NEW YORK, Jan. 17 (Xinhua) -- A video show about Chinese people made its debut on screens at Times Square on Monday, presenting Americans a multi-dimensional and vivid image of Chinese people.With China's traditional red as the theme color, the 60-second video was shown on six screens simultaneously at Times Square with a billboard written "Experience China" on top of the screens. I like it," Charlotte Mcguckin, 18, a high school student in New York, told Xinhua, adding that "everyone (in the video) looks happy.""Look, that's Yao Ming. "I learned in class that U.S. and China started diplomatic ties from playing the table tennis," she smiled.For Si Yaqin, who came to New York with her son for vacation, watching the debut of the video is a once-in-a-lifetime experience. I feel so proud as a Chinese."The video is part of the public diplomacy campaign by the Chinese government ahead of Chinese President Hu Jintao's U.S. state visit. The video will be shown at Times Square 15 times every hour from 6 am to 2 am next day, totaling 20 hours and 300 times a day. BEIJING, Dec. 3 (Xinhua) -- China's central government on Friday declared new policies to encourage private funds, including overseas capital, to be channeled to the medical sector to meet the country's increasingly diversified demands on health care.The new policies, dubbed "guideline to encourage and lead social capital to sponsor health-care institutions" were posted on the central government's official website www.gov.cn.It clearly stipulated that social capital should enjoy preferential treatment when China is adjusting or increasing medical resources and social funds will be encouraged to participate in governmental restructuring of hospitals.Overseas investments are now welcomed to sponsor hospitals, while the procedures will be further simplified, according to the guideline.The general office of the State Council, or cabinet, required local governments to amend their documents accordingly and get rid of any policies that impede the development of non-governmental medical institutions.Also, the new policies encourage social funds to take part in governmental hospital reforms and convert some government-backed hospitals into non-governmental institutions to reduce the ratio of public hospitals, said an official with the medical and health care system reform office under the State Council.China will deepen the opening-up of medical institutions and turn the overseas-invested medical sector from the "limited (towards foreign investment)" category into a category that allows foreign investment, the official said.

For instance, the consumer price index (CPI) increased by 5.1 percent last month, hitting a 28-month high.In a recent notice to local civil affairs authorities, the MCA ordered "effective measures" to minimize the impact of inflation on low-income groups and other groups of people having financial difficulties.Civil affairs authorities should set proper living allowances for these groups by assessing the impact of rising prices on their lives, the notice said.Further, a mechanism that ensures living allowances are raised at the same rate as rising prices should be established, and the amount of living allowances should be raised.The notice also ordered local civil affairs authorities to rescue the homeless in cities and help them throughout the winter.The Spring Festival, also known as the Chinese Lunar New Year, will fall on Feb.3, 2011. It is the most important festival for people of Chinese origin as it is an occasion for reunions of family members, relatives and friends.
