SAN DIEGO (KGTV) - San Diego city leaders are set to discuss an audit of the city's gang registry and a new plan to curb gang progress. It's not necessarily that there are now fewer gang members, but how they are counted that is facing scrutiny. One former member of the city's commission on gang violence said these measures are not enough.Bishop Cornelius Bowser was on San Diego's Commission on Gang Prevention and Intervention, but left earlier this year, claiming it was ineffective. The commission lacks vision," Bowser said. "They're basically finding organizations that are already out there, and tagging along with them." 641

SAN DIEGO (KGTV) - San Diego Police announced Tuesday the arrest of a man suspected of sexually assaulting an elderly woman in a nursing home in Hillcrest. Detectives took Lusean Arline, 48, into custody Monday for the crime which occurred Oct. 27. Police did not release the name of the nursing home, but administrators with Balboa Nursing and Rehabilitation Center confirmed with 10News the attack happened in their facility.Police said the 88-year-old victim was inside the nursing home when Arline illegally entered the facility. He sexually assaulted the woman, who was in her bed, officers said. RELATED: Police arrest man suspected of biting Hillcrest restaurant workerThe victim and other patients in the room began screaming. “When staff members responded, Arline ran away,” police wrote in a news release. San Diego Police Sex Crimes Unit investigators collected evidence at the scene, including male DNA which was processed by the Crime Lab and loaded into the Combined DNA Index System (CODIS). RELATED: Hillcrest restaurant reopens after one week after shootingInvestigators identified Arline as the suspect and, with the help of the California Department of Corrections and Rehabilitation, Arline was arrested. Arline is currently being held on a parole violation. He will face multiple felony counts that include burglary, felony sexual assault, and elder abuse charges, according to police.Administrators with the nursing home sent 10News the following statementWe are grateful authorities have apprehended a suspect who entered our community illegally and assaulted one of our residents. Our thoughts remain with the resident and the resident’s family, and we will continue to cooperate fully with officials as they investigate and seek justice for this individual. We will continue to stay in close contact with the resident and the resident’s family and provide support and help in any way. We are committed to doing whatever necessary to help ensure the safety of residents, families, staff and visitors to our community at all times. Out of respect for the resident and the resident’s family, as well as the authorities’ investigative process, additional comment at this time would be inappropriate. 2229

SAN DIEGO (KGTV) – San Diego County Supervisor Nathan Fletcher and other local health and community leaders urged San Diegans to put their focus on the fight against the coronavirus instead of the restrictions placed on businesses due to the pandemic.During a Monday morning press conference, Fletcher specifically called out fellow Supervisors Jim Desmond and Kristin Gaspar, who have been pushing for reopenings.“In particular Supervisors Jim Desmond and Kristen Gaspar are inciting a fight between government and small business. They’re exploiting the pain and suffering that small businesses are going through as a result of a global pandemic as a wedge for political gain. It is reckless and irresponsible leadership,” Fletcher said.Fletcher’s comments come as San Diego County inches towards the possibility of moving from the red tier into California’s most restrictive purple tier.In response to Fletcher’s remarks, Gaspar issued this statement:“This morning Supervisor Fletcher held a hellfire and brimstone press conference in which he ironically and incorrectly blamed me for playing politics with COVID. Let me set the record straight: I have never supported any approach to re-opening that was not specifically supported by our Public Health Officer and clinical leadership team. Supervisor Fletcher knows this but prefers to continue spreading this false narrative because he is actively running a campaign against me. I measured the distance between our office doors, and it is 7 feet, so he and I can actually have a socially distanced conversation anytime he isn’t holding a press conference. I will continue to do my job protecting public health and working with small businesses and leave the politics to Supervisor Fletcher.”Desmond did not immediately respond to Fletcher’s comments. On Monday afternoon, numerous local business owners will rally in front of the County Administration Building and call on county leaders to take local control of San Diego County’s reopening plan. 2008

SAN DIEGO (KGTV) – San Diego authorities are investigating a string of robberies involving thieves wielding hammers.San Diego police and sheriff’s department officials confirmed four incidents are being investigated, and they are trying to determine if the robberies are connected. At around 9:30 p.m. Tuesday, police were called to a Circle K store on Tierrasanta Boulevard due to a robbery carried out by multiple males armed with hammers. It is unknown what the thieves took in the robbery.About an hour later, a man told police that several men with hammers confronted him at a convenience store near Black Mountain Road and ransacked his car before fleeing.Several minutes later, police responded to a 911 call from a driver who reported being flagged down on Maya Linda Road by a man who said he was robbed by a group of people with hammers.A fourth robbery involving a group armed with hammers was reported at a 7-Eleven in Mira Mesa, authorities said.No injuries were reported in any of the incidents, ABC 10News learned.Authorities do not have detailed descriptions of the assailants. 1100
