SAN DIEGO (KGTV) - An El Centro teacher was arraigned Tuesday after she was accused of providing marijuana and alcohol to students on a school camping trip.Monique Garcia, 50, faces two felony charges and three misdemeanor charges garnering a maximum sentence of 8 years and 4 months in state prison, according to the District Attorney's Office.Deputy District Attorney Stephen Marquardt said a 17-year-old student on the trip gave Garcia a ride to a grocery store where she bought alcohol and then drove to a dispensary where she bought cannabis, including edibles.Marquardt said students were intoxicated and became sick after consuming the alcohol and/or cannabis.According to the Southwest High School website, Garcia was head of the math department. The Central Union High School District sent a statement to 10News reading in full: "In order to protect the integrity of the judicial process, Central Union High School District does not comment on ongoing or pending proceedings. Monique Garcia is no longer employed by the District. Due to the sensitive nature of the allegations the District will continue to respect the privacy of all those involved."Southwest High School's Outdoor Adventure Club went on a three-day camping trip in February of 2019, according to the Imperial Valley Press.IVP named Garcia as the head adviser of the club and stated she was on that trip with 29 students.The trip took place, according to IVP, at the Laguna Campground from Feb. 15-18.This is the first criminal case resulting from the newly formed Student Safety in School Systems Task Force, under the San Diego County District Attorney.Garcia will be in court for a preliminary hearing June 18.A restraining order was filed, to keep Garcia from contacting 18 individuals, whom Marquardt said she texted before and after the trip.A LinkedIn profile with the same name lists Garcia as a teacher at Southwest High School from August 2008 - present and at Gompers Charter Middle School from August of 2006 - June of 2007.The San Diego Unified School District confirmed Garcia worked at Crawford High School from Sept. 28, 2007 to June 30, 2008. 2143

SAN DIEGO (KGTV) — A surveillance system caught a man breaking into a College Area Thai Restaurant and stealing hundreds of dollars in cash and tech equipment. 10News met with Chira Svangvitaya, owner of "Sala Thai." She has been serving dishes from her homeland to the San Diego community for almost 30 years. But when she opened the store on Halloween morning, she found her store in shambles. “I saw all the things all over the floor," Svangvitaya said. MAP: Track crime happening in your neighborhoodHer surveillance cameras captured the break-in just before 7 a.m.  A man crept in through the back door, ran through the dining area while pulling up his hood, then headed straight to the front counter. He took 0 in cash, five tablets, and a laptop before tiptoeing out the back door. "He was like a pro," she said. “In and out in less than five minutes.”While the stolen money was substantial, the absence of the tablets hurt her most.“I have Uber Eats. Grub Hub, Postmates, Door Dash, Amazon, and Yelp," she said.She said 30 percent of her sales come solely from deliveries, which means she is losing out on a lot of customers. But she said there is a silver lining to this. What the thief may not know, is that the tablets' only function is food delivery. The resale value is unsubstantial. They all come with serial numbers, which she hopes the police and delivery companies use to track them and the thief down. “I just want them [the police] to catch the guy. SAN DIEGO (KGTV) - After 14 months on the job, Gordon Walker, the CEO of the Regional Task Force on the Homeless is taking a six month leave to help open a temple for the Church of Jesus Christ of Latter-day Saints in Rome, Italy.Walker was hired in June of 2017 after successfully reducing the homeless population in Utah by 91%.“We can do the exact same thing here,” he told 10News. “The chronic homeless problem here in San Diego is not much larger that it was in Utah.”He took over the RTFH just after it had been consolidated with several other agencies.One of his first big projects was overhauling an outdated software system that is used by many different agencies that interact with the homeless.Expected to be launched in December, he says the new program will allow for easier and more streamlined data collection.It’s an important change because they can’t fight a problem when they don’t know exactly what it consists of.“We had a hard time answering some very basic questions, like ‘what do we actually need?’ “For this purpose, one of the task force’s yearly projects is executing a ‘point-in-time’ count of homeless people across the county.When the numbers were released this year, however, they were met with criticism.“You cant just not count 1000 to 2000 people just because you haven’t done your due diligence when we’ve counted them every year,” said Michael McConnell, a homeless advocate and former member of the RTFH.He’s referring to the homeless population that live in vehicles.Because they were not included in the 2018 count of unsheltered homeless, the number appeared to decline from the previous year.Walker still defends their decision, saying “here in San Diego there was a great deal of effort of counting people in vehicles without proving or showing that there was anyone living in the vehicle.”But he said they plan on changing that next year by performing outreach beforehand, so when they encounter vehicles while doing the count they know who lives inside them.“We are going to do more interviewing so we know the people better,” he said.Whether or not he will be back to see that through remains to be seen. He told 10News he plans to spend no more that six months in Italy.“My goal is to come back here, even if it’s not as CEO” he said. “We’re doing some great things.”On Thursday, the board that oversees the RTFH will vote to confirm Tamera Kohler as acting CEO.She worked with Walker in Utah and currently serves as the COO.Walker said he leaves for Italy on Friday. 2522

SAN DIEGO (KGTV) - A San Diego Midwife is living her dream of opening her own birth center, helping minority women.We met Nikki Helms in July when her GoFundMe was off the charts, raising more than 1,000.She had been a licensed midwife for about a year and wanted to open a birth center. Fast forward to December and her dream is coming true."We've got signage and I stood at the foot of my stairs and cried about that," Helms said filled with gratitude. The community has continued to wrap their arms around her mission."It's really just been amazing and overwhelming, and I feel so blessed," she said wiping a tear from the corner of her eye. "And so grateful and I get teared up every time I start talking about it because it gives me the opportunity to go care for families and you know it just blows my mind."Since July she's raised another ,000 and packages keep arriving on her doorstep with items for the birth center.Her mission is to support women through childbirth and beyond.
