And that’s going to go down. It really depends on the timing. Look, we’re very flexible.”There were about 452 new reported cases per 100,000 people in Florida over the past two weeks, which ranks second to Arizona in the U.S. for new cases per capita.He spoke as Republican lawmakers increasingly expressed concern about the gathering. Republican Sens. Chuck Grassley of Iowa, 86, and Lamar Alexander of Tennessee, 80, were among those saying they would stay away from the event. The virus takes a high toll on older people.Grassley was explicit about the reason for skipping the convention for the first time in his 40 years in public office.“I’m not going to go, and I’m not going to go because of the virus situation,” he said on a conference call Monday with Iowa reporters.Alexander, who is retiring after this year, was more subtle.In a statement released by his office Tuesday, he acknowledged that choices must be made and that fewer people gathered for the event is desirable. Alexander did not mention Trump, the pandemic or the fact that health experts say the virus is more transmissible among people in close proximity for prolonged periods.“Sen. Alexander is an honorary chair of the Tennessee Trump campaign, but he will not be attending the convention because he believes the delegate spots should be reserved for those who have not had that privilege before as he has had,” the statement said.About a dozen states are reporting worrying spikes of cases. The White House is trying to tamp down the nationwide concern despite more than 2.9 million confirmed COVID-19 cases and more than 130,000 deaths.Trump has falsely declared that 99% of cases of COVID-19 are harmless, a claim that is not supported by science.Florida is one of the nation’s hardest-hit states, and hospitals are warning they’re in danger of being overwhelmed. Florida’s COVID-19 positive test rate is 18.7%, making it second only to Arizona among states where coronavirus infections are surging. According to public health experts, a rate of 10% or more indicates the virus is spreading in communities.The rate is a snapshot of current conditions, and measures like social distancing, wearing masks, avoiding crowded indoor locations and frequent hand-washing can bring it down.Florida reached a grim milestone over the weekend, with health officials reporting that more than 200,000 people have tested positive for the coronavirus since the start of the outbreak.The highest number of confirmed cases in one day came Saturday, when more than 11,400 cases were reported in the state. More than 3,700 people have died.The convention is scheduled to begin Aug. 24. Officials in Jacksonville, Florida, began requiring face masks in public a week ago.“If you want to have a convention, and I think we should have a convention, I think you should do whatever you can to make it as safe as possible, so that would be with face masks and social distancing,” Grassley said.Grassley said he plans to continue his tour of all of Iowa’s counties, visiting 29 counties during the current two-week break. And in short order, the agency provided patients and healthcare providers with tools that may have been used to save lives.This week, NASA outlined a number of innovations the agency developed to support the fight against the virus.NASA created an open source for N95 respirators so people can make their own masks by using 3D printers. N95 respirators are unique as they protect the wearer from the virus. NASA’s designs were engineered to meet or exceed standard N95 performance, can be used for different purposes, are compatible with commercially-available filters, and do not disrupt the supply chain.If you have access to a 3D printer, here is how to create an N95 respirator designed by NASA.In addition to NASA’s open-source N95 respirators, the team from Johnson Space Center developed and tested a sterilization protocol to combat a national shortage of N95 masks. This allows N95 respirators to be reused by healthcare providers.“I had a very deep and personal connection to the evaluation (of N95 masks), because my wife is a medical professional… on the frontlines, with only one mask allocated for her to use and re-use daily,” said NASA engineer and project lead Jeremy Jacobs. “She has been very concerned about cross contamination between patient-to-patient and to our family.”Among other innovations, NASA’s Jet Propulsion Laboratory in California designed a new high-pressure ventilator tailored specifically to treat COVID-19 patients. It was designed to treat patients who might not require a full-featured ventilator, keeping the nation’s limited supply of traditional ventilators available, NASA said.NASA’s Armstrong Flight Research Center in California joined several other agencies to create a helmet that functions like a continuous positive airway pressure, commonly known as CPAP, machine to force oxygen into a patient’s low-functioning lungs. 2156

  

With concerts, sporting events, and large gatherings on hold this summer, people are looking to the great outdoors for fun. Right now, national parks and other public lands are in the federal spotlight for another reason.“It's going to be a huge difference maker,” said Will Shafroth, CEO and President of the National Park Foundation. Shafroth is talking about the Great American Outdoors Act, a bill the Senate recently approved in a bipartisan 73-25 vote.“This is historic. I’ve been working on these issues since 1981, and I can tell you that in terms of the amount of money dedicated to any particular conservation purpose, this is the most significant bill to ever pass Congress,” Shafroth said.“At a time where there’s a lot of division about a lot of different things, this is something that Democrats and Republicans agree on,” he said.The bill would provide funding to maintenance backlogs across various federal lands. The National Park Service alone has almost billion in deferred repairs.“The wear and tear on these places is dramatic,” he said.“Seasonal housing really ranges from exceptional, to trailers that are falling apart in the middle of nowhere,” Shannon Dennison said. Dennison has worked at a number of national parks in the past.“The last time that the park service had a major infusion of funding into the agency and into the facilities was 1956,” she said.Also known as Mission 66, the decade long program was intended to expand visitor services. Dennison said that was the last major investment.“I think it's been a challenge to go 54 years without putting major investment into our facilities while we're seeing rising visitation,” she said.Visitation at parks has gone up over the years. In 2019, national parks saw nearly 328 million visits, up 9 million from 2018 and the third highest year on record.Even though these spaces were closed for a short time this year due to COVID-19, people are opting to turn to the outdoors since large gatherings are discouraged.“Being outdoors is one of the safest places to be, and it's also helping to contribute to people's mental health so the parks are seeing even more of an impact during the pandemic,” said Bonnie Clark, an Associate Professor of Anthropology at the University of Denver.The legislation would provide billions of dollars to help with renovations and repairs, coming from energy production.“Essentially what happens is that when these oils and gas leases are done on federal land, they are paying money to be able to access and use these resources because they belong to everybody,” Clark said.This was one of the key debates.Dennison hopes the act paves an easier path for these projects.“Sometimes it can be difficult to get an entire pot of money for one entire project,” she said. “My hope is there will be a little more flexibility in how those funds can be applied based on the park level.”The legislation will now go on to the House of Representatives for a vote. 2974
