SAN DIEGO (KGTV) -- The county of San Diego is hoping to help curb the spread of COVID-19 among Latinos in the county with a new campaign announced on Tuesday.County numbers show Latinos are disproportionately affected by COVID-19. Out of the 24,000 confirmed cases in the county, 60% are Latino, but Latinos only make up 34% of the county's population.Out of the 487 coronavirus deaths in the county, 45% of those were Latinos, 38% were White and 12% were Asian.The new outreach campaign will consist of signage in Spanish, with reminders to wear facial coverings and maintain social distance. The county says they are also reaching out on TV, radio and online with resources for the Latino community.Although there is no exact reason for why Latinos are disproportionately affected by this pandemic, county leaders say reasons could include the fact that many Latinos are essential workers, live in multi-generational families and some have underlying health conditions.The county says it's goal is to make sure Latinos have the information they need to protect themselves and their families, encouraging them to get tested and participate if they are called by a contact tracer.To slow the spread of the virus, the county has expanded testing throughout the region, especially in the South Bay. Currently, more than 50% of all testing is being done in this region.The county opened its newest COVID-19 testing site in Imperial Beach last week. This new location brings the total number to six testing sites in South County. Additional testing sites are located in San Ysidro, two in Chula Vista and two in National City."We've not only expanded our testing, but we've also increased our contact tracing in the region," said Barbara Jimenez, director for the Central and South regions of the County Health and Human Services Agency.Jimenez has been spearheading the county's outreach efforts in South Bay communities and has been working with city mayors and other partners to get prevention, testing and tracing messages to area residents."We all need to follow the health prevention messages we've been promoting on preventing the spread of COVID-19. Let's take care of ourselves, our families and our community," Jimenez said.The county has also increased its contact tracing capabilities and now has more than 500 disease investigators and contact tracers who are calling people who tested positive for COVID-19 and their close contacts so that they place themselves in isolation or self-quarantine. Nearly 100 more case investigators will come on board this week and the county will be hiring another 200 from the more than 2,300 job applications it recently received.In collaboration with San Diego State University, the county is deploying about 100 specially trained community health workers and public health students as tracers. SAN DIEGO (KGTV) -- The ACLU is threatening to sue ICE over a policy that forbids detention center volunteers from speaking with the press.Souls Offering Loving and Compassionate Ears, also known as SOLACE, is not allowed to help at the Otay Mesa Detention Center until they sign a form promising not to speak with the media.In August, ICE discovered SOLACE wasn’t in compliance with their protocol before asking the group to resubmit the paperwork for their volunteers.ICE says the code of ethics is in place for the safety of the detainees. “These are often folks who don't have any family or friends in the United States so even if they could write or call they don't have anyone to connect with,” said Angela Fujii, a social justice coordinator with the First Unitarian Universalist.SOLACE volunteers are ready to help, but they want to make sure they can share with others about the place where things are kept pretty tight.SOLACE was also briefly barred from visiting during the Obama Administration but the compromise was met.Other groups are providing detainees with services, but SOLACE was the only one allowed to regularly visit. 1148

SAN DIEGO (KGTV) -- The Chicano Federation of San Diego County distributed hundreds of COVID-19 prevention kits in Barrio Logan to help prevent the spread of the disease in one of the county's hardest hit communities.The Chicano Federation partnered up with several local business to help provide over 500 kits to residents. Kits include children and adult face masks, disinfectant wipes, hand sanitizer, and thermometers.According to our ABC 10News heat map, Barrio Logan's zip codes have reported some of the highest number of coronavirus cases in San Diego County. Data from local health officials shows Latinos and Hispanics make up over 60 percent of the number of positive cases in San Diego County."We think it's important to send the message that it's really important to stay alert, stay aware, to still follow the county and state messaging around COVID-19 including wearing masks and physical distancing," said Nancy Maldonado, President and CEO of The Chicano Federation of San Diego County. 1012

SAN DIEGO (KGTV) -- The newest cheetah cub at the San Diego Zoo has begun a training program to become one of the zoo's animal ambassadors.10News was taken inside the cheetah habitat Wednesday for a behind-the-scenes look at the process, focusing on a five-month-old cub, Roketi."She actually came from a litter of six at a zoo in Texas," said Nicki Boyd, the zoo's Behavior Husbandry Manager. "Unfortunately, she was the runt and not thriving. She had five brothers who were stealing all the milk."Because Roketi could have died by staying with her mother and siblings, she was removed and reared by humans, then sent to the San Diego Zoo.Because of her comfort level with people, Roketi was chosen to train as an animal ambassador. That means she'll be part of the "Animals in Action" program, which gives visitors a closer view and more interactive experience with zoo animals.Many visitors are surprised to see dogs in the habitat with cheetahs, but experts say the dogs help young cheetahs adjust, play, and learn how to interact with humans.The training can take months. "We don't just throw them in together," explained Charmaine Davis, who heads the program. "It's a process. It's all this passive training, day by day."Davis says they use dogs of several different breeds. More important is to find dogs which are the appropriate size to play with a cheetah, not too big or too small.Davis says the zoo is proud to use rescue dogs. "We try, best we can, to find them in the local shelters, giving them a forever home here at the San Diego Zoo with a beautiful, spotted cheetah." 1595

SAN DIEGO (KGTV) — The National Parks Service will survey San Diego's Chicano Park and its murals as part of efforts to add the land to the national list.The reconnaissance survey is expected to be completed next year and will evaluate the significance of the park and its artwork.The NPS announcement comes after Rep. Juan Vargas introduced a bill in 2019, The Chicano Park Preservation Act, that would require the Department of Interior to conduct a study of the park's merits for national affiliation.RELATED: Bill pushes to add San Diego's Chicano Park to National Park SystemVargas said in a release Wednesday that the NPS is willing to conduct the study without passing a bill requiring the department to do so."I’m very pleased to learn that the National Park Service will begin their preliminary assessment of Chicano Park early next year. The National Park Service affiliation will help protect the park’s longevity and legacy," said Vargas.Being affiliated with the NPS would allow the park to be eligible for technical or financial aid.
