There was a rare sight at San Diego City Hall on Tuesday.A local developer pitched a massive mixed-use complex with hundreds of homes to the council, in front of mostly empty seats. "Our focus has always been on creating a sense of place for the entire neighborhood," said builder Gary Levitt, of Sea Breeze Properties.Sea Breeze Properties plans to transform a 72-acre site just south of the 56 into hundreds of homes, plus offices, retail, and even a hotel and movie theater. The project, Merge 56, didn't get a single 'no' vote from multiple community planning groups.Some nearby residents even came to the meeting to support the project. But even with that backing, it still took five years just to get the council's unanimous vote of approval Tuesday.Levitt said the delays come from regulations, including environmental impact reports, and cost his company an extra million - about 15 percent of that in city processing fees.Councilman Scott Sherman said that is one reason we're in housing crisis. "At the end of the day all the prices get passed along to the consumer and the price of housing," Sherman said. Levitt said ideally it would take two years for a project to get approved. "It's a very expensive process and at the end of the day you're just playing with paper," he said. The project includes 242 new homes, condos, and apartments. Additionally, 47 of them will be affordable units. Two environmentalists did raise concerns about local impacts but the council didn't acknowledge them in their deliberation. Levitt's work, however, isn't done. There were more than 35,600 requests from 28,200 public school teachers in every state on the crowdfunding website DonorsChoose.org — until now.The website that allows folks to seek donations to fund projects announced a company called Ripple, a global network that supports digital money transactions, donated million to fund every classroom project request on the crowdfunding platform.The gift represents the largest donation received by DonorsChoose.org in its 18-year history, according to a news release. "Ripple and its executives contributed the donation in XRP, which was converted to U.S. dollars and used to purchase the classroom materials," the release said."The Ripple team's donation provides the ultimate culmination of #BestSchoolDay, a campaign launched in March 2016 when 58 athletes, artists, entrepreneurs and philanthropists funded classroom requests in cities and states covering just under half of the country," the release said. Three weeks into the 2019 racing season, both attendance and overall betting handle are down at Del Mar. The Del Mar Thoroughbred Club says attendance is down about 5 percent, and handle is down 14 percent compared to 2018. Thoroughbred Club CEO Joe Harper says the issues surrounding the 30 horse deaths at Santa Anita have turned off some fans. "We've got to prove to our racing fans that we're doing the safest things we can to keep these horses healthy," he said. So far, three horses have died at Del Mar this season, all during training (two died in a freak accident when they collided head on before the second day of racing). Harper says the track has increased safety protocols that have been helping keep horses safe. "There's vets out there every morning keeping an eye on," he said.
