SCRIPPS RANCH (KGTV): At the top of a trail along Semillon Boulevard and Pomerado Road, right next to a sign that reads, "No Dumping - 00 fine," sits a giant pile of wood chips.It's been there for years, growing and shrinking in size. But right now, people who live nearby say it's as big as they can remember."Yeah, it is a little larger than normal," says Douglas Burns, who lives in a home next to the pile.The wood chips are from trees cut down by maintenance workers in the area. The work is part of the Scripps Ranch Civic Association's maintenance contract with the city. The workers take the leaves to the dump but leave the wood chips behind.Bob Ilko, the President of the SRCA, says it saves money on beautification projects. He says the city doesn't have to pay to haul the wood chips and tree pieces away or buy fresh mulch when they need it for landscaping.The wood chips are used to help with weed control and ground cover across Scripps Ranch."It's natural here, it's generated here, it stays here," says Ilko, adding that there's also an environmental benefit since it keeps all the wood chips out of city landfills.Ilko says the pile is larger than usual right now, but that's because crews have been hard at work clearing away dead and dying trees from the area.And while the wood chips are on city-owned land, that does not mean they're available to the general public."It's city property," says Ilko. "If people take them, it defeats the purpose of keeping the wood chips here to save money."He also says contractors are not allowed to use the area to dump their wood chips.When asked if the pile presents a fire hazard, Ilko told 10News the Fire Department has been out to inspect the area, and they say there is no danger of any spontaneous combustion."It's not mulch, it doesn't heat up and break down like manure or mulch," says Ilko. 1889

(KGTV) - A group of families in San Marcos is creating some outdoor learning pods when schools open with distance learning this fall.Like for so many others, distance learning in the spring was an exercise in distraction for the Holman family: Lauren and her husband, both working from home, along with 5-year-old Isabella, and 7-year-old Bradley, who tried to focus during class."Any time the live meetings with his teachers would go more than 20 or 30 minutes, he would start to get distracted," said Lauren Holman.Meanwhile, Lauren was trying to juggle her kids' needs with her job as a full-time online teacher."It was overwhelming and hectic, definitely a lot of stress," said Holman.That stress was revisited when she heard about schools opening with only distance learning."Internally I freaked out a bit, saying this is impossible," said Holman.So, she looked into what was possible. She and eight other families are creating two different learning pods."We have a small group of trusted families," said Holman.In one pod were Isbaella and three other kindergartners. In another, Bradley and five other 2nd graders. All are classmates at Twin Oaks Elementary."The parents will act as facilitators. I equate them with a substitute teacher who helps execute the lesson plan," said Holman.Parents will take turns, each taking a day with one group of kids to make sure they stay on track, offering one-on-one help. The micro-schools will be held outside, in back yards and parks. Canopies owned by the families will help with the sun."Trying to keep it safe. Promote social distancing," said Holman.Each student will be given their own box of supplies. Handwashing and hand sanitizing will be emphasized. The outdoor setting will offer options for socializing. Holman hopes her pods will give her and the other parents a break while giving her kids a little normalcy."I hope they are able to get the same experience in the classroom, as far as their academics. Secretary of State Rex Tillerson addressed the nation on Tuesday following the announcement President Donald Trump had removed him from the position, saying his final say of service will be March 31."Between now and then, I will address a few administrative matters related to my departure," he said.Tillerson's responsibilities will be delegated to Deputy Secretary John J. Sullivan.He also said much attention needs placed on the issues with Russia, and that much work is needed when it comes to relations with China.Tillerson closed by thanking everyone for the "privilege of serving" in the Secretary of State position over the last 14 months. "All of us, we know, want to leave this place as a better place for the next generation," Tillerson said.He will return to being a private citizen, he said.Tillerson has been replaced by CIA Director Mike Pompeo. The CIA's deputy director, Gina Haspel, has been nominated to replace Pompeo as director.When speaking to to media from Washington D.C. on Tuesday morning, Trump said he got along well with Secretary Tillerson but offered no reason for the firing. Tillerson said he had no conversation with Trump regarding his being let go.In his final days as Secretary of State, Tillerson said the U.S. is a "long way from negotiations" with North Korea. SAN MARCOS, Calif. (KGTV) - A San Marcos woman is speaking out for the first time about her ,000,000 claim against San Diego County.She told 10News that two sheriff's deputies knocked on her door in the middle of the night last August for a welfare check.  There was no problem and they left but she said Deputy Richard Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."It wasn't an okay hug.  I was stunned, shocked.  It was very fast and confusing."She resisted. "Yeah, I felt very vulnerable, intimidated, felt weak. I felt little.  It's just a mess! Everything is a mess!   This is hard to do. He shouldn't have come back to my house and I don't ... everything's a mess!"Three months later, she said she's still frightened."Would I open the door anymore? No. I think he's bad for law enforcement and bad for me. I think he's a bad guy!"Dep. Fischer was placed on administrative duties after the complaint was filed.  An investigation is ongoing, now with two more women talking to investigators.Another San Marcos woman told a similar story.  An Alpine woman said she was arrested on a questionable charge, handcuffed, and fondled while in restraints. 1329
