(KGTV) — An Escondido restaurant was closed by the county this week after its owner allegedly refused to comply with health orders.County officials issued a notice to Hernandez Hideaway to close until it is able to adhere to coronavirus-related health orders for social distancing and sanitation standards.The order states that shortly after the county authorized restaurants to reopen on May 21, the county's Department of Environmental Health conducted an inspection on May 29 and found social distancing and sanitation protocols were not in place, and employees were not wearing facial coverings.On June 12, 21, and 23, San Diego Sheriff's deputies visited the restaurant and asked for voluntary compliance.Owner Rick Stevens declined to comment to ABC 10News."Mr. Stevens admitted that he was not compliant and state he will continue to operate without these COVID preventative measures and will not require staff to wear face coverings," the ordered stated, referencing a June 23 visit by county officials.In order to reopen, the restaurant will have to prepare a revised reopening plan and submit it to the county for approval.This is the county's second restaurant forced to close in violation of health orders. Federal agents arrested two Mexican nationals and a Cleveland man after more than 140 pounds of methamphetamine was seized in Boston Heights — believed to be the largest seizure of meth in Ohio's history.Tyrone Rogers, 36, of Cleveland, Hector Manuel Ramos-Nevarez, 26, and Gilbert Treviso-Garcia, 24, both of Mexico, have been charged with conspiracy to possess with the intent to distribute methamphetamine.Investigators seized 82 pounds of crystal meth and 60 pounds of liquid meth from a warehouse near the in Boston Heights, a city with a population of 1,300, located in suburban Cleveland."It's incredibly dangerous," said U.S. Attorney Justin Herdman. "Narcotics themselves are dangerous, but also keep in mind, those narcotics were there to be processed.Rogers picked up Nevarez and Treviso at La Quinta Inn in Macedonia, Ohio last month, according to authorities.According to the Department of Justice, Rogers drove the two men several times between a house in Aurora and a nearby warehouse.The warehouse where the drugs were seized appeared to be used as a processing facility to produce, package and distribute the drugs, according to the authorities.Investigators listened to several phone conversations about who had "broken into" the location. On the surface, it’s hard to tell the residents inside are just starting their recovery from a low point in their lives.“I don’t know how I would have made it this far,” said Dough Yorba about his chance encounter with Interfaith.He lost his job around Christmas last year and soon after wound up in the hospital for extreme back pain. That’s when he got another diagnosis: cancer.“Oh, I freaked out. Both my parents died from cancer,” he said.Without any income, it got worse when he lost his apartment and transportation.“I literally had no place to go.”But as he was about to start chemotherapy, a social worker at the hospital mentioned the recuperative care facility in Escondido and he jumped at the opportunity.“Every aspect of life is covered here. Your meals are wonderful. The staff goes out of the way to help you with so many things,” he described.As helpful as the facility is, it only has 32 beds.“We project there is a need for another 50-100 beds,” said Greg Anglea, CEO of Interfaith Community Services. “Maybe even more than that.”California hospitals have seen an increase in homeless patients. According to Kaiser Health News, hospitals across the state discharged 28% more homeless patients in 2017 than they did in 2015.In January of this year, California implemented a new law aiming to reduce the practice of “homeless dumping.” It requires hospitals to provide homeless patients vaccinations, a meal and clothing before discharging them. ENSENADA, Mexico (KGTV) — A San Diego dirt bike racer is recovering tonight in Mexico after a bizarre mid-race crash with a mystery SUV.On Saturday morning, about 60 miles southeast of Ensenada, 29-year-old Josear Carrasco was racing a course he knew well. On this day, he would not finish."Just devastated. It's really hard. He's my everything, so it's hard to see him like this," said his wife, Kylie.Kylie was in a truck along the course when she got the news. Josear was in second place, nearly done with his 100-mile stretch and about to turn his bike over to a teammate. That's when he says he collided with an SUV that had driven onto the course, headed toward him. "He tried to veer off to the right ... the car veered off in same direction. Then, a head-on collision. He doesn't remember anything after that," said Kylie.Josear was discovered by spectators and a teammate, with car parts scattered nearby."Something exploded. When they found him, his gear was just melted off," said Kylie.Josear suffered second-degree burns up and down the left side of his body and broken bones in his arms, legs, shoulder and shin. He also suffered a ruptured intestine, but he was alive."Once I saw him breathing, my heart dropped ... because that's all that matters," said Kylie.Josear has already undergone several surgeries at a hospital in Ensenada. His family trying to raise money for a medical transport back to San Diego, while Mexican authorities hunt for the hit-and-run driver.
