A confluence of factors led to 52 people being shot, 10 fatally, in Chicago over the weekend, including gangs, drugs, an ineffective justice system and a season of hot weather that often ushers bloodshed into the city, the police chief said Monday."Despite the investments and progress in safety, weekends like this remind us all of the challenges that we face and that they are complex and profound," Police Superintendent Eddie Johnson told reporters.In addition to seeing gangbangers settle conflicts with firearms, officers in the northern part of the city witnessed "tensions related to the open-air drug market that's occurring on the West Side," Deputy Chief Al Nagode said.After some of the gang violence on the West and South sides spilled into other neighborhoods, Johnson said, police increased patrols to stave off chances for retaliation. Police seized 92 guns, doubled the confiscations for a normal weekend, and made 18 gun-related arrests, the chief said.Johnson calls out courtsYet despite the Chicago Police Department's efforts -- which includes planting department brass among patrol teams -- Johnson said his officers need help from the courts and the community, especially during the summer months in which the city typically turns so violent.That Johnson's commanders were nearby when some of the shootings occurred -- one district commander was half a block away when someone was shot on Central Park Avenue -- demonstrates how brazen the gunmen are, the superintendent said."We cannot -- can't -- do this without the support of the community or a unified criminal justice system that keeps gun offenders out of our neighborhoods," Johnson said. "We know who a lot of these people are, and how do we know that? Because we keep arresting them ... so until we hold violent offenders accountable the way that they should be, we're going to continue to see this."He said half of the people arrested on gun charges are back on the street within a week. A 7-month-old baby in Ohio was hospitalized earlier this week with a blood alcohol level three times the limit of what an adult could drive with after she was left with a family member while her mother was working, according to a Cleveland police report.On Sunday, Cleveland police responded to University Hospitals of Cleveland Medical Center when a woman arrived with an infant who was unresponsive and limp, the report states.Hospital workers did a drug panel and then administered naloxone, believing the child may have overdosed, the report stated. Test results later indicated that the girl had a BAC of 0.25, which is over three times the legal limit for an adult behind the wheel.The mother told police that she left the child with a family member while she went to work. When the mother picked up her daughter, she noticed that the baby “was very tired and not acting herself” and she was getting worse.Police were told a family member might have put liquor in a bottle to get the child to stop crying and fall asleep, according to the report.Cleveland police detectives are investigating the case. 1119

A judge has upheld the Virginia governor's ban on all types of weapons at a pro-gun rally planned for next week. Gov. Ralph Northam had announced the ban on Wednesday as he declared a state of emergency over threats of “armed militia groups storming our Capitol." The judge's order Thursday came hours after the FBI announced the arrest of three alleged white supremacists in Maryland. Virginia's solicitor general told Richmond Circuit Court Judge Joi that law enforcement identified "credible evidence" that armed out-of-state groups planned to come to Virginia with the possible intention of participating in a "violent insurrection." The emergency, which was declared by executive order, will span Friday, January 17 at 5:00 p.m. until Tuesday, January 21 at 5:00 p.m.“Law enforcement intelligence analysts have identified credible threats of violence surrounding the event, along with white nationalist rhetoric and plans by out-of-state militia groups to attend,” said a statement from Northam’s office.Northam tweeted that the order was to protect citizens and lawmakers.“We support citizens’ rights to peacefully protest and express their views to their elected officials. But we must also keep the public, as well as those who work around Capitol Square, safe,” the governor tweeted.Northam, a Democrat elected in 2018, now enjoys partisan support from the Virginia House and Senate.
