SAN DIEGO (KGTV) -- Police Tuesday released video of a deadly officer-involved shooting in El Cerrito. The body camera footage is being released within 45 days of the incident as part of Assembly Bill 748. The video shows the moment 52-year-old Dennis Carolino was shot by an officer. According to police, Carolino’s aunt called police the night of August 24 to report that he hit her in the head with a brick. The 70-year-old woman told police Carolino had psychiatric issues. RELATED: Man dies following officer-involved shooting in El CerritoPolice requested the assistance of the Psychiatric Emergency Response Team (PERT) and responded to the home in the 5800 block of Adelaide Avenue, where officers encountered Carolino in the backyard.“As the officers entered the backyard area to determine the location of the man, he quickly emerged from an outbuilding, holding a shovel. The officers gave the man verbal commands to drop the shovel. One of the officers drew his Taser at that point. The man did not cooperate with the officers’ commands and began to rapidly advance on the officers as he swung the shovel. One officer fired the Taser, which did not have any effect on him. The man continued to advance, prompting the other officer to fire his service weapon,” San Diego Police said in a statement.San Diego Police say three seconds passed from the time Carolino left the outbuilding to the time he was shot. Officers provided aid to Carolino until paramedics arrived, but he died shortly after. Officer Jose Mendez, a 16-year veteran of the department, fired his Taser, SDPD said. The officer who fired his service weapon was identified as Officer Brad Keyes, a four-year veteran of the department. 1717

SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution. SAN DIEGO (KGTV) – Police are searching for a suspect who fled the scene of a deadly shooting near the Linda Vista Recreation Center on Sunday.San Diego Police say that officers were called to the area near 7000 Levant Street in Linda Vista just after 11 a.m. over reports of gunfire in the area. When officers arrived, they found one man who had been shot in the upper body. Officer provided first aid to the man until San Diego Fire-Rescue personnel arrived. The man was taken to a nearby hospital, where he was pronounced dead. The victim has been identified but his identity was not released. He is described as a 27-year-old Hispanic man from San Diego.While officers were at the hospital, a second man arrived with an apparent gunshot wound, police said. He said that he had also been injured outside of the same recreation center. The second victim has also been identified but his name was not released. He is described as a 30-year-old man from San Diego.Police said witnesses reported seeing a man, possibly Hispanic, wearing a mask and shorts, running from the scene. He was seen getting into a small, white four-door vehicle that was last seen driving southbound on Linda Vista Road.Officers said the two victims appeared to have been near the handball courts at the recreation center when they were injured. The four-night convention begins with a roll call on Monday evening from delegates who take turns stating their pick for the nominee. California Republican National Committeewoman and Delegate to Republican National Convention Harmeet Dhillon said they are expecting a unanimous vote for President Trump and VP Mike Pence.Then, top republicans and citizens will speak through the next few nights. President Trump is expected to speak Thursday evening, but the schedule also shows he will be in the program to some capacity every evening.This would typically be a time when hundreds from California attend, but with coronavirus restrictions, that’s not possible this year. Dhillon said California would typically have 170 delegates, an equal number of alternates and guests, but that number has dwindled to just 6 for 2020. She said everyone in Charlotte has taken multiple coronavirus tests and said she feels safe with the health guidelines being practiced.Dhillon also said that she encouraged people who would not be flying to the RNC to donate the money saved from staying home. SAN DIEGO (KGTV) - One man is dead after a car hopped onto a sidewalk and ran over him.A vehicle traveling southbound near 3950 Normal St. in Hillcrest veered off the road and onto the sidewalk at about 11 p.m. Friday. In the process, the vehicle ran over a man sleeping on the sidewalk, killing him.Police said the vehicle continued through some bushes and into a parking lot, where it collided with a parked car. The vehicle fled the area traveling eastbound on University Ave.The vehicle was described as a silver Honda Accord.
