WINDHOEK, March 25 (Xinhua) -- China's top political advisor Jia Qinglin on Thursday arrived in Windhoek to kick off his official visit to the southwestern African nation of Namibia.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, the country's top advisory body, was making the visit at the invitation of the National Council of Namibia.Namibia was the second leg of Jia's 10-day African tour which already took him to Cameroon. BEIJING, June 6 (Xinhua) -- In light of the recent school attacks, China has tightened security for the college entrance examination which begins on Monday."All the relevant departments and local governments are fully prepared to respond to emergencies during the exam," said Liu Junyi, vice-director of the exam center under the Ministry of Education, on Sunday.In Beijing, police, security guards and volunteers will work together to guard the exam venues.In Henan and Anhui provinces, emergency-responses have been prepared in case of disorder due to bad weather, serious cheating behavior, food poisoning, or traffic accidents.China's national college entrance examination will be held on Monday, with more than 9.57 million examinees competing for 6.57 million places at nationwide universities and colleges.Because of the recent slew of attacks against students, boarding school teachers in south China' s Guangxi Zhuang Autonomous Region are required to walk students from their schools to the exam venues."The college entrance exam is a matter of great importance that demands joint efforts of relevant departments," Liu said.In Chongqing municipality, public security departments have inspected students' living areas around exam venues to ensure their safety.In Hubei province, relevant departments have completed a rehearsal using exam paper B in case that students are found cheating using exam paper A.In Jilin, an anti-cheating campaign has seized over 4,000 cheating device sets."We have organized a dozen expert teams, who are ready to handle nationwide emergencies and incidents," Liu said.In quake-hit Yushu of Qinghai Province, experts from the Ministry of Education have arrived to help hold the exam.A total of 9.57 million people have registered to sit for the exam this year. BEIJING, April 27 (Xinhua) -- Suspected criminals found innocent or those whose cases prosecutors drop after excessive long periods of detention should be compensated by the state, according to a law amendment discussed by lawmakers Monday.The draft amendments to the State Compensation Law were submitted for their fourth reading to a four-day session of the National People's Congress (NPC) Standing Committee, or the top legislature.According to the Criminal Procedure Law, police can detain those committing crimes or suspected of crimes. The first plenary of the 14th session of the Standing Committee of the 11th National People's Congress (NPC), is held in Beijing, capital of China, on April 26, 2010.The Criminal Procedure Law says police should limit detention to three days and bring cases to prosecutors within those three days.The period could be prolonged by one to four days "in special cases," and to a maximum of 30 days for extremely serious crimes.Members of the NPC Standing Committee say the draft amendments should explicitly stipulate that those who have been detained illegally are entitled to compensation. Those who have been detained beyond the legally permitted period should be entitled to state compensation, the members said.Hong Hu, vice chairman of the NPC Law Committee, briefed lawmakers on the draft amendments.According to the NPC, the amendments aim to better defend people's rights from being violated by the State.It is hoped the amendments will enhance protection of detainees' rights.The current law took effect in 1995.State laws or amendments usually go through at least three readings before being adopted by China's top legislature.Top legislator Wu Bangguo presided over the session which opened Monday.
