SAN DIEGO (KGTV) -- San Diegans are bracing for another winter storm expected to bring rain and snow to the county Monday. The latest round of wet weather is expected to be the heaviest in San Diego County, bringing between half an inch to an inch of rain to the coast. According to the National Weather Service, parts of San Diego County could see heavy snow. RELATED: Check today's forecast in your areaA Winter Weather Advisory is scheduled to take effect for the mountains at 3 p.m. Monday and last until 12 p.m. Tuesday. The NWS says elevations will be between 5,000 to 5,500 feet for the region's mountains. Elevations above 5,500 feet could see between five and 10 inches of snow accumulation. “Highest amounts will be southeast of Big Bear in and around Mt. San Gorgonio, over Mt. San Jacinto, and over Mt. Laguna where locally up to a foot is possible,” the National Weather Service said. Meteorologists are warning about slippery roads in areas where snow is expected. SAN DIEGO (KGTV) — San Diego Police are investigating the death of a man they say appeared to have been in an altercation right before his death.SDPD officers responded to a medical distress call just after 2 p.m. Tuesday inside a home at 6600 Springfield Street in Encanto. When police arrived, San Diego Fire-Rescue crews were already there performing CPR on a man.Police say the man was eventually pronounced dead at the scene.Homicide detectives arrived and began investigating. Wednesday, police said investigators learned that the man was involved in a physical altercation and injured before his death. They add that the man had difficulty breathing and collapsed.The 45-year-old man, identified Thursday as Antoine Deonte Dorsey, was a resident of the home and has been identified, but his name is being withheld at this time, police say.Police are now trying to locate witnesses of the altercation. SAN DIEGO (KGTV) – San Diego County officials say they are no longer accepting waiver applications from elementary schools looking to reopen for in-person learning.The county’s COVID-19 Education Sector Team made the announcement Tuesday, stating:“This decision is based on the fact that as of September 1, 2020, all TK-12 schools within San Diego County would be permitted to reopen for in-person instruction, if the county’s case rate remains below 100 per 100,000 population for 14 days after coming off the State’s Monitoring List. Today is day 7 of this 14-day period, therefore in one week, all TK-12 schools could be allowed to open for in-person instruction, if the school leadership chooses to do so. Therefore, our application waiver process will be suspended.”The suspension is effective immediately.As of Aug. 20, there were 27 local schools that were approved for waivers. 893

SAN DIEGO (KGTV) - Rain runoff has prompted a warning for swimmers, surfers, and beachgoers in San Diego County.As showers move through the area, urban rain runoff may force large amounts of bacteria to wash into coastal waters, including San Diego Bay and Mission Bay, county officials warned Saturday.Any activities in coastal waters should be avoided for 72 hours following rainfall. Depending on the intensity of the storm, elevated bacteria levels could persist.With recent rains also bring a water contact closure for Imperial Beach's shoreline, due to runoff from the Tijuana River. The closure area includes the beach-line from the south end of Seacoast Drive to the International Border.The access road to Friendship Park, within Border Field State Park, may also be affected by river runoff.Signs have been posted warning of the water closure. 861

SAN DIEGO (KGTV) - San Diego Police officers arrested a man for attacking a four-year-old girl outside an apartment complex on the 4300 block of 50th Street.According to witnesses, the little girl’s father was dropping the girl off at her grandmother’s home around 11:30. Before the grandmother could walk the four-year-old through the security gates of her complex, a stranger attacked the child from behind.A neighbor, who only asked to use his first name, Robert, says he heard someone calling for the help, so he came outside. He says he saw the grandmother had gotten through the gate, but the father and another neighbor were outside of the entrance trying to hold off the attacker. Robert felt compelled to step in.“He came at me, and it seemed like he was going for someone, and that someone was a child,” he said, “so I had no other recourse, I hit him once he went down. He bit my leg. He got up, and he started coming after me.”But the man didn’t stay down, instead continued to attack.“Very very vicious, he had a very crazy look,” Robert said. “He wasn’t saying anything, he was grunting like a feral animal. He was exceptionally strong. He just wouldn’t quit, even when the police got here, he was very very strong.”Robert says he had no idea why he was trying to hurt the little girl but said the man might have been under the influence of something.Police arrested the suspect.Robert recalled seeing red marks around the little girl’s neck but said she was okay though visibly shaken.She is home with her parents. 1541
