SAN DIEGO (KGTV) -- The San Diego Police Department has identified the officer involved in an East Village shooting over the weekend as Andres Ruiz. The department says Ruiz is assigned to the Canine Unit and has been with the department for more than 11 years. The incident started just before 10 p.m. on May 23 at an apartment complex on Park Boulevard and Market Street. Police were called to the complex following reports of a woman trowing objects from a window. When they arrived, officers found broken glass and furniture on the sidewalk below the unit. RELATED: Woman hurt in officer-involved shooting in East VillageAuthorities say the woman refused to listen and brandished a knife, continuing to throw objects from the window and refusing to come out of the building, prompting police to force their way into the building. After the woman locked herself into the bathroom, police used verbal direction, chemical agents, and a police canine in an effort to take the woman into custody. When officers made their way into the bathroom, the department says the woman grabbed and punched the canine and threatened officers with the knife. “One officer fearing that he was going to be struck or stabbed with a knife, fired at least one round striking the female,” said Capt. Rich Freedman of the San Diego Police Department.The woman was treated and taken to the hospital with non-life threatening injuries. No officers were injured, but some people were hit by objects that were thrown out of the window. The suspect has only been identified as a 26-year-old San Diego resident. 1593

"We wanted the full experience," they said laughing."This year more than ever we felt the importance of voting and having our voices heard, this was primarily driven by the current political environment! I feel like the presidential race without a doubt is important, however equally as important are the local races/props that will have a direct impact on our quality of life," Gibson said.They didn't make their decisions in isolation, "we filled out our ballots together [at home]," Joiner said. "We’re pretty much on the same page on all things political and whatnot so it was a little bit easier," Gibson chimed in."We didn’t want our votes to cancel one another out so if we disagreed on something we would talk about it a little bit and see why," Joiner said laughing.Joiner said he hopes the tension fades after the election, "and I really want everyone to just get along really."Both hope for a positive outcome, "no matter what way it goes people just accept it," Joiner said. SAN DIEGO (KGTV) - The San Diego City Council voted in favor Tuesday of an affordable housing plan which critics say could raise rents and home prices across San Diego.The vote, which came after hours of public comment, was five to four in support of the proposal.Council President Georgette Gomez moved to require developers to reserve 10 to 15 percent of new housing units in complexes for low to moderate income households. The plan includes other options, but if all else fails the proposal would raise the affordable housing in-lieu fee developers pay by 72 percent. For a typical 1,800 square foot unit, that would be an additional ,000 in construction costs that could be passed on to tenants. “We’re in a royal housing mess, and I almost would like to say, today, believe it or not, are the good old days for housing, because we’re staring straight into a bigger problem,” said Borre Winckel, who heads the San Diego Building Industry Association. But supporters of the proposal say the city needs the housing. Many workers are now being forced to commute from far away because there is no housing available. A report last year found the region still needed more than 140,000. "We’re certainly not trying to drive the cost of housing. Our number one goal here is to try to incentivize and regulate in a more fair manner the building of affordable housing,” said Keith Maddox, of the San Diego Imperial Counties Labor Council. Councilman Scott Sherman, who opposes the proposal, said the larger fee would add to a market rate rental and ,000 to the price of a home. The money from the fee would go into a pot used to pay for affordable housing developments. Marissa Tucker, a robotics marketing manager who lives in North Park, said her life success is only because she was able to grow up in an affordable home. “My dad, he works at a grocery store,” she said. “My mom was never able to hold a stable job because she has a mental disability, and so without having affordable housing and be able to provide that stability, we’re not always afforded the same opportunities.” Under the proposal, developers would also avoid the fee by rehabilitating existing units - or donate land that could be used for affordable housing. On Tuesday, the council was hearing more than three hours of public comment, and both of the city’s overflow rooms were full. 2374

  

SAN DIEGO (KGTV) -- The San Diego Unified School District approved a plan Tuesday night that outlines how the district plans to reopen in the fall. The school board voted unanimously to move forward with a plan that would allow parents to decide if their students return to campus in the fall of 2020 or continue distance learning at home. Students returning to in-person learning will go to school for the full day of class every day, not a staggered schedule. All in-person learning is subject to federal and local health guidelines like wearing a mask, 6 feet of social distancing, and frequent hand washing. If parents feel their child is not ready to go back to campus, they can continue online. The district called it "Distance Learning 2.0," an improvement to the current online learning in place. The board voted to move forward with the plan despite only having enough funding for only half of the school year. The second half is dependent on federal funding. This does not mean the district would run out of money for the year; it means all students would have to return to online learning for the second half of the year. School board members said this vote was just the beginning of a long process to restart school in the fall, adding that things could be updated as local and state guidelines change. 1323
