SAN DIEGO (KGTV) - More local law enforcement agencies are dropping the controversial use-of-force technique known as carotid restraint, following outrage over the killing of George Floyd. Earlier this week, San Diego Police Department said that it was dropping the use of the technique. On Wednesday, 10News interviewed the mayor of Coronado, who is calling on Governor Newsom to issue a statewide ban. San Diego Sheriff Bill Gore reversed his decision on the use of the technique. In a statement sent Wednesday afternoon, he wrote, “In light of community concerns, and after consultation with many elected officials throughout the county, I am stopping the use of the carotid restraint by my deputies effective immediately. I have and always will listen to any feedback about the public safety services we provide. Working together, we can ensure San Diego remains the safety urban county in the nation.”The Coronado Police Department was next with an announcement on Instagram, “The use of the Carotid Neck Restraint can cause undo harm. The Coronado Police Department will eliminate its use effective today. We will continue to focus on de-escalation as we serve our community.”The City of La Mesa also announced that the police department will ban the technique.Earlier in the day, a spokesperson for the Oceanside Police Department said that its officers rarely used the technique and the department officially dropped the use of the technique on Tuesday.After the San Diego Police Department reported on Monday that it was dropping the technique, Coronado Mayor Richard Bailey issued a letter on Wednesday morning to Governor Gavin Newsom, urging a statewide ban of the use of carotid restraint among law enforcement.“It does significantly increase the risk of permanent harm to individuals and it has become a symbol of police brutality within communities of color throughout the country,” said Mayor Bailey.Community rights activist Bishop Cornelius Bowser said that SDPD’s ban is a good first step but more needs to be done. “This does not whatsoever fix the problems that we have in our communities, especially in the black community of police brutality and the way communities are being policed.”Bishop Bowser also told 10News that he wants SDPD to issue greater clarity on the language of the ban and how officers who use it will be held accountable. 10News also reached out to Chula Vista Police, Carlsbad Police, and El Cajon Police to see whether their officers are still using the technique.A spokesperson for the El Cajon Police Department wrote to 10News, “It would not be appropriate for us to comment on the policy decisions made by a different agency. The carotid control hold is currently an authorized technique available to our officers to affect the arrest of a violent or combative suspect. The El Cajon Police Department regularly evaluates our policies and procedures.”National City also announced Wednesday that it would end the use of the carotid restraint. SAN DIEGO (KGTV) -- October is HIV/AIDS Awareness month…this year we find ourselves still in the grips of a different public health crisis.We’re highlighting the work of an organization born in the 1980’s to help LGBTQ people with HIV and AIDS.Auntie Helen’s in North Park is now meeting needs from the pandemic.10News Anchor Mary McKenzie shares the legacy of a man well-known for taking care of his community – then and now.In the late 80's Gary Cheatham founded Auntie Helen's -- in a one-car garage in North Park in 1988. He did fluff and fold laundry first for one, then for a handful of friends who were sick with AIDS.Fear and stigma at the time -- hurt the LGBT community as much as the disease. But word spread quickly -- about Gary's services -- and Auntie Helen's grew. Sadly, so did the disease... and more and more of Gary's friends and clients became sick... HIV and AIDS claimed more than 100 thousand lives in the U-S in the 1980's. Many of Gary's clients who died willed their estates to Auntie Helen's. Their belongings accumulated in Gary's garage, which was also where he did laundry -- and eventually, with help from a few high-powered friends and other activists, Gary opened Auntie Helen's thrift store in 1989.Rod Legg is now the executive director of Auntie Helen's -- which has come through some difficult times. The laundry service and the thrift store are still co-located in North Park. During the pandemic, they stretched their services to do laundry for a new group -- that needed help.“We also do COVID-19, which is our frontline medical workers. That's a tie into the past, we had to do that. We had to offer that.” explains Legg.They're also expanding the store, and their outreach. They give out free groceries to their regular clients (about 25-35 individuals) and now also to frontline workers. With COVID-19 leaving so many more people on hard times, they started delivering groceries - no questions asked, no referral needed. Rod found the food, and the volunteers delivered it. At one point, to more than 300 people.“This is everybody's HIV in a sense. Do you know what I mean? We don't know where we're at. We're all wondering what's going to happen the next day, but most importantly is neighbor to neighbor we need to make sure we're taking care of each other.” says, Rod Legg.Auntie Helen's staffs a "warm" line instead of a hot line with volunteers -- taking calls from people struggling with mental health issues. They offer yoga, meditation -- virtually for now -- and provide clients with addiction support and help with job hunting. All in keeping with the legacy of Gary Cheatham...Rod Legg remarked, “This man was way before his time. You know? And can you imagine the faces of the people that got the hugs, and the clothes?”A hero for the community, then and now...That's what we all should be doing. SAN DIEGO (KGTV) - Parents rallied at Poway Unified District Headquarters during their monthly board meeting, asking them to pause on proposed plans to bring a Costco to land zoned to build a school.The vacant lot is at the corner of Camino Del Sur and Carmel Valley Road and was labeled a surplus by the Poway Unified School District.That means they don't need it and believe they have enough schools in the area.Parent Gianni Nguyen said that's not true, "in our particular area the schools are impacted, so no."Nguyen said she doesn't mind the idea of creating mixed use retail, restaurants and a Costco, but she was angered by the process the board went through to get the deal."I felt like we were just robbed... We just want to be part of that process, bring us to the table, give us a voice, let us share with you what our opinions are," she said.The board voted unanimously at their September meeting to pursue a long term lease with Costco, that spans decades. Nguyen said the community was blindsided."I have four kids in the public school district, four young kids, my oldest is only 12, so I am very passionate about this," she said looking away.She hopes the rally makes the board pause and reconsider moving forward on this deal.Nguyen added, "we're going to unite and say we do have a voice and there should be a choice and you guys should be in there to represent us and if you're not representing us, who are you representing?"The deal was not on the agenda Thursday. 1493

  

SAN DIEGO (KGTV) — Police are looking for the thief who committed a brazen robbery at a South Park metaphysical shop, stealing a ,000 crystal ball in broad daylight in front of store staff and other customers.The theft occurred Monday afternoon around 12:30 p.m. at Crystal Blue Vibrations, San Diego Police said. "This was a lot worse than we thought," co-owner Andrew Lucas told 10News. "That's when we went to the video tape and it showed everything."The thief could be seen casually walking through the store, chatting with an employee behind the counter. He then walked over to the front display, which included several large crystal spheres. He reached in to grab an expensive one, but knocked over a shelf, leaving shattered glass all over and drawing the attention of the employee. However, it appears the employee did not realize the man was attempting to steal the item. While the employee was focused on cleaning up the mess, the the thief can be seen grabbing the crystal ball, placing it on the ground, dribbling it like a soccer ball to the front door, then bending over to pick it up and walk out. "I thought I'd seen it all," Lucas said. "Yeah, it's pretty brazen. It's heartbreaking."Lucas says he plans to limit how much access customers have to certain items in the future. "And more security, but I guess that's what the world is coming to."A police report has been filed. Lucas hopes someone may recognize the thief from the surveillance video and will come forward to identify him. 1513
