SAN DIEGO (KGTV) -- A cold winter storm is set to bring rain and snow to San Diego County starting Monday, according to the National Weather Service.The agency says the San Diego County mountains could see as much as six inches of snow, sparking a winter storm watch from 8 a.m. Monday through 4 a.m. Tuesday.The heaviest snow is expected to fall above 5,500 feet with lighter amounts down to 4,500 feet.RELATED: Check today's forecast in your areaMeanwhile, other parts of the county could see much-needed rain totaling as much as one inch. Thunderstorms are also possible, the agency said.A beach hazards statement was issued Saturday ahead of the storm. Waves and surf of four to seven feet are expected with sets as high as eight feet. SAN DIEGO (KGTV) - A federal judge has ordered the San Diego Police Department to stop citing people for living in their vehicles.The decision comes after a lawsuit was filed against the city by a group of homeless people and their advocates.On Tuesday, United States District Judge Anthony Battaglia agreed with the plaintiff’s argument that the city’s municipal code was too vague in defining what constitutes habitation of a vehicle.Tristia Bauman, an attorney with the National Law Center on Homelessness & Poverty which helped work on the case told 10News, “we are very happy and pleased that the judge understood what we were arguing.”However, that was only one half of the lawsuit. The other half targeted the city’s municipal ordinance that outlaws RV parking from 2-6a.m. Known as the Nighttime RV Ordinance, or Oversized Vehicle Ordinance (OVO), the judge denied the request to enjoin it, saying the same argument did not apply.In the decision, Battaglia wrote “while the court sympathies that this Ordinance leaves Plaintiffs with nowhere to park between these hours and is decidedly unfair, the law is not ambiguous, unclear or vague in any way.”A spokesperson for city attorney Mara Elliot declined to comment beyond saying they “will review the ruling and advise our client.”An early neutral evaluation conference had been scheduled for Thursday with all the parties. SAN DIEGO (CNS) - The Utah football team arrived in San Diego Wednesday and practiced at Mesa College in Clairemont, five days before facing Northwestern in Monday's Holiday Bowl. The Utes bowl week itinerary includes a joint visit with the Wildcats to U.S. Navy aircraft carrier USS Theodore Roosevelt on Friday and a trip to the San Diego Zoo on Saturday. The Northwestern team is staying at the Marriott Marquis San Diego Marina in downtown San Diego and practicing at Southwestern College in Chula Vista. The Wildcats will visit SeaWorld on Saturday. SAN DIEGO (KGTV) — A preliminary 6.6-magnitude earthquake that hit near Ridgecrest was felt throughout Southern California on Independence Day.The earthquake was recorded at about 10:30 a.m. Thursday between Ridgecrest and Searles Valley, in San Bernardino County, according to the United State Geologic Survey (USGS). The quake had a depth of about 5.4 miles.USGS later lowered the preliminary shake-up to 6.4.RELATED: Why didn't San Diego get an alert after July 4's earthquake?Ridgecrest city officials say 87 aftershocks have been recorded following the quake. Several more aftershocks are expected in the next couple of days, according to USGS seismologist Dr. Lucy Jones.Before the earthquake, USGS also recorded two earthquakes measuring 4.0 and 2.2 in San Bernardino County.Here in San Diego, numerous locals, from downtown San Diego up to Oceanside, reported to 10News that they felt the quake. The San Diego County Fair halted rides Thursday for safety inspections after the earthquake, before reopening. USGS "Did you feel it" responses were reported throughout the Southern California area as well.Ridgecrest press conference:Kern County Fire Department reported nearly two dozen incidents ranging from medical assistance to structure fires around Ridgecrest. Crews were also surveying highway passes throughout the city for safety.Ridgecrest Regional Hospital has been evacuated and there was some structural damage, according to Ridgecrest officials. SAN DIEGO (KGTV) - A “rolling altercation” between two drivers in the Bonita area led to the stabbing death of one man and the detention of another. Chula Vista police Capt. Phil Collum told 10News the incident was reported just after 9 a.m. at the intersection of Sweetwater Road and Willow Street, near the Chula Vista Golf Course.Collum said officers that responded to the incident arrived to find an unidentified man lying on the ground with stab wounds. Life-saving measures were administered before he was taken to Scripps Mercy Hospital. The man died from his injuries upon arrival, according to Collum.The other man, 60-year-old Rickey Smith, remained at the scene. Officers said they found a folding-blade knife, believed to be the weapon, on Smith's belt. He surrendered without incident, police said.Collum said witnesses reported the drivers of a white Ford Ranger pickup and silver Nissan Quest minivan yelling at each other before colliding. Smith left his truck and stabbed the victim, who was still in his minivan, police said. No other parties were involved, Collum told 10News. Police are asking for any other witnesses to call 619-422-TIPS. 1168
