshe says the Torrey Pines Glider Port is one of her favorite places in San Diego.But on a visit last month, she saw something that ruined the trip.“I didn’t really know what to do because I was so shocked to see that in a place that I go to all the time," Ben-Moshe said.She's talking about a remote control plane - with a Nazi swastika painted on the rudder.“My great-grandma is a holocaust survivor,” Ben-Moshe said. “She was in Auschwitz for a long time. She lost all her family.”Ben-Moshe took a picture of the plane just before she left. She shared it with Brian Blacher, who co-runs a nonprofit group called Shield of David, which fights anti-Semitism.Blacher went back to the gliderport to investigate. The plane wasn't there, but a different pilot explained that it's common for people to fly German replica warplanes.“It's hurtful," Blacher said. "We've got a big Jewish community, we've got holocaust survivors living here. He's like, 'it's a plane, what are you so upset about', kind of deal."It's unclear who flew the remote control plane, and there wasn't anyone flying those kinds of planes when ABC 10News went to the gliderport on Wednesday. Robin Marien, the flight director at the gliderport, declined to comment on the swastika plane. He noted, however, that radio control pilots do tend to fly planes with vintage design.Ben-Moshe, now back in college in Wisconsin, says this won't stop her from going back to the gliderport. “It's a place that I love," she said, "and I don’t want anything to take away from that." 1575

SAN DIEGO (KGTV) -- State lawmakers are considering an overhaul to the CRV recycling program on bottles and cans that would make drink-makers responsible for setting up a system to collect the containers they produce.Redemption centers that sort cans and bottles are the best form of recycling for the environment, yielding more high-quality usable materials than curbside recycling in blue bins. But across the state, more than half of the redemption centers have closed over the last six years. With fewer locations to drop off recyclables, only two-thirds of the 5 and 10-cent bottle deposits actually get redeemed, according to Consumer Watchdog.“This old model has cratered. It’s actually on the verge of collapse,” said consumer advocate Liza Tucker. Part of the industry’s struggles has to do with China’s decision to limit the recycled materials it purchases from the U.S. Before that policy, the City of San Diego earned about million a year in revenue from its recycling program. Under a contract signed last year, the city now pays outside companies about million a year to collect those recyclables.A bill debated by state lawmakers Wednesday would create a new bottle deposit system similar to one in Oregon. Beverage makers would become responsible for helping consumers recycle, with oversight by the state.“When you put it on industry to take responsibility, and you set a redemption goal and have strong state oversight, they then have an incentive to run it right,” said Tucker.In Oregon, almost all stores are required to take back containers and issue 10 cents per item. SAN DIEGO (KGTV) — San Diego's Board of Supervisors Wednesday approved a new initiative to encourage homeowners in the county's unincorporated areas to develop "granny flats" to help ease the region's housing shortage.The initiative will waive county permit and development impact fees over the next five years for property owners who want to build granny flats or other small dwellings on lots with existing homes. The hope is those units will then be used for family members or rented out as a source of income for property owners.The waivers apply to property owners in the county's unincorporated areas, including Alpine, Julian, Fallbrook, Lakeside, and Valley Center, as part of the county's General Plan.MAKING IT IN SAN DIEGO: Family chooses 'granny flat' option with San Diego's lower fees“This is a critical step in our on-going efforts to address the region’s housing crisis, especially the serious need for affordable housing,” Dianne Jacob, the board chairwoman, said in a release. “This new program is the quickest and easiest way for us to expedite the development of housing.”To cover the cost of the fee waivers, the county will pump million into the program over the five-year period.“There is no single solution to the regional housing shortage, but an average savings of ,000 for an accessory home will raise property values and offer more affordable places to live,” Supervisor Jim Desmond said in a release. “We will continue to be creative and challenge the status quo to solve the region’s housing crisis.” 1545
SAN DIEGO (KGTV) - Serious crashes and traffic-related deaths have increased in San Diego, a trend the police department is hoping to reverse.One strategy to tackle the problem is education through enforcement operations.On Saturday officers focused on the Hillcrest and Linda Vista neighborhoods, citing drivers for speeding, making illegal turns, failing to stop for signs/signals and failing to yield to pedestrians in crosswalks. They also cited pedestrians crossing the street illegally or failing to yield to drivers who have the right of way. "For me personally I really want to see the number of our serious collisions reduced because when I am on my normal shift I do go to the serious injury collisions since I work traffic division, and it's just really disheartening and sad to see people involved in preventable collisions getting seriously injured," said traffic Sgt. Robert McDonald. McDonald says the city saw 56 fatalities in 2018, a roughly 51% increase in deaths from 2017. He says 34 of the fatalities were pedestrians. Officers were also targeting people on scooters breaking the rules. "I have seen more and more people riding the scooters on the street, like they're supposed to, instead of the sidewalk, but we still have a continuing problem with people riding on the sidewalk, going too fast, drinking, colliding, injuring themselves," said Sgt. McDonald.Funding for the program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. 1541
