BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature.The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees.The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators.The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration.To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation.The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken.In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice.These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.

BEIJING, Oct. 13 (Xinhua) -- The value of yuan, China's currency Renminbi, hit new high against U.S. dollar Wednesday as the central parity rate of the yuan was set at 6.6693 per U.S. dollar, according to the data released by the China Foreign Exchange Trading System.Wednesday's central parity rate beat the previous record of 6.6732 on Oct. 11.The yuan has picked up its strength against the U.S. dollars and seen increased volatility in the trading days since the People's Bank of China (PBOC), the central bank, announced on June 19 this year to increase exchange rate flexibility.Based on Wednesday's central parity, the Chinese currency has strengthened against the U.S. dollar by about 2.32 percent from the rate of 6.8275 per U.S. dollar that was set a day before the PBOC's pledge to increase flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate during trading each day.The PBOC released the yuan's central parity rates against a basket of currencies -- the U.S. dollar, the euro, the Japanese yen, the Hong Kong dollar, the British pound and the Malaysian Ringgit.The yuan's parity rate against the euro was set by the central bank at 9.294 Wednesday, lower from 9.2574 on Oct. 12, the previous trading day.The yuan's rate against 100 yen was 8.1477 Wednesday, compared with 8.124 on Tuesday.

ANKARA, Oct. 7 (Xinhua) -- Chinese Premier Wen Jiabao arrived in Ankara on Thursday night for a three-day official visit to Turkey.Turkey is the last leg of Wen's four-nation tour, which has taken him to Greece, Belgium and Italy. BEIJING, Nov. 7 (Xinhua) -- Chinese President Hu Jintao on Saturday wrapped up a fruitful visit to France, opening a new chapter in the comprehensive strategic partnership between the two countries.With Hu's three-day visit to France, which started on Thursday, the heads of state and top legislators of the two countries have visited each other's country within one year for the first time.Earlier this year, French President Nicolas Sarkozy and Bernard Accoyer, speaker of the French National Assembly, visited China. China's top legislator Wu Bangguo has also visited France recently.Such a frequent exchange of visits has been rare in the history of bilateral relations.During his stay in France, Hu met Sarkozy on at least five occasions and the two leaders held in-depth consultations on issues concerning bilateral ties and major global affairs.The frequency of their meetings in less than 48 hours reveals the high importance both sides have attached to this visit.On Thursday, China and France issued a joint statement, pledging to strengthen the comprehensive strategic partnership between the two countries.The statement stressed that China and France, both permanent members of the UN Security Council and big economies in the world arena, shoulder special responsibilities, and China-France relations should continue to play an exemplary role.The two sides should establish a new type of partnership and should also deepen their cooperation in international affairs to jointly deal with major global threats, especially the proliferation of weapons of mass destruction and their means of delivery, said the statement.They should also work together to address such hotspot issues as Iran's nuclear program, the denuclearization of the Korean Peninsula and the conflict in Afghanistan, it added.The two sides have also reached consensus on such issues as fighting protectionism, combating climate change, supporting Africa's economic growth and advancing China-EU relations.During Hu's visit, China and France signed a number of cooperation agreements, covering a wide range of areas such as nuclear energy, aviation, finance, energy efficiency, environmental protection, climate change and culture.According to French media's estimates, the total value of the trade and cooperation agreements signed between the two nations during Hu's visit could reach 20 billion euros (about 28.1 billion U.S. dollars).

BEIJING, Sept. 17 (Xinhua) -- China's Ministry of Environmental Protection has urged stepping up efforts to address pollution in north China's Haihe River.Speaking at a meeting on the issue Friday, minister of environmental protection Zhou Shengxian ordered making "unremitting" efforts to relieve the "pain of the Haihe."Zhou also called upon government departments to strictly follow various industrial policies on environmental protection, with the focus on construction projects featuring high water costs and pollutant discharge and projects located along rivers or on the upriver area of drinking water sources.While stressing the protection of drinking water and the control of pollution, Zhou also encouraged adopting more "ecological methods" in sewage treatment and the rehabilitation of lakes and rivers.Zhou urged Beijing, Tianjin and other developed regions to be pioneers in upgrading sewage treatment technology and transforming sewage into resources.
