SOLANA BEACH (CNS) - A man was arrested Thursday after entering a North County bank, telling everyone inside to get on the floor, announcing that he was robbing the premises and directing workers to make a 911 call to report the crime-in-process. The odd robbery scare at the Wells Fargo branch office in the 200 block of Santa Helena in Solana Beach began just after 9 a.m., according to sheriff's officials. The perpetrator -- a thin, roughly 6-foot man who appeared to be in his 30s, wearing a black hooded jacket with the cowl pulled up over his head -- entered the bank minutes after it opened and promptly made his series of demands, Lt. Karla Menzies said. He issued no threats of violence and displayed no weapons during the takeover, the lieutenant said. When deputies arrived a short time later, they found the self-described robber inside with his hands in the air, Menzies said. The man, whose name was not immediately available, surrendered without incident and was taken to Vista Detention Center to be booked on suspicion of attempted robbery. Starbucks has reached gender and race pay equity among all US employees in similar roles, the company said on Wednesday."This milestone is the result of years of work and commitment," said Lucy Helm, executive vice president and chief partner officer at Starbucks, in a statement."We've worked hard for a couple of years now to ensure we can get there," Starbucks CEO Kevin Johnson told CNN's Maggie Lake on Wednesday.The coffee company added that it will now tell American job candidates the pay range for any position in an effort to increase transparency.Helm explained that the company has been striving for pay equity for about decade. Last year, it was at 99.7% parity. Women make up about one-third of the company's executive team.Starbucks uses several tools to make sure bias doesn't impact how much employees make. The company regularly checks for compensation gaps among employees, and uses a calculator to determine starting pay rate targets based on experience. It doesn't ask job candidates about their salary history, and the company analyzes raises to make sure they're fair.It is working with women's organizations like Billie Jean King's Leadership Initiative and the National Partnership for Women & Families to help guide its efforts."One of the most important things to get right is starting pay," said Sara Bowen, the leader of the Starbucks Inclusion, Diversity, Equity and Accessibility team.Research shows that women, on average, earn around 80 cents for every dollar a man makes. Seven children have died as a result of adenovirus at the Wanaque Center for Nursing and Rehabilitation in Haskell, New Jersey.The Wanaque facility has been "instructed not to admit any new patients until the outbreak ends and they are in full compliance," according to the health department.The timing of the deaths is not clear. The health department was notified of respiratory illness at the center on October 9 and Wanaque sent parents of children at the facility letters about the infection on October 19 according to Nicole Kirgan at the New Jersey Department of Health.On Tuesday the New Jersey Department of Health announced the death of six pediatric residents at the center and the infection of 12 additional residents. Wednesday the department announced an additional pediatric death.The New Jersey Department of Health said it's an ongoing outbreak investigation and workers were at the facility Tuesday. A team at the facility on Sunday found minor handwashing deficiencies. "The Department continues to work very closely with the facility to ensure that all infection control measures are being followed," the Wanaque facility said in a statement Wednesday.The exact ages of the children are not being released to protect patient privacy, Nicole Kirgan, a spokeswoman for the department of health said, adding that the age ranges for the deceased children was "from a toddler through young adults - but most are under 18."Adenoviruses can cause mild to severe illness, though serious illness is less common. People with weakened immune systems or existing respiratory or cardiac disease are at higher risk of developing severe illness from an adenovirus infection, according to the Centers for Disease Control and Prevention.This outbreak, caused by adenovirus type 7, "is affecting medically fragile children with severely compromised immune systems. The strain has been particularly associated with disease in communal living arrangements and can be more severe," according to the health department statement.In a statement Tuesday, the facility said it "promptly notified all appropriate government agencies when the virus was initially identified.""The Wanaque Center continues to fully cooperate with these agencies and has sought out their medical guidance with respect to the virus," the facility said. "As a result, facility staff have diligently implemented all available infection control and prevention measures in order to protect the health and safety of the Wanaque Center's residents."Nurses at the facility had previously reported a shortage of nursing staff and supplies, according to a statement from the union that represents the nursing staff which was posted online Tuesday. Since she was just a little girl, Connie Moultroup has had the same Christmas wish every year: to meet her biological mother. This week -- after 69 long years -- she finally did, all thanks to a DNA ancestry kit.Genevieve Purinton, now 88, gave birth to Moultroup in 1949 at a hospital in Indiana. When she asked the staff if she could see her baby, they informed her the child had not survived."Because she was an unwed mother, she was told that I had died. She continued with her life not knowing I was still alive," Moultroup told CNN. It was not an uncommon practice at the time, as author Ann Fessler documented in the book "The Girls Who Went Away."Moultroup was taken to an orphanage and later adopted by a couple from Santa Barbara, California. But her adoptive parents passed away a few years later, when she was just 5-years-old."Her adoptive mother died of cancer, and shortly after, her adoptive father was diagnosed with a heart condition," Bonnie Chase, Moultroup's daughter, told CNN.Moultroup's adoptive father remarried, Chase said, but the woman ended up being abusive to her new daughter."So the whole time, she just wanted to find her actual mother to rescue her from that horrible situation," Chase said.After years of searching, Chase decided to give her mother an Ancestry.com DNA testing kit for Christmas last year -- and it ended up changing her life. Moultroup says it was the best Christmas present she has ever received."It took me a while to use it, but when I finally got the results I went from having only three known relatives (a daughter and two grandchildren), to 1,600 relatives. I was floored," Moultroup said.The results led her to a distant cousin. The two connected, and Moultroup began asking her questions about the family tree."I told her my mother's name was Genevieve Purinton, and my cousin said, "Oh, that's my aunt. And she's still alive, living on her own," Moultroup said. "I couldn't believe it. I was going to meet my mother."Moultroup took her mom's information and sent her a card with contact numbers. On September 8, her mother called."I was at church that day, and I never want to leave early, but that day I did. Literally, 20 minutes after getting home, my mother calls," Moultroup said.They agreed to meet each other, and on Monday, the two finally reunited at Purinton's home in a retirement community in Tampa, Florida."I met my mother and my cousin in person, and we cried. It was just a crying fest," Moultroup said. "Not everybody has this kind of outcome when looking for their parents, but I recommend you give it a try, you don't know what will happen."The story doesn't end there, though. In January, Moultroup plans to meet two half-sisters from her father's side."We knew nothing about our family, it was just us three," Chase said. SPARTA, Tenn. — A Distract Attorney has asked the FBI to investigating after body camera footage allegedly shows a Tennessee sheriff's deputy repeatedly ordering a dog to attack a suspect that had already surrendered.Tonya Qualls, 40, suffered wounds to her arms and legs.After District Attorney Bryant Dunaway viewed body camera video of the arrest, he asked the FBI to investigate, and his office withdrew the resisting arrest guilty plea Qualls made days after her arrest.Body camera footage shows the moment deputies with the White County Sheriff's Department entered the apartment where Qualls ran to hide on April 3. Qualls has a history of non-violent drug offenses and was wanted on a probation violation.Video shows that Deputy Brandon Young warned Qualls that his dog would bite her if she didn't come out.When Young released the dog, it began searching each room in the apartment. They eventually found Qualls hunched down in a bathroom closet, unarmed.Qualls eventually told Young that she would come out of the bathroom closet.The next few violent moments became the focus of an Internal Affairs Report by the White County Sheriff's Department.The report stated that the deputy told his dog to "engage Qualls 12 times."Richard Brooks, an attorney, who has sued White County in the past, but is not involved in this case, said he believes Young was egging the dog on."That's what he kept saying. Get her buddy. Get her buddy. Get her buddy," Brooks said.The video shows Qualls screaming as Young ordered the dogs to keep attacking. The dog continued biting Qualls' leg, even as officers placed her in handcuffs.Young kept demanding to see Qualls' hands.In his report, Young claimed Qualls "began to resist the dog by trying to shove him away."Young also wrote that it was "unknown if Qualls had any weapons" — even though Qualls was unarmed.Young charged Qualls with resisting arrest, and days later, Qualls pleaded guilty. Brooks disagreed with the charge."She's not resisting. What's she done to resist? How is she going to resist that dog?" he said.The body cam video later shows Qualls in an ambulance after her arrest with wounds to her arms and legs."She's going to have scars, and plastic surgery is going to have to be done," Brooks said.In court documents dated May 27, District Attorney Bryant Dunaway said that after viewing the body camera footage, he would drop the drop Qualls' conviction."The State of Tennessee does not believe that all elements of the offense of Resisting Arrest were committed by Defendant Tonya Qualls," Dunaway wrote.He further stated it would be an "injustice for that conviction to stand."Other charges against Qualls remained, but the resisting arrest conviction was withdrawn.Dunaway said he then asked the FBI to investigate."I think that was definitely an excessive use of force," Brooks said.That's what White County's own Internal Affairs investigation found. It stated, "possible criminal charges could arise against the deputies."But according to the Internal Affairs report, White County Sheriff Steve Page did not want the case to go outside his department."(Young) is getting suspended for four days, being sent for more training and is getting a write up in his file and that's the end of it!" Page said, according to investigators. "It is not going any further! Does everyone understand?"White County investigators pushed back against Page and "suggested if we do not involve another agency in the investigation, it may give the appearance the Sheriff's Department is not willing or able to police itself."Captain John Ford, the man who oversaw the Internal Affairs report, was fired shortly after it came out. Ford, an 18 year veteran of the White County Sheriff's Department, says he believes he was fired because he wanted to take the case to the District Attorney.Ford has hired an attorney and declined to comment.In a statement, Page called the Internal Affairs investigation "incomplete.""The case file did not obtain significant material information that pertained to allegations of misconduct," his statement read. He later added that he did not want to "subject an employee to an external investigation without first gathering critical evidence."Page said Ford was terminated because he was "habitually insubordinate.""Any interpretation of his termination that suggests otherwise is inaccurate," his statement continued.Page said that Young resigned from his position on July 1.
