(KGTV) -- Thursday afternoon, police chased a suspect through San Diego County they say stole a vehicle from National City. During the pursuit, police used spikes, which shredded tires on the truck. After the truck came to a stop in Encanto, police could be seen shooting pepper balls into the truck. The suspect emerged from the vehicle a few moments later when a police K9 could be seen attacking the suspect before he was placed in handcuffs and taken into custody. Police say a Pit Bull was found in the back seat of the truck. At this time, authorities say it's unclear whether the dog belongs to the suspect or the person the truck was stolen from. 10News was live throughout the chase. Many ignored the Governor's stay-at-home order and social distancing.With more snow in the near future, some residents in Mt. Laguna fear tourists will bring in the Coronavirus with them. Children playing in the snow: it's cute and seasonal in East County. But Mt. Laguna resident and business owner Nica Knite says, please stay away. "It's only been a few days people, you could hang at home for a few days. Come on," Knite said. Last weekend, Knite was appalled to see hundreds of cars lined up along Mile Marker 19 on Sunrise Highway. Families seemingly ignored social distancing rules. "The idea of recreating outside and going for a walk might seem like a healthy thing to do. But if people are playing in the snow and someone coughs on that snow and your kid falls onto that same snow, they have the opportunity to contract the virus," Knite said. "So it becomes a giant petri dish of danger."Scientists say COVID-19 could have an easier time surviving and reproducing in colder temperatures. It's because of the large crowds and cooler temperatures that on Sunday, Cleveland National Forest Rangers closed all their campgrounds, day-use areas, and two of their most popular trails: Three Sisters Falls and Cedar Creek Falls. "When you're hiking the trails, they're very narrow, and with the number of people we had, they absolutely could not have any kind of social distancing," Mike Kobliska, Assistant Public Information Officer of the Cleveland National Forest, said. Kobliska says if you are caught in a restricted area, you face a misdemeanor: up to ,000 fine and/or six months in Jail. Mt. Laguna Lodge owner, Tom, says he limits the number of people in and around the store at all times. "If we see somebody sitting too close on our front porch, we ask them to get away, and everybody has been pretty understanding," Tom said. But Park Rangers want people to be even more understanding. "The messages still stay home stay home stay home," Kobliska said. "We are still in this crisis. We are all in this together. We are trying to do the best that we can.""If we end up with cases out of the small rural areas, then you're going to spoil it for everyone," Knite said. Millions of students will begin the school year at home in front of a computer, despite the fact virtual learning proved inadequate for many working families and students lacking technology access. Some education advocates suggest looking outside the classroom walls as a way to bring kids back to school safely. "It's everything! Children are happier, they're healthier. Veselack says the program is research-based, and that learning outside is not only beneficial for kids physically but also cognitively."It's not just young children who do better outside, there's a whole host of research about the benefits of nature for us as adults," said Veselack.One of the center's initiatives is The Outdoor Classroom Project, designed to help schools and other childcare centers embrace outdoor learning. During the pandemic, schools have reached out looking for ideas on how to get started. "One of the things they talked about was what could they could help their teachers do outside. For example, if you're reading a chapter book to second graders, why not go outside to do that?" said Inganni. "I think school districts could do some amazing things if they just reach a little bit and pivot in their thinking," said Veselack. Outdoor learning advocates believe the move could help heal trauma from months of isolation and learning from a screen. It would also help schools navigate social distancing requirements while reducing the chance of virus spread. Countries like Denmark and Italy have embraced the concept, successfully reopening some schools.The outdoor-education advocacy group Green Schoolyards America has long worked with school districts and public agencies to transform asphalt-covered school grounds into park-like green spaces.They've launched a COVID-19 initiative to help schools develop cost-effective strategies to reopen outside, which includes online webinars, safety guidelines, and a two-page summary for districts new to the idea, or for teachers looking to start a conversation."It is thinking outside the box and knowing there is a different way to look at this," said Veselack.While the concept could prove more challenging for communities that lack green space or face inclement weather, it's one more strategy to help schools gain back some of the normalcy COVID-19 took away. 2781

MINNEAPOLIS (AP) — A judge has set million bail for the former Minneapolis police officer charged with second-degree murder in George Floyd’s death.Derek Chauvin is also charged with third-degree murder and second-degree manslaughter in Floyd’s May 25 death.Chauvin said almost nothing during an 11-minute hearing Monday, his first court appearance since being arrested in connection with Floyd’s death. Chauvin appeared virtually from the state’s maximum security prison in Oak Park Heights.Chauvin’s attorney, Eric Nelson, did not contest the bail. It was raised from the 0,000 initially set in the case. Nelson also and didn’t address the substance of the charges.Chauvin’s next court appearance is set for June 29.The handcuffed black man died after the white police officer pressed his knee into Floyd's neck for several minutes even after he stopped moving and pleading for air.Chauvin and three other officers on the scene, J.
