NEW BOSTON, Texas — Authorities are investigating after a baby was removed from the womb of a 21-year-old woman found dead in a small East Texas city. A Texas Department of Public Safety spokesman on Monday told The Associated Press that the body of Reagan Simmons Hancock was discovered Friday morning in a home in New Boston, a city of about 4,600 people. Hancock was reportedly 8 months pregnant with her second child.New Boston police have said a 27-year-old woman was later taken into custody by Oklahoma authorities. According to KLTV, the suspect arrived at a Oklahoma hospital saying her baby was not breathing. The baby did not survive. No further information was immediately available. 704

New restaurants and hundreds of much-needed apartments could be coming to Poway's main road. But that proposal could also spell the end for Poway Fun Bowl, a longtime hangout for friends and local families. Fairfield Housing is proposing to buy the Alley's land and the Carriage Center strip mall next door - to build 216 apartments, 13,000 square-feet of commercial space, and a public plaza. The Poway City Council is holding an information session on Tuesday, and will give the developer feedback on the idea.Both the alley's owner and the mall management stressed that this is nothing close to a done deal, and that both have no immediate plans to close."Although people have expressed an interest in redeveloping the site, the owner is not currently under contract to sell the property," said Bobby Israel, the mall's property manager. Fairfield Housing didn't immediately return a call seeking comment.Casey Nezhoda, who owns Bargain Hunter's Thrift Shop in the mall, said there's been confusion among many of the mom-and-pop owners about what's next."Because it’s been kind of like a guessing game, of well, what’s going to happen with our shopping center?" she said, noting moving 7,000 square feet of merchandise would be a lot of work.But Andrew Weiss, who was shopping in the mall, said the project sounds like a good opportunity."This mall's a little bit old, so redevelopment would be nice, plus Poway's a great place to be," he said. NEW YORK (AP) — U.S. health officials are dropping a controversial piece of coronavirus guidance and telling all those who have been in close contact with infected people to get tested.The Centers for Disease Control and Prevention (CDC) essentially returned to its previous guidance about such tests."Due to the significance of asymptomatic and pre-symptomatic transmission, this guidance further reinforces the need to test asymptomatic persons, including close contacts of a person with documented SARS-CoV-2 infection," the CDC wrote in a "clarification" posted Friday. With the change, the CDC got rid of language posted last month that said people who didn’t feel sick didn’t need to get tested.That August change set off a rash of criticism from health experts who couldn’t fathom why the nation’s top public health agency would say such a thing amid a pandemic that has been difficult to control.The New York Times reports that last month's change was not actually written by CDC scientists and was posted to the agency’s website despite their serious objections. It reportedly came from the Department of Health and Human Services.The CDC website now says testing is recommended for all close contacts of persons with SARS-CoV-2 infection. "Because of the potential for asymptomatic and pre-symptomatic transmission, it is important that contacts of individuals with SARS-CoV-2 infection be quickly identified and tested," the agency writes. 1458

NEW YORK — Indoor dining in New York City will close beginning Monday amid the rising spread of COVID-19 increased hospitalizations linked to the virus, New York Gov. Andrew Cuomo said Friday.“We said that we would watch it if the hospitalization rate didn’t stabilize, we would close indoor dining. It is not,” Cuomo said.Outdoor dining and takeout will continue, he added.The increasing rate of transmission has been a problem, especially in densely populated areas, Cuomo said.The governor added that the state will monitor indoor dining data in areas outside of New York City and orange zones. Adjustments will be made next week if needed. When asked about a timeline on reopening the city's indoor dining, Cuomo's team said the state will be looking over cases and hospitalizations over the next two weeks.Earlier this week, Cuomo said any region with an unstable hospitalization rate for more than five days would see new restrictions on indoor dining.He said New York City would see a full closure on indoor dining while regions outside of the city would see a reduction to 25% capacity. Amid the announcement of closing indoor dining, Cuomo called on the federal government to provide restaurants and bars with relief in the next stimulus package.The state will do what it can to assist these businesses, including extending the commercial eviction moratorium, Cuomo said.“So, if a business can’t pay rent because of this situation, they won’t be evicted,” he said.The adjustments restaurants have made are "remarkable," Cuomo added. Heat lamps and partial enclosures are working, according to the governor, but he hopes that indoor dining closures will only be for a short period of time."I understand they're going to sustain economic damage, and I think the federal government should reimburse them for it. If the state is in a position to reimburse them for it, we will," he said.
