SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car. SAN DIEGO (KGTV) — SeaWorld guests are getting their first look at a sea otter pup recently rescued in Alaska and taken in by San Diego staff for care.Cinder, an orphaned sea otter brought to SeaWorld earlier this month from Alaska, has nearly doubled in weight and has been hitting all the developmental milestones for her age, the theme park said. Veterinarians have been caring for the pup around the clock, the park says, and she has been adjusting well to her new home.RELATED: Orphaned sea otter pup brought from Alaska to SeaWorld's careCinder is viewable just in time for Sea Otter Awareness Week. SeaWorld keepers will be hosting presentations about otters and ways to public can help in their care in the wild through Saturday.The young pup arrived at the Alaska SeaLife Center underweight and dehydrated, before being transferred to San Diego. Cinder's now weighs a little more than 10 pounds, feeding on a special sea otter milk formula every three hours.Guests can view Cinder periodically throughout the day at the Otter Outlook nursery.The U.S. Fish and Wildlife Service has deemed Cinder non-releasable, so SeaWorld's Animal Rescue Team and veterinarians have provided constant care. She is expected to be introduced to the park's other resident female sea otters — Mocha, Coco, Clover and Pumpkin, who range in age from five to nine years old — who were also orphaned. 1393

SAN DIEGO (KGTV) — San Diego Police Saturday honored a local boy who risked his life to save his younger brother from drowning.Police say 10-year-old Ulises Frausto and his 7-year-old brother did not know how to swim when they were in a pool together. The brothers were holding onto the side of the pool when Frausto's brother lost his grip and sunk to the bottom.Despite not knowing how to swim, police say Frausto put his life on the line, swimming to the bottom of the pool to rescue his little brother. SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System (MTS) is introducing a pilot program aimed at reducing fines and plans to move to a zero-emission fleet by 2040.MTS' Board of Directors approved the pilot program recently that will give fare violators new options to pay citations and lower fines. Under the new policy starting in September:Passengers have 120 days to pay fines to MTS in-person at the Transit Store or by mail;Passengers who can't pay a fine can instead perform 3-4 hours of community service through the San Diego Food Bank, with more organizations potentially added later;Passengers can appeal a fare violation within 15 days of the citation;Only citations not paid within 120 days will proceed to criminal courts.The transportation agency says it also plans to convert 800 buses to zero-emissions, most of which will be electric, by 2040.Currently, MTS' zero-emissions pilot program includes eight electric buses, and infrastructure and hardware for 12 new charging stations. The pilot program started in October 2018 and costs about .4 million.MTS plans to purchase its last natural gas buses in 2028.The agency operates about 95 bus routes and three Trolley lines in San Diego County. 1227

  

SAN DIEGO (KGTV) -- San Diego police responded Sunday to a deadly shooting the Rolando area.According to police, the incident happened at El Cajon Boulevard and 73rd Street after 12 p.m. Officers received a call of a single-vehicle crash.Police arrived to find paramedics treating a 35-year-old man who had been driving the vehicle suffering from life-threatening injuries to his torso. The injuries, however, were not from the crash, SDPD said.The man was taken to a nearby hospital but died of his injuries. The man has been identified, but his identity was not released pending family notification.At this time, no information is available on the victim or any suspects.Anyone with information about the case is asked to call the SDPD Homicide Unit at 619-531-2293 or Crime Stoppers at 888-580-8477. 810
