NEW YORK, Dec. 1 (Xinhua) -- New York City Mayor Michael Bloomberg announced on Thursday a new recommendation that doctors offer every person with an HIV diagnosis antiretroviral treatment to help them live longer and prevent transmission. This marks a change from the current practice that treatment only be offered to those who show signs of damage to their immune systems, said the mayor during the annual World AIDS Day commemorative ceremony at Gracie Mansion. "Over the past ten years HIV diagnoses and deaths in New York City have seen a dramatic decline," said Mayor Bloomberg. "Steady progress in our fight against HIV has turned what used to be a death sentence into a disease that can be prevented and, with antiretroviral therapy, managed. The annual death toll from HIV in the city is down by more than a third: 933 deaths in 2009Despite this progress, however, more than 110,000 people in New York City are infected with HIV, more than in any other U.S. city and about 75 percent of all cases in the New York State.Figures from the New York City Health and Hospitals Corporation (HHC) showed that HHC has tested more than one million New Yorkers for HIV since 2005 when the public hospitals and health centers began offering HIV screening as a routine part of medical care for patients aged 13 to 64.

BEIJING, Jan. 8 (Xinhua) -- China's central authorities have highlighted travel safety as the nation on Sunday officially kicked off the world's largest holiday migration, a time in which mass numbers of passengers will be homeward bound for the traditional Chinese Spring Festival.Safe travel has emerged as a hot-button issue facing the government as passenger trips during the 40-day travel peak are expected to hit a record high of over 3 billion.Liu Tienan, vice chief of the National Development and Reform Commission, the country's top economic planner, told the press on Sunday that passenger transport during the period is not looking good as the enormous migration outweighs existing transportation capacities.?A volunteer guides passengers to their train at Chengdu Railway Station in Chengdu, capital of southwest China's Sichuan Province, Jan. 7, 2012. Starting from Jan. 8, 2012, China's transport system will undergo a 40-day travel rush, which is characterized by a hightened passenger flow around the time of the oncoming Chinese New Year.Liu warned of the likelihood of heavy snow and icy rain that could hamper travel while vowing greater efforts to avoid another travel disaster, as was seen in early 2008 when unprecedented heavy snow and freezing rain inundated the south of the country, bringing traffic to a standstill during the peak holiday season.A total of 3.16 billion passenger trips are expected during the next 40 days, up 9.1 percent from a year earlier, of which, 235 million trips will be made via the country's railways, up 6.1 percent year-on-year.Hu Yadong, vice minister of railways, said a daily average of 5.88 million people will make train trips during the period, 340,000 more than the corresponding period in 2011.At the Beijing Railway Station on Sunday, staff members checked passengers' train tickets and ID cards, as an ID-based train ticket purchasing system kicked off nationwide at the start of the new year in an effort to curb ticket scalping.
BEIJING, Sept. 29 (Xinhuanet) -- Even a slightly high blood pressure is considered dangerous to largely increase the stroke risk, a new study found. The finding was published Wednesday on the online edition of U.S. medical journal Neurology. In the study, researchers found people who have pre-hypertension, whose blood pressure measured between normal and high, are 55 percent more likely to suffer a stroke compared with normal people. The study involved data from 12 previous studies on blood pressure and stroke occurrence of some 500,000 adults.About one in three U.S. adults suffer from pre-hypertension, which is defined at a systolic blood pressure between 120 and 139 or a diastolic blood pressure between 80 and 89, according to the U.S. Joint National Committee on Prevention, Detection, Evaluation and Treatment of High Blood Pressure."People who do fall into the higher range of pre-hypertension should modify their lifestyle as much as possible," suggested Dr. Bruce Ovbiagele, director of the Olive View-UCLA Stroke Program and leading author of the study.Stroke is the number three cause of death, killing more than 130,000 in the U.S. a year, according to a CBS report.
BEIJING, Dec. 27 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, announced Tuesday that it is banning local regions, institutions or individuals from setting up gold exchanges apart from the existing Shanghai Gold Exchange and Shanghai Futures Exchange. The country also bans the establishment of any gold trading platforms in other exchanges, a statement on the PBOC website said. The statement said the country has ordered a cease to the building of any new gold exchanges or trading platforms. Those which have opened for business must cease operations. The ban came amid bigger risks in gold trading after some local regions, institutions and individuals grew enthusiastic in setting up gold exchanges and trading platforms in recent years as gold prices soared, which led to a surge of illegal practices due to inadequate management, the statement said.It added the central bank will work with the Shanghai Gold Exchange and Shanghai Futures Exchange to boost the healthy development of the country's gold trading market.
