As Congress mulls over the possibility of another stimulus package, and the idea of including a second wave of stimulus checks in it, the House Ways and Means Committee estimates 30 to 35 million Americans are still waiting on their stimulus money from the CARES Act.“Let’s make sure that we don’t lose focus on the people who didn’t get a payment from the first branch,” said Bob Probasco.Probasco is a CPA and the director of the Low Income Tax Clinic at Texas A&M University. He has followed activity with stimulus checks since they started going out in April, in particular, all of the issues the IRS has had in getting the money into taxpayers’ hands.“There are just a number of different problems,” said Probasco. "People had old bank account information on their tax returns, and then, they changed their bank account, but the IRS doesn’t have the new one. The payment went to the bank, it will have to be returned and then a paper check will go out.”The IRS attempted to speed payments up in May by sending out prepaid debit cards to 4 million people, but the debit cards were not as helpful as anticipated and resulted in the IRS continuing to distribute paper checks for the remaining payments.“There were big problems with that,” Probasco explained. “We saw tax representatives, CPAs, lawyers, who people came to and said, ‘I got this’ and they weren’t sure that was legitimate.”The debit cards were sent in barely-marked envelopes that caused so many to think they were fake. So, the IRS had to issue a press release, reminding people that the “plain envelope from Money Network Cardholder Services” is not junk mail.In addition, the IRS had to issue guidance for those who destroyed or threw out their debit cards, asking them to call 1-800-240-8100. She’s part of a growing number of Americans doing so because of COVID-19. In fact, the non-profit organization, Life Happens, just conducted a survey that showed 43 percent of adults have either already delayed retirement or are considering it.“It kind of has to do with the uncertainty of what this is going to look like, this pandemic’s effects on long-term and short-term finances, said Fasia Stafford, the president and CEO of Life Happens.“What we also found interesting was that the younger folks were delaying it even more than the older folks, so when you are looking at folks from 18 to 23, they are thinking that this is going to have long-term effects on them, that their retirement age might be delayed because of what is happening currently.”Currently, it doesn’t help with our country’s high level of unemployment, having so many people postpone their retirement. An Arizona man is facing a second-degree murder charge after shooting his girlfriend in the face at his Mesa apartment on Sunday morning.According to police, around 8:30 a.m. officers responded to a report of an accidental shooting near Country Club Drive and Broadway Road.Responding officers found the woman with a gunshot wound to the eye. She was transported to the hospital and was pronounced dead, police said. During interviews with police, 22-year-old Martin Larney confirmed that his girlfriend had spent the previous night at the apartment, which he shares with his brother.Larney told police that as the victim was sitting on the floor changing her clothes, he tossed his handgun onto a couch in the room, causing it to go off and strike her.Police said Larney changed his story twice, initially reporting that he was trying to clear a round when the gun discharged, then finally admitting he was waving the gun at the victim because he "was upset at what she was wearing."According to police documents, Larney also admitted that he thought about shooting the victim as the gun went off, and had "thought about shooting the victim in the past."Larney has been booked on one count of second-degree murder.   1260
