BEIJING, Dec. 28 (Xinhua) -- Chinese Minister of National Defense said on Tuesday it had reduced the country's military reserves forces from 600,000 to 510,000 men and women over the past five years.China has also reduced the number of people in its militias from 10 million to eight million during the same period, said Gen. Liang Guanglie in an interview with Xinhua.It is the first time the Chinese government has given the exact number of people in the reserve forces and militias. In times of emergencies, the reserve forces and militias can be ordered to assist China's 2.3-million regular troops, the People's Liberation Army (PLA).Although China has experienced around 30 years of peace, Gen. Liang said the PLA has never relaxed its military preparations and vigilance especially at a time when "regional military conflicts can not be ruled out."In times of peace, the PLA's reserves conduct regular military training and participate in non-combat military operations, such as disaster relief work.The minister said the PLA had pushed forward military reforms in the past five years to build a more powerful military with upgraded weapon systems and high-quality personnel.Currently, 80 percent of the PLA's officers have four years of higher education compared with 25.8 percent in 1998, Gen. Liang said.To improve the quality of military personnel, the Chinese government has encouraged university graduates to join the armed forces since 2009. More than 100,000 college graduates gained their uniforms in 2010.In the past five years, China has dispatched more than 13,000 United Nations-commissioned peacekeepers to carry out 13 U.N. missions around the world, according to Liang.The PLA also sent professional units to Haiti, Pakistan and other countries and regions for disaster relief efforts and to give medical aids and other humanitarian relief, he said.

BEIJING, Nov. 19 (Xinhua) -- The Chinese government will increase grain supplies to meet people's needs and stabilize market prices, the nation's grain authorities said Friday.The government will also sell a set amount of cooking vegetable oil and soybeans from its reserves beginning next week, in addition to the weekly policy-oriented sales of wheat, rice and corn that has already begun, the State Administration of Grain said in a statement posted on its website Friday.The authority will also send groups of staff to major grain production regions to inspect and guide purchases of autumn grain and regulate business practices, according to the statement.The move was in line with the government's efforts to protect farmers' interests and maintain moderate prices in the grain market, the statement said.China's State Council, or the Cabinet, said Wednesday that it would impose temporary price controls on important daily necessities and production materials when necessary, and urged local authorities to offer temporary subsidies to needy families.It also ordered efforts be implemented to ensure market supplies and strengthen market supervision.These steps were introduced after China's consumer price index (CPI), a major gauge of inflation, rose to a 25-month high of 4.4 percent in October. HANGZHOU, Nov. 19 (Xinhua) -- Rescue efforts are continuing to save a worker trapped 18 meters under sea surface for almost 18 hours in Jiaxing Harbor, east China's Zhejiang Province, local authorities said.The worker, 43, surnamed Fan from central China's Hubei Province, was stuck at the bottom of a steel shielding canister in which he was working at 9 a.m. Thursday. The shielding canister deformed under sudden increase of hydraulic pressure from flood tide, according to local media report.The shielding canister, a part of an offshore platform, is one meter in diameter. Fan was working at the bottom of the canister that joins a cement column when the incident happened.Rescue staff said, "We are making slow progress because of complex geological conditions. The deformed section, about two to four meters under the sea surface, has been squeezed to only 3cm wide at the narrowest part."Thankfully, the shielding canister has not fractured, though seriously deformed.Rescue workers have decided to cut the cement column off the seabed to lift the shielding canister.Rescue efforts started at 10 a.m. Thursday. Food, including ham sausages and drinking water were supplied to the worker, through a flexible pipe. Fan asked for some cigarettes.Fan's family members have arrived at the site, praying for him at the bank.
