SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. SAN DIEGO (KGTV) -- Police Wednesday arrested a woman they say vandalized a church Monday afternoon. Kelly Duggan, 26, was arrested after police say she caused more than ,000 worth of damage to Our Lady of Guadalupe Church.10News Reporter Bree Steffen Reach out Duggan, who agreed to a jailhouse interview. Duggan told us that she's in an emotional state, heartbroken over her mother's death. "I don't know what's going on anymore, and that's what's making me mad," she said. "I'll still pay for it, that's fine."According to authorities, Duggan threw a wooden kneeler at a Plexiglas window protecting a religious shrine, breaking both the kneeler and the glass.Duggan also destroyed several flower vases decorating the shrine before leaving the church, police say. She was arrested for felony vandalism after being spotted in Barrio Logan.Duggan said she didn't vandalize the church out of disrespect or hate for the faith. The church told 10News they caught Duggan's action on their surveillance cameras but didn't share the video because they worried that people who saw might harm her. Duggan had this message for the church: "Thank you for forgiving me, you know, out of the kindness of your heart."  1265

SAN DIEGO (KGTV) — Nearly a week full of films by military veterans, focusing on a variety of topics is coming to San Diego this month.The GI Film Festival runs Sept. 24-29, bringing together a community of passionate filmmakers, the military veteran community, and those who support them to showcase works in cinema and educate and preserve the legacies of veterans.Festival organizers say their mission is to ensure that the stories of military veterans and their families are told and show future generations the triumphs and sacrifices they endure.The festival also works as a bridge, connection military and civilian populations together through cinema and mutual understanding. All of this works as a way to help veterans heals as well.Last year, the six-day film festival opened with a film starring George Takei, about a veteran who spent time in a Japanese-American internment camp, and also featured films by stars like actor Jeffrey Wright. This year, films focusing on the Afghanistan War, short documentaries, post-9/11, the Iraq War, and student and military veteran projects will be screened.Films will be screened at the Museum of Photographic Arts or UltraStar Cinemas at Hazard Center. SAN DIEGO (KGTV) -- Officials with Marine Corps Air Station, Miramar announced Saturday that a second Marine has tested positive for coronavirus.Capt. Matthew Gregory told 10News that the patient is currently being isolated and receiving medical support aboard the base."The air station is currently conducting a thorough contact investigation to determine who may have had contact with the Marine and notify them of the situation," officials said.The identity of the Marine is being withheld due to privacy restrictions, but Gregory said the Marine resides on base and was not on leave."The Marine self-reported to the Miramar medical clinic with symptoms and was ultimately transferred to Naval Medical Center San Diego for testing," said Gregory.The news comes after it was reported Thursday that a Marine stationed at MCAS Miramar had tested presumptive positive for coronavirus after returning from leave in Washington state. The patient was visiting family which is where officials believe he contracted the virus, officials on base familiar with the matter told 10News.Both cases are currently in isolation and being quarantined in an empty barracks that was designated to treat potential cases of Covid-19, according to Gregory. "Both are fine and doing well," said Gregory.MCAS Miramar is one of four bases outside of California used as quarantine sites for individuals returning from overseas, including U.S. citizens that were evacuated from Wuhan last month and passengers aboard the Grand Princess cruise ship that was brought to Oakland last week. The quarantined passengers are being treated by staff with the Centers for Disease Control and Prevention.Neither of the two infected Marines had any contact with the cruise ship passengers, according to Gregory.Gregory noted that MCAS Miramar officials had taken measures earlier this week to prepare for potential cases. He said the base implemented similar practices used by the CDC to treat service personnel."We're using the same protocols," said Gregory. "We proactively emptied out a barracks for own isolation and quarantine."Naval Medical staff are treating the two Marines, said Gregory.STATEMENT FROM MCAS: A second Marine stationed at Marine Corps Air Station Miramar has tested positive for COVID-19 and is currently being isolated and receiving medical support aboard the base. Marine Corps Air Station Miramar has notified the county public health agency of the positive test and will continue to take prudent precautions to ensure the service member and any individuals who had contact with the Marine are aware and taking the appropriate steps for self and follow-on care. The air station is currently conducting a thorough contact investigation to determine who may have had contact with the Marine and notify them of the situation. The Marine self-reported to the Miramar medical clinic with symptoms and was ultimately transferred to Naval Medical Center San Diego for testing. The test was found positive approximately 24 hours later and the Marine was placed into isolation in a barracks room aboard Miramar designated for quarantine by service personnel. SAN DIEGO (KGTV) - Passengers in a deadly bus crash near Fallbrook on I-15 Saturday suffered broken bones, cuts and scrapes, according to California Highway Patrol.A 23-year-old woman from Mexico, a 73-year-old woman from Pasadena, and a 67-year-old woman from Riverside lost their lives in the crash.In a press release CHP stated 8 of the 20 passengers were from Mexico, one was from Temecula and the others were from Southern California. Their ages range from 5-years-old to 75-years-old.READ RELATED: At least three dead, 18 injured in bus rollover on Interstate 15The 5-year-old boy who was airlifted to the University of Riverside Health Services Medical Center has life threatening head injuries. Five are at the Palomar Medical Center.CHP issued a correction, saying there were 21 people total on the bus, instead of 22 as they reported Saturday.
