SAN DIEGO (KGTV) -- California and 13 other states filed a lawsuit against the Trump administration Thursday, seeking to block changes to the federal food stamp program that would put 380,000 Californians at risk of losing benefits.The lawsuit claims the Trump administration failed to follow proper procedure and is undermining the intent of the food stamp program, known in California as CalFresh."No one should have to choose between a hot meal and paying their rent," said California Attorney General Xavier Becerra in a statement. Otherwise, those adults can only receive three months of food stamps every three years.About 26,000 people in San Diego County would be impacted by the new rule, according to County Health & Human Services Agency spokeswoman Sarah Sweeney.The Trump administration estimates the change would save about .5 billion over 5 years. “These are taxpayer dollars and President Trump takes that very seriously,” said San Diego County Republican Party chairman Tony Krvaric. “Every dollar that is given to somebody who does not qualify, someone who is able-bodied, is taking resources away from somebody who actually truly need it.”RELATED: San Diegans relying on food stamps await word of program's future under shutdownVince Hall of Feeding San Diego said the federal food stamp program is a proven success. He said veterans will be particularly vulnerable to the changes.“Hunger is not going to motivate people who are already highly motivated, but it is going to disable their ability to find good productive jobs, to engage in meaningful job training programs,” he said. “Hunger is debilitating not empowering.”Hall said the cost of verifying people’s work requirements will likely exceed the cost of the food stamps themselves. James Mazzuchelli.Mazzuchelli was a flight surgeon assigned to Marine Light Attack Helicopter Squadron 267, Marine Aircraft Group 39 and was stationed at MCAS Camp Pendleton.Mazzuchelli is from Orange Park, Florida and was previously deployed to Japan.“Lt. James Mazzuchelli was an incredibly talented physician and Sailor,” said Col. Matthew Mowery, commanding officer of MAG-39. “His contagious enthusiasm, motivation, and love for the Marines and Sailors of HMLA-267 and MAG-39 has been evident in the outpouring of grief at his loss and the support being shown to his family and close friends. His willingness to join the Navy and elect to serve faithfully with the Marines should give a sense of pride to all of us who serve our country that we are surrounded by heroes every day. James and his contribution to our Corps will be sorely missed."The sailor died Saturday morning after being hit by the spinning tail rotor blade of a UH-01Y Venom Marine helicopter.The incident is currently under investigation. 1182

SAN DIEGO (KGTV) - Commuters trying to avoid traffic along the 56 in Carmel Valley are using side streets, worrying people who live in the Pacific Highlands Ranch neighborhood."It's the worst between 7:30 and 8:30 in the morning," says longtime resident Randy M. She lives in the Portico West part of the development and says she sees cars going 50-60 miles an hour down her block every day."Sometimes, if I'm walking my dog, they'll almost run me over," she says. "So I have to be really careful."The traffic is coming from State Route 56. When that backs up, people will use Carmel Valley Road as an alternative. But that gets jammed as well, leading some drivers to turn into the neighborhood and use side streets and alleys.Making traffic worse, a half dozen schools are in the area (see map above) and all of them start between 8 and 8:40 am."It's a nightmare," says Naz Nahani, who drives her daughter to Pacific Trails Middle School every morning."When you reach this area, you're pretty much at a stand still," she says.The Carmel Valley Planning Board has held a pair of meetings about the issue. Chairman Frisco White says they're trying to find a solution."If the streets are private, we may look into blocking them from traffic during the morning," he says. They've also looked into placing no turn signs on Carmel Valley Road to discourage drivers from entering the neighborhood.Another option that White has heard would be to ask the school districts to further stagger the start times, so the traffic will be spread out over a longer period of the morning.White says the problem may get worse before it gets better, as hundreds of new apartments and homes are being built in the area.Nahani thinks the city should add more lanes to SR-56 and to Carmel Valley Road."We're planning to move closer to the school because of this," she says. 1864

  

SAN DIEGO (KGTV) - Border officials say they have received enough funding to replace 100 miles of border fencing along the U.S.-Mexico border.The Trump Administration will put forth about .6 billion through the 2018 Congressional appropriations.  The new border wall provides a comprehensive system of wall, lighting, and technologies, Acting Commissioner Ronald Vitiello said during a press conference Friday.In San Diego, a total of 28 miles of border barrier will be replaced. Fourteen miles of "dilapidated" border wall constructed with landing mats will be replaced with new steel bollard wall, according to Vitiello. Another 14 miles of secondary barrier inside San Diego will also be replaced.RELATED: President Trump says San Diego 'desperately' wants a border wall while touring prototypesIn Calexico, officials are on schedule to build a new 30-foot high wall, replacing two miles of pedestrian barrier, Vitiello said."We appreciate this down payment for our needs," Vitiello told reporters but added the appropriations do not fully fund their needs in other critical locations.The wall system being installed will not utilize the prototypes President Donald Trump recently visited the San Diego area to inspect.
