CHULA VISTA, Calif. (KGTV) - Chula Vista’s Police Chief and a city councilman hosted a public safety meeting in a community where most would think safety isn’t an issue.  Chief Roxana Kennedy and Councilman John McCann met with several residents Wednesday night at the Montevalle Community Center.“I feel the balance is like this:  Housing, people, lights, traffic, less parking and police protection and presence are here,” said Chula Vista resident Dianne Farsetta while holding one hand up and one hand down. “It is a little scary.  We want to be in a safe environment.”Community groups on Facebook and Nextdoor appear to post more instances of crimes throughout the communities of Eastlake and Otay Ranch. Farsetta said the city is growing faster than its police force.However, Councilman McCann says the crime in his district is still less than half the crime level in other Chula Vista districts.  Additionally, McCann said Chula Vista is still one of the safest cities of its size in the country.  Nevertheless, McCann and Chief Kennedy listened to the community Wednesday night.“We want to make sure that we’re working with our police and our community to continue to make it as safe as it is,” he said.Farsetta and several others want to see more police on the streets and a police substation on the city’s eastern side.  Headquarters is on the western side of the city.McCann said the city’s immediate need is more officers on patrol.  He added he wants a substation but that the estimated million price tag is too much for Chula Vista. 1598

CINCINNATI — Screen time was a perennial concern for modern parents well before the COVID-19 pandemic began. Now, with nearly half of Ohio school districts conducting classes only over the internet and most in-person socialization sharply limited, it’s even more of a catch-22. How much is too much? How little is too little?Children’s Hospital pediatrician Dr. John Hutton studies the effect of technology on children and adolescents, and even he isn’t sure.“Screens have become such a huge part of kids’ lives in a very short period of time that we really don't know a lot of the longer-term effects,” he said Friday.The American Academy of Child and Adolescent Psychiatry has found some correlation between extended screen time and trouble with sleep, mental health, and school performance.Hutton said it’s likely not all the same. Using a laptop, smartphone, or tablet for school, as most Ohio children have done since March, doesn’t necessarily have the same effect as using the same device for social media or games.Still, he encouraged families to closely examine the amount of time they and their children spend using screens every day. He recommended setting aside screen-free times, such as during meals, and encouraging battery-free activities such as reading or playing outside as a healthy complement to children’s daily routines."I think it's very important,” he said. “I think every family is going to have something that's realistic for them. CHULA VISTA, Calif. (KGTV) -- Protests are planned over the demotion of a popular South Bay principal.Mary Rose Peralta had been principal of Chula Vista High School since 2013. Viktoria Camacho was one of her former students.“She was a great leader. She was one to walk down the hallways with a smile on her face,” Camacho said.“My freshman year of high school was 2013 and that was actually Ms. Peralta’s first year as principal. We always kind of had that ‘we started high school together’ journey,” Camacho said.Peralta was removed from her position at the end of the school year. She is now the principal at Chula Vista Middle School. Supporters, as well as a petition online, said her demotion had to do with giving her students a “creative step for graduation to give class of 2020 a warm goodbye.”ABC 10News covered the event, where the names of all 642 graduating seniors were painted on the field.A district spokesperson would not confirm that graduation had anything to do with Peralta’s demotion.“Ms. Peralta began the school year as the principal at Chula Vista Middle School. Any information behind the reason for that is a personnel matter, and as you know we can’t share specifics about that,” spokesperson Manny Rubio wrote to Team 10.Her removal came just days after Dr. Moises Aguirre became acting superintendent of the Sweetwater Union High School District. He replaced Dr. Karen Janney after she was placed on paid administrative leave amid an investigation into the district’s multi-million dollar budget shortfall.“Especially in the middle of a pandemic, when students need consistency, this shift really had an impact on the community,” Camacho said.Camacho wrote an email to Dr. Aguirre in early July about Peralta’s demotion. He did not address the situation, writing instead that he had “every confidence that Mr. Alcala will serve the Chula Vista High School community in the same open and welcoming manner he did at Chula Vista Middle.”Camacho said her criticism of the district’s decision has nothing to do with the new principal, but emphasized Ms. Peralta should have never been removed in the first place.“If you ask anyone, she was a star. She was probably one of the best things to happen at Chula Vista High School,” added Aaron Barrera, another former student.Barrera and Camacho are the driving forces behind the petition online, demanding Peralta get her job back. As of Tuesday afternoon, it had more than 7,800 signatures.“It's quite the injustice, it's quite unfair, and it's plain out wrong,” said Barrera.Peralta has not spoken publicly about her demotion.On Monday August 10th, an in-car protest will take place at the district office with her supporters, including educators, families, and leaders of the local Filipino community. CHULA VISTA, Calif. (KGTV) — Four students at Montgomery High School were arrested Halloween Day during a state-mandated lockdown drill at school. The arrest is causing controversy, and many are now questioning the decision to carry out real arrests during a drill. It was a short 15-minute drill. No one in, no one out. “The whole school was on lockdown and everyone was in their classes. And we had to stay inside because cops came,” student Ernesto Miranda said. Police presence during a lock down is protocol. However, this time, four students were taken away in cuffs. Some are now criticizing San Diego Police officers’ unusual arrest strategy, accusing the department of suing the drill as a ruse to arrest the students under investigation. “It shouldn’t be, like use the lockdown as an excuse to OK, bust down these kids,” student Derek Uribe said. 10News spoke to Sweetwater Union High School District spokesman, Manny Rubio, who told us over the phone, this is the first time the district has ever agreed to cooperate in this kind of arrest. Montgomery High School’s state-mandated lockdown drill was planned for Tuesday, Nov. 13. But on Oct. 29, Rubio said SDPD requested the district to move the drill up sooner, because they urgently needed to make an arrest on campus. The school agreed. They immediately notified students and parents that there would be a drill sometime that week, before noon. Two days later, Rubio said the school carried out the drill. During the 15-minute drill, school stage brought each student in question into the office, where they were arrested by San Diego Police. Rubio said the school made sure to minimize the effects onto the 1,800 students and 100 staff, making the arrests away from classrooms. "I want to be a cop so I think it's smart to not make it a big deal and come in and everything. Just [during] a lockdown drill,” Miranda said. The police department, the school district, nor the District Attorney’s office would specify the exact charges the students face. But Rubio said they allegedly committed multiple violent crimes throughout the county that were, “incredibly severe in nature.”10News asked SDPD a number of questions, including why the students were not arrested at their homes, and why they waited two days before arresting them. Children and the elderly may be good at spreading the coronavirus among their age groups, and young adults may be the primary source of community spread, or “super spreading,” according to a new study.The study, published Wednesday, involved the coronavirus testing results of a large contract tracing effort in two states in India. Researchers had results from more than half a million people from Tamil Nadu and Andhra Pradesh regions traced after more than 80,000 primary, or index, positive cases.They found that only 8 percent of index cases accounted for 60 percent of new infections. And that about 70 percent of infected people did not infect any of their contacts."That's a hugely disproportionate effect. Superspreading has been suspected, but not really documented,” study leader Ramanan Laxminarayan of the Center for Disease Dynamics, Economics and Policy in New Delhi, and also of Princeton University, told CNN.“The greatest proportion of test-positive contacts within most age groups were exposed to index cases ages 20-44 years,” researchers found.While that age group resulted in the highest rate of secondary cases, children under 15 also had high rates of secondary spread among their own age group.During the time period researchers looked at, roughly March through August, schools were closed and there were still high rates of coronavirus recorded among children."While the role of children in transmission has been debated, we identify high prevalence of infection among children who were contacts of cases around their own age," the team wrote in their report, published in the journal Science.The data was collected thanks to rigorous surveillance and contact tracing measures.“Procedures include syndromic surveillance and (COVID-19) testing for all individuals seeking care for severe acute respiratory illness or influenza-like illness at healthcare facilities; delineation of 5km “containment zones” surrounding cases for daily house-to-house surveillance to identify individuals with symptoms; and daily follow-up of all contacts of laboratory-confirmed or suspect COVID-19 cases, with the aim of testing these individuals 5-14 days after their contact with a primary case, irrespective of symptoms, to identify onward transmission,” the study lays out. 2292
