BEIJING, Sept. 20 (Xinhua) -- China's major state-owned enterprises (SOEs) under the supervision of the central government reported a 30-percent fall in net profit last year, the country's state assets supervisor said over the weekend.     A total of 141 SOEs under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council reported a net profit of 696.18 billion yuan (101.96 billion U.S. dollars) last year, down 30.8 percent from a year ago, the commission said in an online statement.     Yet, total assets of the 141 SOEs rose for the fifth consecutive year since 2004. Assets of the 141 state firms were worth 5.56 trillion yuan at the end of 2008, up 8.6 percent from the previous year.     Net profit of centrally administered SOEs had been rising for four years in a row from 2004 to 2007, but it fell last year as the global financial crisis struck.     The commission said 83 out of the total 141 were able to report a year-on-year growth in net profit last year.     These 141 SOEs also turned in taxes worth 1.04 trillion yuan last year, up 18.6 percent from a year ago.     The total assets of centrally administered SOEs were augmented by 2.6 trillion yuan in the past five years, or at an annualized average of 13.7 percent from 2004 to 2008.

UNITED NATIONS, Sept. 23 (Xinhua) -- Chinese President Hu Jintao on Wednesday pledged to further assist the development of other developing countries when addressing the UN General Assembly during its the general debate.     "As a responsible and major developing country, China has always made common development an important aspect of its foreign policy," Hu said in his speech.     "We have made great efforts to provide support and assistance to other developing countries, and fulfilled our commitment under the UN Millennium Declaration," he said.     To further assist other developing countries, the Chinese president said, China will increase support for those hit hard by the global financial crisis, earnestly implement relevant capital increase and financing plans, intensify trade and investment cooperation and help raise their capacity for risk-resistance and sustainable development.     "China will continue to implement the measures announced at the UN High-level Event on Millennium Development Goals (MDGs) to assist other developing countries in speeding up development and facilitate the attainment of the MDGs," he added. HAIKOU, Aug. 10 (Xinhua) -- The bodies of two people were retrieved in south China's island province of Hainan on Monday, bringing the death toll from the tropical storm Goni to five, local officials said.     The fourth was a fisherman who was killed when the fishing boat "Qiongdanzhou 00301" was wrecked at the Yangpu Port, while the fifth one, a fisherwoman, died after "Qiongdanzhou 52153" sank near Danzhou City, officials said.     Another two fishermen on "Qiongdanzhou 00301" and "Qiongdanzhou 00878", as well as four crew members on a Cambodian vessel are still missing, said an official with the Hainan marine search and rescue center.     The difficulty of rescue has increased as the provincial meteorologic center warned of continuous thunderstorms in northwestern Hainan in the following 24 hours, he said.     More than 1.6 million people in Hainan Province were affected by Goni, which forced local authorities to relocate 92,000, officials said.     It toppled more than 575 houses and damaged 2,311, as well as inundated 68,000 hectares of cropland, he said.     Goni landed in Hainan Wednesday and left China at 5 p.m. Sunday.

BEIJING, Sept. 9 (Xinhua)-- China and the European Union (EU) should properly cope with trade frictions, and push forward economic and trade cooperation, Chinese Vice Premier Wang Qishan said here Wednesday.     Wang was meeting with EU Trade Commissioner Catherine Ashton, who is on her first visit to China.     "China and the EU should appropriately handle trade frictions, and fight resolutely against trade protectionism," he said.     Since late July, the EU has launched a series of anti-dumping actions against Chinese products, covering steel wire rod, seamless steel tubes, sodium gluconate, steel cables and aluminum road wheels.     "Some of China's major trading partners have shown signs of protectionism during the global financial crisis, and there has been rising trade protectionism inside the EU," said Sun Yongfu, who is department chief in charge of European affairs of Chinese Commerce Ministry.     Vice premier Wang said the two sides' top priorities at the present time should be making efforts to continuously further coordination and cooperation, jointly tiding over the global financial crisis, and facilitating the recovery of regional and international economy. Bilateral trade volume reached 425.6 billion U.S. dollars in 2008.     During her visit, Ashton was scheduled to meet with Chinese Commerce Minister Chen Deming and Foreign Minister Yang Jiechi, and attend the 13th China International Fair for Investment and Trade in Xiamen city of southeast Fujian Province.

BEIJING, Aug. 21 (Xinhua) -- China on Friday published a regulation to enforce environmental evaluation on new projects from October, in an effort to prevent pollution or ecological destruction from the beginning.     According to the regulation, approved on Aug. 12 by the State Council, the Cabinet, environmental evaluations are required before the planning of development projects being approved.     Under the regulation, environmental evaluation of city-level projects will be conducted by local environmental authorities while provincial projects must be evaluated by environmental authorities under the State Council.     The regulation covers all development activities, from land use and the development of rivers or oceans, to development projects related to industrial, agricultural, husbandry, and forestry sectors as well as energy, water conservation, transportation, urban construction, tourism, and exploration of natural resources.
