CHULA VISTA, Calif. (KGTV) -- The Sweetwater Union High School District announced Thursday that it plans to reopen August 3.According to the district, only distance or virtual learning will be available on August 3. No on campus instruction will be available.On August 28, the district will transition to "Phase 1" where 10 percent of students will be allowed on campus at any given time.As public health orders permit, the campus will move into phase two, where 20 percent of students will be allowed on campus. Phase three will see 50 percent or more of students on campus plus "some activities." No timeline was given for phase two and three.According to the district, families who opt out will have the option to fully enroll in virtual instruction beginning August 28. 781

CINCINNATI – Charles Adams went on a rampage before he died in police custody Wednesday, acting wildly and damaging residents’ property at a Westwood apartment complex, according to a resident and 911 callers."It was bizarre, so bizarre," India Lavender told Scripps station WCPO in Cincinnati.Lavender said the 36-year-old Adams jumped on her car and then jumped into her neighbor’s window."(Somebody) came and knocked on my door and told me there was a man standing on top of my car," Lavender said.  “I came out. He yelled at me and told me to call the police, somebody was chasing him,  and he literally jumped off my car into my neighbor's window."Adams damaged at least five others cars while calling out for help as he went along, residents said.“It definitely seemed as if he was hallucinating,” Lavender said. “In his mind, someone really was chasing him, 'cause he was trying to get everyone else in the building to see the other people that weren’t there."Body camera video of Adams' arrest shows him becoming increasingly lethargic and unresponsive after officers put him in handcuffs. At one point, while standing, he slumps forward until he is nearly bent double.When officers escort him outside and allow him to sit down against a railing, he begins to drool and twitch before losing consciousness. "Jeez," one officer says in the recording. "He's foaming at the mouth."His breathing stopped shortly after his eyes closed.The fire department gave Adams first aid, including CPR, but he died on the scene.It’s unclear what brought Adams to the apartment complex. Neighbors said they had never seen him."Officers did not use any type of force to subdue Mr. Adams during the arrest activity," Lt. Stephen Saunders, Cincinnati police public information officer, said in the statement. CHULA VISTA (CNS) - After initially rescheduling concerts -- including a Chula Vista appearance -- while he recovers from surgery, rocker Ozzy Osbourne announced Thursday he has been forced to postpone all of the remaining North American shows on his "No More Tours 2" tour until next year.Osbourne was originally set to perform at the Mattress Firm Amphitheatre on Tuesday, but the show was pushed back until Oct. 18 because he was being treated at Cedars-Sinai Medical Center in Los Angeles for infections on his right hand. Now the show is off altogether, with the rocker saying the infections will likely require another surgery.The shows will be rescheduled next year, and tickets for the canceled shows will be honored.RELATED:  747

(KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. The maximum a business can receive will be ,000. CHULA VISTA, Calif. -- Owners of vacant or blighted property in Chula Vista will now be able to get a tax break in exchange for growing fruits and vegetables.The plan was approved Tuesday by the county Board of Supervisors. The city is covered by an Urban Agriculture Incentive Zone which allows owners of more than 170 qualifying properties to submit plans to turn the land into community gardens or other agricultural uses.The program, created by a 2014 law, would lower property taxes based on per-acre value of the irrigated farmland.City officials say the aim of the plan is to increase green spaces, build community and educate the public about fresh food production."It's a great way to utilize parcels that maybe haven't been developed to their full potential," Supervisor Greg Cox said. "I think that's something we ought to see, frankly, in the other 16 cities in San Diego County and the unincorporated area."San Diego became the county’s first city to adopt the program in 2018 with 2,000 properties eligible for the program.Property owners must now apply with the city. The city says properties must be at least 0.1 acres, but no more than three acres and the entire property must be dedicated to agricultural use.If approved, the property owner and city would enter into a five-year agreement. 1315
