TAIYUAN, Sept. 16 (Xinhua) -- China will flex its muscles to boost the low-carbon economy and green industry, in a bid to help upgrade the development mode of exports, said a senior government official Thursday.Gao Hucheng, Vice Minister of Commerce, said at an energy forum in Taiyuan, capital of Shanxi Province, that China has risen to become one of the world's largest exporters, though it is not a strong exporter yet, remaining at the low end of the global value chain.China's exports leaped in recent decades, mainly dependent upon low labor costs and sales of energy and resources.Further, China needs to put more efforts into producing high-end products and improving their quality through low-carbon and green technologies to expand the share of green products in exports, he said.The global financial crisis hurt the world economy and promoted nations to look to green industry for new growth, he said, and adding strategic new industries could be "a new growth point" for China's foreign trade.China would encourage major products, technologies and services in new energy and energy-saving sectors to tap the global market and support enterprises to invest abroad, Gao said, without giving details.Further, he said there was "no land boundary" in terms of low-carbon and green technology and expected international cooperation in this field.China was opposed to protectionist measures in any form, he added.

BEIJING, Sept. 6 (Xinhua) -- China will unswervingly promote the policy of reform and opening up, while creating sound environment for foreign companies operating in China, Vice Premier Wang Qishan told senior U.S. officials Monday.Wang exchanged views on China-U.S. ties and economic and trade cooperation with Lawrence Summers, head of U.S. President Barack Obama's National Economic Council, and Deputy National Security Adviser Tom Donilon, in a meeting in Beijing.Wang said the two countries should bolster cooperation in areas such as economy and trade, investment, finance, new energy and infrastructure upgrading, as their economies are interdependent and complimentary to each other.China is ready to work with the United States to well implement consensus reached by state leaders of the two countries, for sustainable, healthy and steady development of bilateral ties, he said.Wang said the international community should enhance cooperation because the world economy, though on the way to recovery, still encounters twists and turns.He said China is focusing on the change of the growth pattern for more balanced development of the economy.Summers and Donilon briefed Wang on the U.S. economy and the Obama administration's measures to stimulate the economy and create jobs.They stressed that the United States and China should strengthen coordination in macro policies and promote cooperation for a strong, balanced and sustainable growth of global economy.Also on Monday, Li Yuanchao, member of the Political Bureau of the Communist Party of China (CPC) Central Committee, met with the two U.S. officials.Li, also head of the Organization Department of the CPC Central Committee, said the Sino-U.S. ties had maintained a stable development since President Obama took office.China would work with the United States to enhance dialogues and cooperation, while properly handling the differences, to push forward the bilateral ties, he said.8 Summers said the United States attached great importance to the U.S.-Sino relations and firmly believed that the two countries had broad interests and faced with common challenges, including sustainable development of global economy, regional security and climate change.He said the United States was committed to working with China for a positive, cooperative and comprehensive relationship in the 21st century.Chinese Foreign Minister Yang Jiechi also met with Summers and Donilon on Monday. BEIJING, Oct. 13 (Xinhua) -- China's safety record has improved in the first nine months of 2010 with fewer accidents and deaths compared with one year ago, Luo Lin, director of the State Administration of Work Safety (SAWS), said Wednesday.From January to September this year, China reported 16,091 fewer accidents, or a decline of 5.8 percent over the previous year, while deaths caused by accidents were down by 5,869 in the same period, Luo said during a a national video conference regarding the country's work safety record.While Luo did not provide the actual figures of accidents or deaths caused during this period, he said: "Though we have made new progress in work safety, the total number of accidents is still too high and the accidents with heavy casualties and caused by illegal production activities were rising dramatically."According to SAWS, China's work safety death ratio per 100 million yuan (14.9 million U.S. dollars) of gross domestic product (GDP) was down 18.6 percent year on year to 0.21 during the January-September period. In other words, every 10 billion yuan of China's GDP will cause 21 deaths in the process of production.In addition, the death ratio per million tonne of coal output dropped 13.3 percent to 0.78 in the same period.According to the last figures released by SAWS in July, workplace accidents had killed 33,876 people in the first half of this year.

YICHANG, Hubei, Oct. 3 (Xinhua) -- The water level at the Three Gorges Dam, the world's largest water control project, reached 164.59 meters on Sunday, only 10 meters short of its full capacity of 175-meters, said a project official.The dam in central China started to hold back water this September by discharging less to the lower reaches of the Yangtze River, the country's longest river.Reaching the 175-meter water level would enable the Three Gorges Dam to fulfill its functions of flood control and generating electricity to the fullest extent, symbolizing the total success of the massive water project.This is the reservoir's third attempt to reach full capacity since 2008. However, water levels stopped at 172.8 meters in 2008 and 171.43 meters in 2009 due to droughts on the lower reaches.However, this time officials believe the dam will reach full capacity by the end of October."We have confidence in reaching the goal this year. Although less water flowed into the dam after the flood season, we have reduced water discharges accordingly," said Yuan Jie, an official in charge of water level control.
