Video of the first night the restaurants reopened was played during the county's daily press conference as local leaders criticized the scene.RELATED: Pacific Beach's El Prez shut down for violating health orders"This facility is now closed. This facility will remain closed until further notice," Supervisor Nathan Fletcher said at the time. "The actions that you just saw in the video before you can trigger an outbreak and compromise our ability as a county to move farther along in the state's reopening plan."Management said navigating the new rules for restaurants (available here) had proved difficult on night one, but not intentionally.RELATED: Brigantine hiring as restaurants ready to reopen"The re-opening of restaurants is a new territory for us all and with it brings a difficult learning curve. We learned that yesterday," a statement to 10News read in part. SAN DIEGO (KGTV) — One of the deadliest, most destructive and most enormous fires ever to hit California struck 15 years ago Thursday just south of Ramona. The Cedar Fire was started by a lost hunter setting a signal fire. At the time, at least 11 other wildfires were burning in the region. What followed in the hours and days ahead would change San Diego County forever. The fire was reported at 5:37 p.m. on October 25, 2003. Within hours, Santa Ana winds raged from the Cuyamaca Mountains, flames hurled southwest at speeds of up to 6,000 acres an hour.Overnight, it consumed parts of northern Lakeside, killing 12 people and injuring others. Rudy Reyes was burned over 75 percent of his body.RELATED: Increasing heat, fire and flooding, what may lie ahead for California, according to new reportBy noon the next day, the 2003 firestorms devastated dozens of communities and destroyed hundreds of homes. Blinded by the swirling embers and thick brown haze, Allyson Roach and her family tried to drive out from the Paradise Fire. The car she was in crashed into a neighbor’s car and careened into a blazing tree. Burned over 86 percent of her body, she climbed out screaming for her sister Ashley to follow.Allyson would learn from the hospital bed that her sister never made it out. The origin of the Paradise Fire was later determined to be arson, though the person responsible has never been found. The 2003 firestorms ultimately claimed 15 lives, including a firefighter, and burned almost 2,400 homes.A state fire commission released a scathing report on the overall response. Cal Fire San Diego’s Fire Chief, Tony Mecham says camera systems now allow dispatchers to see the entire county.RELATED: New California law helps utilities with wildfire lawsuitsThere are more boots on the ground and our air resources are unparalleled anywhere in the country.Right now, Cal Fire is converting seven C-130 military aircraft to air tankers. Each one can hold 20,000 gallons of retardant, the equivalent of 20 smaller tankers.Despite the arsenal, strong winds have the potential to ground efforts from the air.Rudy and Allyson will always bear the scars of the state’s first mega-fire, but they both say they’re now living life with joy and gratitude and they both feel blessed by the love of family and the support of the community.RELATED: Renewed habitat brings back rare bird after 2007 wildfireChief Mecham says despite an agreement with the military which helps our air attack, and the City of San Diego about to get its first Black Hawk helicopter that can fly at night, we still have explosive fire conditions. He stresses fire prevention no matter where you live in the county and warns they can’t have an engine at every home. It’s up to us to be ready. 2784

SAN DIEGO (KGTV) - Police and other credit card experts are warning of a new scam being used to steal bank card information and PINs.Earlier this month, police arrested four people who installed small cameras on ATMs. They say there could be more.Experts say stand-alone ATMs at stores or in parking lots are the most enticing targets for the thieves, as are drive-up ATMs."Whenever we come up with a way to figure out how to thwart it, then the crooks can figure out how to zig past that zag," says SDSU Fowler College of Business Lecturer Steven Andres.Andres says the best thing people can do is avoid using cards altogether. Andres says to use apps like Apple Pay, which don't send any bank information during transactions."They don't actually send your real credit card number to the vendor that you're working with. Instead, a random number gets sent that's only valid for that transaction at that vendor on that minute of the day. So in the future if that vendor has their computer system hacked, that number's completely worthless," Andres says.Otherwise, Andres says to use a credit card instead of a debit card, that way you can dispute a charge and not have to wait for the stolen money to be put back in your account. He also advises people to stay away from drive-up ATMs where it's more difficult to cover your PIN as you type it in. 1354

SAN DIEGO (KGTV) - Neighbors in Allied Gardens had a front row seat to a woman’s retirement. The group gathered outside a home as a pre-built granny flat was lifted into the backyard with a crane.Tula Striffler chose the option as a way to be close to her daughter.“I think it’s an economical way for me to still live my life fully and do it on a retirement budget,” said Striffler.Michael Avery owns Instant Guest Homes. He says many of his customers are using the homes for secondary income, or a way to expand their family’s living space.“These home are start to finish 90,000 dollars, everything is included except for the permit fees,” Avery said.Earlier this year, the City of San Diego reduced the cost of granny flat permits, which ranged from ,000 to ,000.After a steady process, Striffler’s home was gently placed in her daughter’s backyard. It includes a bedroom, bathroom, kitchen, and living room.Mother and daughter are happy to be close to each other, with a space of their own.“It’s just the two of us so by making it work, we're thrilled.” 1068

SAN DIEGO (KGTV) - Point Loma neighbors are rallying to save a beloved bike track - a track they've built with their own hands, but no permits. The track on Famosa and Nimitz Boulevards was threatened on Monday. “I rushed over here as quick as I could,” Darren Miller said.  “I stood in front of the tractor and said, “I’m sorry I can't let you keep doing this.”It’s still unclear who sent the bobcat to level the track. But - the land belongs to the San Diego Housing Commission.Miller is a parent of two boys and says he started building the track last March after coming across the empty land. He added the jumps and curves, thinking it would become a sort of secret playground.“I thought myself and a couple of other dads involved would have a small little track that or six or seven kids knew about. I had no idea that this many people loved it,” he said.Monday night several families showed up for a rally to save the park, expressing their affinity for the neighborhood track. “This is the most awesome-est place in the world,” eight-year-old Jude Hudson said, “So much fun because there are some bumps and curves.”Parents agree.“We don’t want this to go. This a good place to be and to exercise and to keep them off their phones." Jon Erb said. "You got parents that come out here on a daily basis, so you got chaperones down here and keeps them away from drugs.”When 10News asked what the deal with the empty land was, the San Diego Housing Commission sent the following statement:“An unauthorized and unpermitted makeshift bike park was set up by unknown individuals on the undeveloped property that is owned by the San Diego Housing Commission (SDHC) at the corner of Famosa and Nimitz Boulevard. Some of the no trespassing signs placed on the property by SDHC have been removed. Without sufficient insurance, SDHC, a public agency, cannot allow the property to be used as a bike park. The property is being planned to be developed as affordable housing.  We are pleased to be working with the Community Planning Group on the future development of affordable housing at this site.” 2143
