Belgian authorities are investigating the killing of three people in the eastern city of Liege on Tuesday as a terror attack, the country's prosecutor said.The incident occurred at around 10:30 a.m. (4:30 a.m. ET) when an assailant stabbed two policemen from behind before stealing their service weapons and using them on the officers, Liege Prosecutor Philippe Dulieu said at a news conference on Tuesday.After killing the two police officers, the attacker continued walking through the street and opened fire on a parked vehicle, fatally wounding the driver inside, Dulieu added.According to the prosecutor, the suspect then took refuge in a local high school where he held a woman hostage. When police intervened, the man opened fire, injuring several other officers, before he was shot dead.It is not yet clear what the attacker's motive may have been, a spokesperson from the Liege prosecutor's office told CNN earlier. Belgian Prime Minister Charles Michel said he and the government send their thoughts to the victims and their families.The Belgian Royal Palace also tweeted its sympathies following the shooting. "Our thoughts are with the victims of this horrible act. Courage to their loved ones," the tweet read.According to CNN affiliate VTM, Michel and King Philippe of Belgium are on their way to Liege.Belgian Interior Minister Jan Jambon said on Twitter that the country's crisis center had been monitoring the situation. The crisis center said that the students in the school were safe and that none had been injured.Liege resident Didier Deflem filmed a video allegedly showing special intervention police units shooting at the Liege attacker in front of the Waha high school.Deflem told CNN: "Police made us enter the building to protect us. The PAB (Peloton anti-banditisme, a special intervention unit of the city of Liege) intervened. The man wanted to run out and he was shot down. That's all I saw. We're still in shock."Pierre Etienne Dit Pave, who teaches French language classes nearby, told CNN he was first alerted to the attack by a "commotion in the street" and went out to investigate."At one point a policeman told me to go inside. I went back to the classroom and locked the door for a while," he said. "We heard a lot of shots. We didn't see anything because we were locked in the room. We were waiting for police to give us the clearing."Liege is Belgium's third-largest city, after Brussels and Antwerp, according to the national tourist office. Bills are mounting for many Americans and another one being added to the pile for some on unemployment is a bill to pay back the money they were given.“This is a massive financial hardship,” said Michele Evermore with the National Employment Law Project (NELP).Evermore explained the notice to pay back unemployment is most often due to an error somewhere in the application process or when an applicant filed for continued benefits each week."Either the agency made a mistake, or someone clicked the wrong button on a form somewhere and now are being informed that they have been overpaid for months and now have to payback tens of thousands of dollars,” she added.In some cases, when an error was found on one week, the agency disqualified people for the entire time they were unemployed.“That is a lot of money and it is money that people spent on housing and food and they have no way to get it back,” said Evermore.It is unclear on a national level just how many people are getting notices of overpayment. That’s, in part, because states are just starting to look into this and report. However, so far, states like Texas reported it is seeking refunds from 260,000 people, Ohio announced it overpaid at least 160,000 people, and in Virginia, the number of people overpaid is at least 35,000.“We are going to hear a lot more of this happening in a lot more states, and we are going to hear a lot more horror stories if this legislation isn’t passed,” explained Evermore.In its stimulus package, the House of Representatives has included legislation that would waive the unemployment overpayments as long as they aren’t considered fraudulent activity. However, the package is unpopular with the Senate. NELP believes the forgiveness is critical to those on unemployment and our economy.“It was estimated during the last recession that every dollar spent on unemployment insurance generated .61 in local economic activity,” said Evermore. "So, imagine that in reverse, imagine that money getting sucked out of communities as we are still in very rough economic times.”Without federal waivers, that could be a reality. NELP added that people in a situation where they have received a notice of overpayment have two options to consider, if they cannot afford to repay the benefit. In some states, you can file for a waiver, especially if the mistake was made on the part of the states’ unemployment system. BONSALL, Calif. (KGTV) — Friday marks one year since the devastating Lilac Fire tore through northern San Diego County. More than 100 families lost their homes in the fire."Everything seems different,” said Bonsall resident Marci Grihalva. “I don't know what it is, but it's almost surreal.”Staring out at the landscape, Grihalva surveys her neighborhood."I think everyone was just really surprised how fast this fire went. It was just here,” she said.Grihalva lives in the Rancho Monserate community. It’s just west of the Interstate 15 in the Bonsall area. Last year, the Lilac Fire turned her home and most of her neighborhood to ash."If I think about it, what I lost, it's almost too much,” Grihalva told 10News. “I just can't handle it. It's too hard; it's too hard.”The homes in Rancho Monserate were some of the first to go. Grihalva said she and her husband watched the destruction on television. In the end, 114 homes were destroyed, 55 more damaged, and 45 horses died.Following the fire, the County of San Diego issued a fire response report. It breaks down the sequence of events and focuses on response efforts. The report also highlights successes and offers recommendations on how to be better prepared."The county is constantly improving,” said Holly Crawford, director of the county's Office of Emergency Services. “What we do here in my office is we don't just learn lessons from our own disasters, we look at disasters that happened elsewhere.”Team 10 asked Crawford about each of the recommendations listed in the report and whether or not the county is moving forward with them.
