SAN DIEGO (KGTV) — San Diego's shifting real-estate market could mean new opportunities for entry-level home buyers.A new study from realestate.com says the rate of appreciation for homes at the lower third of the price range are appreciating at 2.2 percent annually. That's a large drop off from the 10.4 percent price growth those homes saw from 2017 to 2018. “Those homes, priced in the bottom third of the market, have been appreciating the fastest and have seen the least inventory in recent years and price cuts are becoming more common as the balance between buyers and sellers is trending toward evening out," said Skylar Olsen, director of economic research for Zillow Group, which owns realestate.com "That’s not a huge surprise, as annual home-value appreciation has been well above historic norms for some time, and was due to slow back toward normal.”The typical entry level home in San Diego County is now worth 4,500. That's still a hefty price for San Diego renters who are paying an average of about ,000 a month and struggling to save for a down payment. Still, down payment assistance programs are available through the County and San Diego Housing Commission. Additionally, potential buyers can qualify for an F.H.A. loan with as little as 3.5 percent down. And Veterans can buy homes with nothing down through a V.A. loan. Carlos Espinoza and his wife Esther are buying a two-bedroom condo in Rancho Penasquitos for 9,000, the full asking price. They put 12 percent down, which they accumulated by increasing contributions to Carlos's 401(K), then borrowing from that fund. "Save as much as you can, even though sometimes you may feel like it's not enough," Carlos said. "The American Dream is alive again."Rich Kushner, a realtor with Burke Real Estate Consultants, said the most important thing an entry level buyer can do is get pre-approved for a loan. That will cause a seller to take an offer more seriously."Everything's negotiable when you write a contract, but you're going to have a stronger offer if you have a pre-approval letter," Kushner said. Realestate.com says inventory of entry level homes is up 21 percent annually in San Diego. Still, challenges remain. Both Zillow and Bankrate listed San Diego as one of the nation's most challenging housing markets for first-time buyers. 2333

SAN DIEGO (KGTV) -- Some San Diego homeowners are making a little extra money and helping with the housing crisis by converting their home detached garages into so-called "granny flats."10News visited the 95-year-old North Park home of Mike Walsh, who is in the process of remodeling his garage. "It was a huge garage and we had a bunch of space in it, so we thought we'd try to convert it into something a little more useful," Walsh said.Walsh hired contractor Murray Lampert to come up with a design that would keep half the space as a two-car garage, while turning the rest into a 230-square-foot apartment. It includes a bathroom with shower, as well as a kitchenette.Murray Lampert CEO Gregg Cantor said many San Diego County cities are making it much easier to convert homes into granny flats, officially known as "accessory dwelling units" or ADU's. The City of San Diego has eliminated some fees to encourage homeowners, while also eliminating some regulations that used to block ADU creation.A city spokesperson told 10News there has already been a significant uptick in ADU applications in 2019. He estimates about 20% of those are garage conversions."They're not always directly for rental," Cantor said. "But I think the upside of it all is creating more rental space in San Diego County because there's a shortage and housing is very expensive."Cantor warns that is important to follow all building codes and to get the proper permits before starting the project, rather than hire a contractor willing to do the work under the table. "There is a process to do it to code that does cost a little more than just hiring a Chuck in a truck to build it and not get permits, but the payoff is way better," Cantor added. 1734

SAN DIEGO (KGTV) - Starbucks customers are noticing a difference since employees were notified Friday of a revised customer policy, acknowledging "any person who enters our spaces, including patios, cafes and restrooms, regardless of whether they make a purchase, is considered a customer."This comes a month after two men were arrested in a?Philadelphia store, sparking national outrage."They're trying to make sure they fix the problem and everything and keep everything straight because they're not trying to be racist, I think," Customer Maurice Howard said.Every customer who spoke with 10News Sunday said they were happy to hear about the revised policy, hoping what happened in Philadelphia will never recur.Customer Francisco Ruiz said the coffee shops provide a service for the community, a notion echoed by the company's vision to create a "third place between work and home."It's no secret students see Starbucks as a study sanctuary. Others, like Yvonne Pardo, conduct business at some of the chains out of convenience."I'm a hiring manager for a local business and I do my interviews at Starbucks," Pardo said.When she learned of the arrest in Philadelphia, she still came in to conduct interviews, but didn't buy anything to see what would happen."Obviously I was impressed at the fact that I wasn't asked to leave, and I was there for four hours one time... Knowing that they changed their policy, I'll probably be more likely to be a patron again," she said.The new policy, meant to be more inclusive, could be abused."I was at Starbucks yesterday and there was a loiterer and I thought about that and I was like, now they probably can't ask this person to leave, and he was sleeping," Pardo said the person was homeless."You got a lot of people who want to kick it and chill and stuff like that so it'll probably be overcrowded, a little bit bad for business," Howard said.The new policy does address disruptive behavior instructing employees to call 9-1-1 and follow procedures to bar a customer from the chain if necessary.The complete revised Starbucks policy is online. 2168

  

SAN DIEGO (KGTV) -- Students and staff at Morse High School may have been exposed to tuberculosis, according to the San Diego County Health and Human Services Agency. According to the agency, the periods of exposure were from June 17 to July 26 during summer school, then again from August 26 to September 10. Health officials and the San Diego Unified School District are working to notify those who may have been exposed. Testing will be provided on September 24 from 8 a.m. to 2:30 p.m. at Morse High School for students identified as potentially exposed. The district is providing testing to staff who may have been exposed. Tuberculosis is transmitted from person to person through indoor air during prolonged contact with someone who is infected. “It is important that we identify those who have had prolonged close contact in an enclosed space with the TB case and test them since the initial infection usually has no symptoms,” said Wilma Wooten, M.D., M.P.H., County public health officer. “Early diagnosis and prompt treatment can prevent the infectious form of the disease.”Symptoms of TB include persistent cough, fever, night sweats and unexplained weight loss. SAN DIEGO (KGTV) - San Diego student Emily Benkes says her mother has lived in their Carmel Mountain home for 32 years, never once feeling unsafe in the neighborhood.Tuesday, Benkes came home to a ransacked house. “We had our laptops out, I had some money on my desk, Xbox was gone, my Apple TV,” said Benkes. Benkes believes the person hopped their backyard fence, coming in from a nearby trail. Food was missing from the fridge, including a package of salami which they later found on the trail. The suspect entered the home by throwing a rock through the back window and climbing in. “I felt really violated, I couldn’t even go in my room just because I kept thinking that there was somebody in here going through my stuff,” Benkes.She posted what happened on Nextdoor, and now neighbors are trying to help; one neighbor believes their surveillance video captured someone hopping the fence. “I hope we catch this person and nobody else has this happen to them,” said Benkes. The family estimates several thousand dollars worth of goods were stolen; they have filed a report with the San Diego Police Department. 1122
