(KGTV)— South Bay beaches are closed again, after millions of gallons of contaminated sewage water spilled from Tijuana, BC into Imperial Beach communities.It may look beautiful from afar, but up close, Giovanny Ceja says the waves were a little off Thursday afternoon. “We usually go to other beaches, and they look really clear, but that one was dirty and brown,” Ceja said.  Ceja and his little sister spent the day at Imperial Beach, near the south end of Seacoast Drive, boogie boarding and building sand castles. To get there, he walked right past many warning signs. Large yellow signs read: “KEEP OUT. SEWAGE CONTAMINATED WATER.”“It’s a completely unacceptable,” Imperial Beach City Councilwoman Paloma Aguirre says.According to the International Boundary Water Commission, a Tijuana water collector ruptured Wednesday night. That spilled 3.5 million gallons of sewage water into the Tijuana River, which gushed into South Imperial Beach. “It’s incredibly frustrating because this is the summer. This is our time to have open beaches in Imperial Beach,” Aguirre said. “It’s because of the incredible negligence that the state of Baja California authorities have shown and the lack of accountability and leadership from our federal agencies.”So far this year, there have been 50 beach closure days in Imperial Beach. Aguirre says as polluted water gushes into IB, quality of life gushes out. “At the end of the day Imperial Beach is at the end of the pipe,” Aguirre said. “We are the ones that are paying with economic losses, with illnesses to our kids, to our families, and to our environment.”As for little Giovanny, who did not notice the warning signs, now he is getting worried. “When I was boogie boarding the water wet in my mouth,” Ceja said. “I’ll shower. In another sign of the times for retail, Lowe's is closing 51 North American stores.The home improvement chain said Monday that locations are underperforming and the decision will help the hardware chain focus on its most profitable stores and "improve the overall health of its store portfolio."Lowe's (LOW) is shutting down 20 stores in the U.S. and 31 in Canada. The company said that a "majority" of the shuttered stores are within 10 miles of another Lowe's location.The stores will be closed before Feb. 1, 2019. The company will try to find jobs at nearby stores for its employees affected by the closings."We believe our people are the foundation of our business and essential to our future growth," said CEO Marvin R. Ellison.Lowe's is struggling to keep up with its larger rival Home Depot. Ellison, who joined the company in May, has already made some big strategic decisions, including closing all of its Orchard Supply Hardware stores and slashing inventory at its Lowe's stores.The company cut its sales and profit outlook for the year. Ed Perlmutter of Colorado, a leader of the small group of Democrats attempting to block her from the speakership because they want to see new leaders at the top.Perlmutter and his allies are pushing for Pelosi to back a proposal for term limits on senior Democratic leadership positions. While the talks at one point also included term limits for lower-level leadership roles and committee chairs, sources close to the discussion say the conversation has narrowed to a focus on the top three leadership positions.Broadly, the idea of term limits is a contentious topic among Democrats, where a divide exists between those eager to see a new generation of leaders and those who say seniority and experience matter.Incoming House Majority Leader Steny Hoyer of Maryland, who's been in Congress for three decades and served as majority leader when Democrats last held power, passionately decried the idea of term limits on Tuesday.Hoyer said six times that he doesn't support term limits and noted he had repeatedly cosponsored legislation in the past that called for repealing term limits for the presidency."I'm against term limits, because I have a term limit. Cedric Richmond of Louisiana, chairman of the Congressional Black Caucus, said he's against all term limits, describing the idea as "a solution to a problem that doesn't exist.""She's talking to those guys, but that doesn't mean the caucus has to vote for it," Richmond said, referring to Perlmutter and his allies. "And I think that all she's committing is that she'll support it or something, so we'll see what happens. But at some point those guys got to put all this silliness to bed so we can start governing."While term limits is an idea that could potentially get some Pelosi opponents on board for her speaker bid, others say they won't be deterred from seeking a change at the top.Rep. Kurt Schrader, an Oregon Democrat who's an outspoken critic of Pelosi, said term limits wouldn't be enough to tamp down his quest to see her go."I don't see it happening, frankly," he said of the term limits idea. (KGTV) -- Several people were taken into Border Patrol custody early Monday morning after a panga boat washed ashore in Imperial Beach.At around 3:30 a.m., Border Patrol agents and sheriff’s deputies were dispatched to an area near Seacoast Drive and Encanto Avenue after a panga boat was reportedly spotted on the beach.ABC 10News learned agents took about 20 people -- believed to be undocumented migrants -- into custody.Agents and deputies fanned out to search the area for more boat passengers, but there was no immediate word on additional arrests. 585
