SAN DIEGO, Calif. (KGTV) - A fire on the USS Bonhomme Richard at Naval Base San Diego started Sunday morning and as of Monday afternoon, continues to burn, adding smoke to the sky and raising concerns over air quality in San Diego.Related: USS Bonhomme Richard fire: 57 treated for injuries after fire erupts aboard Naval Base San Diego shipBill Brick is the Chief of Monitoring and Technical Services Division at the Air Pollution Control District and said there are concerns in some areas but not everywhere. He said they have received reports of people smelling the smoke as far away as Oceanside and Escondido. According to Brick, those people who are farther away may be able to smell the smoke but the particulate matter is less concentrated, so it should not pose a health risk.He said the people who should be aware of health concerns are those nearby the fire who end up directly in the path of the smoke due to wind and also those with prior health concerns such as asthma, lung or heart problems. He said if anyone is close enough to smell the smoke and also gets irritated eyes, they should also be aware that there could be health risks. For any of those people, he advises to avoid exercise, go inside and close the windows to avoid breathing in that air.Brick also said that a problem with this fire is they don’t know exactly what has burned. While the Navy has said they are still within EPA standards, Brick said the focus has been on fighting the fire so it has been hard for them to determine everything that has burned. Brick said they did take samples of the air to see if anything toxic is in the air, but those results will not come back for a few days, so he advises everyone to use caution while the fire still burns. 1751

San Diego is falling behind other major California cities when it comes to new construction of Accessory Dwelling Units, also known as "Granny Flats."The U.S. Department of Housing and Urban Development defines an accessory dwelling units (ADUs) — also referred to as accessory apartments, second units, or granny flats — "as additional living quarters on single-family lots that are independent of the primary dwelling unit."The California State Assembly passed a new law in 2016 requiring cities to make it easier for people to build ADUs by easing regulations. State lawmakers see it as a way to help solve the housing crisis."The separate living spaces are equipped with kitchen and bathroom facilities, and can be either attached or detached from the main residence."But in the first 10 months after the law went into effect, San Diego only saw 64 new permit applications to build a granny flat. By comparison, in the same time, Los Angeles got 1980 applications. San Francisco had 593, Oakland had 247 and San Jose had 166. Only Sacramento, with 34, had fewer than San Diego.Developers think San Diego's high permitting fees are holding up the process."People are ready to build a granny flat, they've hired architects and they're ready to go," says Caitlin Bigelow. Her company, Housable, helps people navigate all of the fees and permits they need to build. "They just don't want to pay ,000 extra dollars they may not have to in six months," she says.Depending on where you live and how big an ADU you want to build, a city report showed fees could climb as high as ,000. Those fees cover the costs of connecting ADUs to city utilities like water, sewer and power. SAN DIEGO, Calif. (KGTV) - Realtors say all the signs point to a busy spring and summer in San Diego."It's heating up a little bit," says Markus Feldmann, with the Pacific Real Estate Center. "We see a very active market again."Home prices have come down from their record peak in August of 2018. That month, CoreLogic reported that San Diego's median home price was 3,000. In December, it had dropped to 0,000 (see chart above). That's still higher than December of 2017, but Feldmann says buyers see it as a more reasonable range for homes.RELATED: San Diego among top hot housing markets for 2019, Zillow reportsMeanwhile, a report from Zillow says that the best time to sell a house is the first half of May. According to their numbers, homes in San Diego sold for ,000 more in that period than other times of the year. Zillow also says homes are on the market for six fewer days in early May.No matter which side of the sale you're on, Feldmann says there are simple ways you can make sure you get the most for your money.If you're a buyer, he says you don't have to keep increasing your offer. Feldmann says you can increase your deposit. "This way a seller is going to see who is the buyer and they may have a preference. They may prefer a family or a couple over an investor. He also says there are some simple ways to spruce up the house that will make it more attractive without costing too much money."Be aware of clutter and maybe move some furniture out of the house to make the rooms look bigger," he suggests. "Put a little investment into the front yard. Put some color in, put some flowers in, maybe use some bark to delineate the flower beds. Just improve on the general appeal of the house. Those small things can have a big payout."Feldmann says it's also crucial that sellers stay patient after they list a home."Let the property sit on the MLS for a few days, don't just accept the first offer that comes," he says. "Let it breathe like a good glass of wine. With their rifles drawn and heads on a swivel, deputies escort students at Saugus High School in Santa Clarita-- the latest location of a deadly school shooting. Just as law enforcement and educators are speaking out about the tragedy, so is the medical community."There's no more of a horrible feeling than to tell a family member that their child is now deceased and no longer can play," Jeffery Upperman, MD, said. Vanderbilt Children's Hospital's Surgeon-In-Chief, Dr. Upperman said Thursday morning's incident hit home. He is a long-time resident of Los Angeles County, who just recently transferred to Tennessee. "Hearing about the tragedy, I could've been one of those trauma doctors in the bay."He is in San Diego this week with more than 500 medical professionals at the Pediatric Trauma Society Conference, to learn about the latest medical treatments that focus on the care of injured children. Dr. Peter Masiakos is the Pediatric Trauma Director at Massachusetts General Hospital. He is speaking about the effects of gun violence. "We all know that it's far better to act on the side of prevention, instead of acting to fix the wounds," Dr. Masiakos said. He said too many kids come into the E.R. with gunshot wounds - via homicide, accident, or suicide. He said new federal policies need to be enacted to protect them, just like seat-belt legislation and the fight against tobacco."We have to engage the community like in the same way that Dr. C. Everett Koop did almost 40 years ago when he identified the issue of smoking and mitigated that," Dr. Masiakos said. They said school shootings are no longer just a gun issue, a school issue, or a law enforcement issue. They said it is a public health crisis."Physicians, seeing what we see, we are in our lane, and we talk about the issue of gun violence as we know what it is. And people need to step up and figure out a way to fix this because another Santa Clarita is not acceptable to us," Dr. Masiakos said. 2148
