BEIJING, Sept. 1 (Xinhua) -- Medicine prices at public clinics have been notably reduced thanks to a policy that promotes basic medicine, an office of the State Council said Thursday.Current price levels of basic medicine used by government-funded township hospitals and community clinics have been reduced an average of 25 percent from the levels two years ago when the policy started, according to a statement from the State Council office in charge of reforming the country's healthcare program.China has introduced a state list of basic medicine used by government-funded township hospitals and community clinics, which includes roughly 300 types of commonly-used Western and traditional Chinese medicine.Provincial governments will purchase basic medicine through public bidding and distribute them to local clinics.These clinics must not raise the prices of listed medicine and in return, the government will provide them with subsidies.The policy has been implemented at all township and community clinics in all the 31 provinces, municipalities and autonomous regions in the Chinese mainland, the statement said. 

GENEVA, Aug. 19 (Xinhua) -- The World Health Organization (WHO) and the UN Children's Fund (UNICEF) started an emergency vaccination campaign in all accessible areas of South and Central Somalia, WTO spokesperson Tarek Jasarevic said here on Friday.In July 2011 alone, 1,019 suspected measles cases and 31 related deaths were reported in South and Central Somalia, representing 20 percent of all reported cases for this year.The major factors for a measles outbreak in Somalia are low coverage, malnutrition, population movements, and overcrowed internally displaced (IDP) camps."WHO fears that the measles outbreak could affect a high number of people, especially among the vulnerable IDPs whose overall health is already fragile," Jasarevic said.About 2.5 million children aged between 6 and 15 in 10 regions of South and Central Somalia, including children in Mogadishu, will be targeted during this campaign.

He also said that China's track record of sharing knowledge with the World Bank was creating a "catalyst for consensus" and that placed the institutions in good stead to benefit from China's economic consistence."The Chinese policy mix includes a tool box of administrative measures ... SAN FRANCISCO, June 13 (Xinhua) -- Google on Monday confirmed that it had signed an agreement to buy Admeld, an on-line advertising optimization firm, in a deal seen as the Internet search giant's latest move to bolster its on-line display ad business.Admeld, launched in 2007 and headquartered in New York City, has developed a service that can help on-line publishers manage their ad space more efficiently and profitably.Admeld now has more than 500 customers worldwide, among them are FOX News, IDG TechNetwork, Discovery and The Weather Channel, according to information posted on its website."By combining Admeld's services, expertise and technology with Google's offerings, we're investing in what we hope will be an improved era of flexible ad management tools for major publishers, " Neal Mohan, Google's vice president of display advertising, said in a blog post announcing the deal."We believe that this investment will be an important step to help on-line publishers, and will further improve and grow the display advertising industry as a whole," Mohan noted.On-line display ads usually appear in forms that consist of images and may be interactive. According to the Interactive Advertising Bureau, a U.S. trade association, display-related on- line ad revenue in the United States totaled nearly 10 billion U.S. dollars in 2010.Financial terms of the deal were not disclosed by the two companies. TechCrunch, a technology blog site, has reported that Google paid around 400 million dollars.

XIAMEN, June 12 (Xinhua) -- Chinese mainland on Sunday announced a raft of measures on tourism, transportation, farmers and food safety to boost Taiwan's economic growth and cross-Strait relations.A pilot plan allowing mainlanders to visit Taiwan as individual tourists will start on June 28, which covers residents of Beijing, Shanghai and southeastern city of Xiamen at the first stage, said Wang Yi, head of the State Council's Taiwan Affairs Office.Wang told a conference at the weeklong Straits Forum being held in Xiamen of Fujian Province that the mainland and Taiwan also agreed to allow Fujian residents to visit the islands of Kinmen, Matsu and Penghu in the Taiwan Strait as individual tourists.Observers predict that the influx of mainland tourists will bring vitality to Taiwan's export-oriented economy which had greatly suffered from the global economic downturn.Currently, mainlanders are only allowed to visit Taiwan on package tours after the authorities lifted a partial ban in July 2008.At Sunday's conference, the two sides also announced to increase the number of cross-Strait passenger flights by more than 50 percent to 558 flights per week, and add terminals for the direct flights in four mainland cities, including one in northwestern city of Lanzhou, which brought the total number of cross-Strait flight terminals to 50 on both sides of the Strait.The moves aim to cope with the increasing number of mainlanders who wish to visit Taiwan.The number of mainland tourists traveling to the island reached 2.34 million as of the end of May, China's top tourism official said at the conference. There are also an increasing number of mainland business travelers and government delegations visiting Taiwan.Meanwhile, both sides agreed to "regulate airfares" for flights from Beijing and Shanghai to Taipei.Currently, the cheapest one-way ticket between Beijing and Taipei on Air China, the mainland's flagship carrier, costs around 1,300 yuan (about 200 U.S. dollars) while a full price one-way ticket costs more than 3,000 yuan, according to the airline's website.Some members of the public on both sides have complained about the high price.For the past decades, travelers had to transfer at other airports, particularly the one in Hong Kong, in order to reach Taiwan by air.In 2003, the two sides agreed to operate charter flights during Spring Festival, China's biggest public holiday.Regular direct flights across the Strait have been available since July 2008 to mainly serve mainland package tourists visiting Taiwan.The mainland also decided to facilitate entry and exit procedures for Taiwan residents and lower charges for endorsing their passports by 50 percent starting from July 1.Meanwhile, four "enterprising parks" will be set up in four cities of Fujian, central Henan and southwestern Guangxi provinces for Taiwan farmers launching agricultural startups on the mainland, said Wang Yi.Both sides also agreed to encourage mainland enterprises to purchase farm produce and other products listed in the early harvest program of the cross-Strait Economic Cooperation Framework Agreement (ECFA) directly in Taiwan.A general manager surnamed Lin of a farm produce company in Taiwan's southern city of Tainan said he hoped to seize the opportunity to benefit from the development of the island's farm and fishing sector as the mainland has become Taiwan's largest export market.Further, both sides agreed to strengthen cooperation and exchanges concerning nuclear power security and food safety.The third Straits Forum, which opened Saturday in Xiamen, facing Taiwan across the Strait, will close in the island's city of Taichung on Friday.
