BEIJING, May 14 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged reconstruction authorities to protect the fragile ecosystem and improve living conditions during their work in the quake-hit Yushu Tibetan Autonomous Prefecture.Hui was speaking at a meeting held by the State Council on Friday in Beijing to evaluate a report on the reconstruction's impact on resources and the environment.A 7.1-magnitude earthquake jolted Yushu in the Himalayan northwest Qinghai Province on April 14, leaving at least 2,200 deaths. The State Council, or Cabinet, approved the report at the meeting and Hui said reconstruction planners should consider the impact of their projects on the ecosystem. The epicenter of the devastating quake was at the headwaters of three major rivers -- the Yangtze, the Yellow and the Lancang rivers -- that run through China and neighboring countries. The clearing of debris, selection of sites for new towns and development of other industries in the quake area should all prioritize environmental protection, and natural forests as well as vegetative cover should be protected and restored, Hui said. The government has pledged to finish reconstruction work within three years.

BEIJING, April 13 (Xinhua) -- China's drought relief authorities said Tuesday heavy rains had eased the drought in southwest China's Sichuan Province, but dry weather and high temperatures continued in other affected regions.Compared with data collected last Sunday, people and livestock facing shortage of drinking water in Sichuan had decreased by 500,000 and 560,000 respectively by Tuesday, said the Office of State Flood Control and Drought Relief Headquarters (SFDH).Heavy rains also reduced the area of affected arable land in Sichuan by 2.33 million mu (155,333 hectares) by Tuesday, according to the SFDH.However, drought still persisted in other areas, including the provinces of Yunnan and Guizhou and Guangxi Zhuang Autonomous Region as rain in these regions was far from adequate. As of Tuesday, drought had left 24.62 million people and 18.08 million livestock short of drinking water, said the statement.

CHIFENG, Inner Mongolia, April 10 (Xinhua) -- As a massive drought is plaguing most parts of southwest China, the dry spell is also spreading to many areas of the country's north.More than 250,000 people are short of drinking water in the sparsely populated Chifeng City of north China's Inner Mongolia Autonomous Region.More than 272,800 cattle also lack drinking water, an official with the municipal water conservancy bureau told Xinhua Saturday. The nine major reservoirs in the city of 90,000 square kiloters in territory just hold 91.75 million cubic meters of water, down 73.7 percent from the same time last year.Adding to the woe, 62 percent of the city's mid- and small-sized reservoirs have dried up, the official said.Major rivers also see a decrease of 77.4 percent in water volume.Even though Chifeng city has suffered from successive years of drought since 1999, this year's has been the gravest in the past decade, the official said. The government has mobilized more than 626,300 people in the drought relief work, with more than 30.33 million yuan (about 4.46 million U.S. dollars) of special-use fund, the official said.

BEIJING, May 28 (Xinhua) -- As a bilateral agreement, the Japan-U.S. Treaty of Mutual Cooperation and Security should not harm the interests of China and other third parities, said Foreign Ministry spokesman Ma Zhaoxu here Friday.Ma made the remarks in response to a question about Japan's latest claim over the Diaoyu Islands in a news report.According to the report, Japan said on Thursday the Diaoyu Islands were a part of Japan and the U.S. would be obligated according to the treaty to engage in military conflicts between China and Japan over the island should they occur.Ma said China has indisputable sovereignty over the Diaoyu Island and adjacent islets, which have been an inalienable part of China's territory since ancient times.

Taipei, April 25 (Xinhua) -- Signing the cross-Strait economic and trade pact, ECFA, will benefit Taiwan, Taiwan leader Ma Ying-jeou said here Sunday in a television debate.Ma debated with the Democratic Progressive Party (DPP) Chairwoman Tsai Ing-wen during a two-hour televised debate over the economic cooperation framework agreement (ECFA), a free trade agreement the Taiwan authority intends to sign with the Chinese mainland.Taiwan urgently needs a trade pact with China to usher in a golden decade of economic boom, Ma said, accusing DPP of exaggerating the adverse effects of ECFA and manipulating public fear.Lee Tung-Hao, a professor with the National Chengchi University, said there are different voices over ECFA because of public misunderstanding of the pact, but the debate will help build consensus. The ECFA, a priority in cross-Strait relations, is aimed at institutionalizing economic cooperation between the mainland and Taiwan and facilitating and regularizing economic and trade exchanges.
