SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) -- A man was arrested after police say he stabbed his friend, then returned to watching a UFC fight.The stabbing happened on the 3000 block of Midway Drive around 9:15 p.m. Saturday. Police say the two friends took a Lyft from downtown to the Midway District when they got into a fight.After leaving the car, the pair’s argument became even more heated before the suspect, Paul McNett, 43, wrapped his arm around the victim’s neck and stabbed him in the front of his neck.RELATED: Man shot during road rage incident in Del CerroAfter the stabbing, McNett stayed at the restaurant to watch the UFC fight.The 55-year-old victim was taken to the hospital with non-life threatening injuries. SAN DIEGO (KGTV) - A lawsuit was filed on Monday in San Diego County Superior Court against the County of San Diego, Registrar of Voters and other entities related to the ongoing battle over the future of the Julian volunteer fire department. Attorney and mayoral candidate Cory Briggs filed the suit and told 10News that the claim is that a group of former volunteer fire department board members made the decision to dissolve the department in secret meetings, and the County allegedly let it happen. For the past two years, locals have been in a contentious battle over the future of San Diego County's last all-volunteer fire department. Many residents believe the County should take over the department because it has more resources and money.Opponents don't trust the County and think that the department's volunteers can do a better job on their own. This morning, an independent regulatory agency conducted a final vote in favor of dissolving the department. A hearing on this new lawsuit is scheduled for Wednesday morning. 1041

SAN DIEGO (KGTV) - A North Park family is appealing for tips after a former high school football star - and recent college graduate - was injured in a drive-by shooting."They thought it was fireworks at first," said Dawn Kinder.Sisters Denisha Montgomery and Dawn Kinder say two Fridays ago, their brother Devante Kinder, 24, and three friends had spent a day at the beach and were driving up to his driveway near Meade Ave. around 9:40 p.m. Devante was at the wheel of the used Mercedes SUV he had saved up to purchase, when neighbors heard about nine shots ring out, and a car drive away. Devante was shot twice in the face."The only thing he could think of was to save his life, and he drove himself to the hospital," said Montgomery.Soon after, his sisters got the news."Unreal and didn't believe it at first actually. There is no way he could be injured in this way," said Montgomery.One of the bullet entered Devante's neck, shattered his cheekbone and lodged in his sinus cavity. The other one grazed his cheekbone."He's devastated ... asking himself why it was him," said Montgomery.His sisters say Devante does not have any enemies. Devante, a football standout at Mission Bay High School, went on to graduate from San Jose State six months ago. He returned home and recently got hired for engineering position in March."Starting his career, saving money. All he could talk about was buying his own condo," said Montgomery.Those plans have been put on pause by the drive-by shooting. Amid a national dialogue on racial injustice, Devante's sisters say they know many families impacted by violence."It's something that shouldn't be happening. We don't like to think it was the color of his skin. We don't want to," said Montgomery."But the thought is there as well," said Kinder.Devante remains on a feeding tube and faces a long road to recovery. SAN DIEGO (KGTV) - A pair of protests collided in front of State Sen. Toni Atkins' downtown San Diego office Friday morning, and joined forces to call for help.Members from the Alliance of Californians for Community Empowerment gathered to tell Atkins to support Assembly Bill 1436, which would extend the eviction moratorium until April 1, 2021. They say it's the only way to protect people who haven't been able to pay rent because of the coronavirus pandemic.Meanwhile, a car rally organized by UDW/AFSCME Local 3930 demanded a new tax on California billionaires to help pay for child care and shore up holes in the state's education budget.The groups were unaware of each other's planned protests until they both showed up at Atkins' office at the same time. But they say their combined voices should help get her attention."This tax would help those families who need quality childcare, affordable childcare, so we are supporting the children," said Miren Algorri, a child care provider who supports the tax. "This is not about the rich, this is about the children, the future, not only of this community, but of California, the nation.""We need protection," said Patricia Mendoza, a mother of two who faces eviction if the current moratorium runs out. "Where are we going to go? What's going to happen to me, what's going to happen to my future? I don't want to have to tell my kids we're going to be homeless. And I don't think any mother, or any parent would like to tell their kids we're going to be homeless."Atkins has already written a bill that would allow landlords and tenants to work out a payment plan for back rent, to be paid between 2024 and 2034.
