BEIJING, Oct. 15 (Xinhua) -- China will take measures to boost economic and social development in Tibetan regions in four provinces, according to a notice about a meeting chaired by Premier Wen Jiabao.     Wednesday's executive meeting of the State Council, the country's Cabinet, discussed how to support development in the Tibetan regions of Qinghai, Sichuan, Yunnan and Gansu provinces.     Tibetan regions in these areas are autonomous where Tibetans and people of other nationalities live together. The regions are the important plateau ecological barrier that cover the head-stream area of major rivers, such as the Yellow, Yangtze and Lancang.     The ecological environment in these areas are fragile with natural disasters occurring frequently. Infrastructure remained less developed, which hindered the development in these areas, the meeting said.     Measures should be taken to protect and build the ecological environment and improve people's living standard in these areas, and to make the income of urban and rural residents approach or reach the average level in western China by 2012 and approach national average by 2020.     Moreover, public services including education, public health and medical services should be improved in these areas, and infrastructure construction should be carried out to better support development.

BEIJING, Dec. 31 (Xinhua) -- President Hu Jintao offered six proposals to promote the peaceful development of the cross-Straits relationship in a speech to commemorate the 30th anniversary of the mainland's "Message to Compatriots in Taiwan" here on Wednesday.     Hu said the mainland is willing to discuss with Taiwan proper and reasonable arrangements for Taiwan's participation in international organizations, as long as this does not create a scenario of "two Chinas" or "one China, one Taiwan".     Although the two sides of the Taiwan Straits have been split since 1949 by a civil war, the political confrontation between them did not change the fact that they belonged to one China, he said.     "Once the two sides reach a common understanding and accordant stance on the principle of one China, the foundation of political mutual trust will be laid and anything can be talked about between the two sides," he said. "Anything that is conducive to peaceful development across the Straits, we will greatly promote. Anything that harms it, we will firmly oppose."     Hu proposed that the two sides end hostility and reach peaceful agreements under the one China principle.     The two sides can start discussion about political relations under the special condition before reunification in a pragmatic manner, he said.     He also suggested the two sides to step up contacts and exchanges on military issues "at an appropriate time" and talk about a military security mechanism of mutual trust, in a bid to stabilize cross-Straits relations and ease concerns about military security. Chinese President Hu Jintao addresses a ceremony commemorating the 30th anniversary of the announcement of Message to Compatriots in Taiwan, held in Beijing, capital of China, on Dec. 31, 2008. The Chinese mainland commemorated the 30th anniversary of the announcement of Message to Compatriots in Taiwan here Wednesday with a ceremony.     The President's speech on the new year's eve came after the mainland and Taiwan realized historical direct links of transport, trade and post services.     Hu, also general secretary of the Communist Party of China Central Committee, sent a message in his speech which urged the Democratic Progressive Party (DPP) to "clearly understand the situation and stop secessionist activities".     "If the DPP could change its 'Taiwan independence' stance, we would make a positive response to them," he said.     He said that all those who had advocated or got involved in secessionist activities, or followed suit are welcome to return to the right direction of promoting peaceful development of cross-Straits ties.     To accompany his political stance, Hu made trade appeals to the island, proposing both sides should establish a collaboration mechanism by economic agreement which "would be mutually beneficial to both sides".     "We continue to welcome and support Taiwan companies' business in the mainland and encourage mainland enterprises to invest in Taiwan," he said. "We expect to normalize economic relations across the Straits and establish an economic cooperation mechanism."     The president also stressed the common cultural heritage inherited by the people living on both the mainland and the island, saying that all Chinese should promote China's traditional civilization with strengthened spiritual ties.     "We will continue to take measures to push forward cross-Straits cultural and educational exchange to a broader and higher stage, including conferring with Taiwan on a cultural and educational exchange protocol," Hu said.     He called on both the mainland and Taiwan to increase communication and exchange in all circles and the mainland will actively respond to any constructive proposals from the island which will boost peaceful development of the cross-Straits relations.     Hu was addressing a ceremony to commemorate the 30th anniversary of the mainland's major policy change on Taiwan.     Presided over by China's top legislator Wu Bangguo, the ceremony had drawn several other prominent delegates from the government, students and Taiwan compatriots living in the mainland to give speeches.     The Standing Committee of the National People's Congress (NPC),China's top legislature, issued the "Message to Compatriots in Taiwan" on Jan. 1, 1979.     In this statement, the mainland first proposed to end the military confrontation across the Taiwan Straits through dialogues and welcomed exchanges between the two sides. BEIJING, Nov. 5 (Xinhua) -- Chinese industry faced a grim situation, as the global financial crisis would have a deep impact on the industrial and information technology sectors, a senior official warned on Wednesday.     Zhu Hongren, an official with the Ministry of Industry and Information Technology, said the country needed to increase investment in key areas and weak points of the industrial economy. The government should maintain a reasonable investment scale and step up technical innovation.     He said the imbalance between weakening demand and expanding capacity would become more problematic as the crisis spread. Labor-intensive and export-oriented businesses would be hurt as prices of energy and raw materials would continue fluctuating.     Among others, the electricity, textile and non-ferrous metal industries had already sustained heavy losses, with 18.3 percent of large industrial companies losing money during the first eight months of the year.     Industrial output growth fell to 11.4 percent in September, the lowest since April 2002. Power generation and oil production grew a mere 3.4 percent and 3.7 percent, respectively, while steel output fell 9.1 percent year-on-year.     In the first three quarters, the value of industrial exports rose 15.7 percent, which was 6.1 percentage points less than a year earlier.

LIMA, Nov. 20 (Xinhua) -- China is willing to make concerted efforts with Latin American countries to establish a comprehensive cooperative partnership of equality, mutual benefit and common development, Chinese President Hu Jintao said here Thursday.     China, as the largest developing country in the world, is willing to work with Latin America, an important developing region, to boost mutual cooperation to a higher level, which conforms to the trends of the times and their respective development needs, President Hu said in his address to the Peruvian Congress.     Hu put forward five proposals to boost Sino-Latin American ties.     Firstly, China and Latin American countries should maintain high-level exchanges and contacts, improve bilateral and multilateral political consultation and dialogue systems at various levels, while continuously enhancing mutual political trust.     Secondly, to deepen mutually beneficial cooperation in economy and trade, China and Latin America should optimize trade structure and increase mutual investment, especially in the fields of manufacturing, infrastructure construction, energy, minerals, agriculture and high technology, said Hu.     China is willing to continue providing assistance for the economic and social development of Latin American and Caribbean countries within its ability, Hu said.     Thirdly, China and Latin American countries should enhance communication and coordination on their stances on such global issues as climate change, food security, energy and finance, multilateral trade system and the UN Millennium Development Goals.     Under the current complex international financial and economic situation, China and Latin America should join hands and participate in the framing of international economic, financial and trade rules, so as to help the international economy develop in a fairer and more reasonable direction, the Chinese president said.     Fourthly, Hu said China and Latin America should learn from each other and make progress in the fields of social welfare and development.     Both sides should carry out pragmatic cooperation in poverty reduction, education, social security, medical and health care, environmental protection and disaster relief, he said.     Finally, both sides should take effective measures to deepen and boost cooperation in culture, sports, media and tourism, said Hu.     The Chinese leader arrived in Lima on Wednesday for a state visit to Peru and the APEC Economic Leaders' Meeting scheduled for Nov. 22-23.     During his speech, Hu said that to forge the comprehensive cooperative partnership, both sides should first grasp the theme of common development because development is a basic way to improve people's well-being and promote social development.     He added that both China and Latin America are at a crucial time of development and China is willing to expand pragmatic cooperation with Latin American countries in various fields to boost common development.     The president said that to forge the comprehensive cooperative partnership, both sides also need to pursue the basic principle of equality and mutual benefit.     According to Hu, China will unswervingly follow the path of peaceful development and uphold the opening up strategy of mutual benefit and win-win progress. It maintains that all countries, big or small, rich or poor, strong or weak, should be equal and regards safeguarding and developing the common interests of China and Latin American countries as the starting point and the purpose of bilateral cooperation.     China respects the rights of people in Latin American countries to independently choose their paths of development, treats Latin American countries equally and takes into account their concerns in cooperation in a bid to realize mutual benefit and win-win results.     Hu stressed that innovation and all-round cooperation are also required to build China-Latin America comprehensive cooperative partnership.     He added that China is willing to work with Latin American countries to innovate their cooperation mode, expand their cooperation field, and enrich cooperation content in order to achieve more tangible results and better benefit their peoples.     Hu said that he has agreed with his Peruvian counterpart Alan Garcia to build a strategic partnership between the two countries.     "We have agreed to build a China-Peru strategic partnership and strive to deepen and enrich the mutually-beneficial cooperation between the two countries in all fields," Hu said.     Peru, which is one of the fastest growing economies amongst Latin American nations, is playing an increasingly important role in the world and regional affairs, he said.     Recalling the long history of friendship between the Chinese and Peruvian peoples, Hu said their mutual political trust is ever expanding and cooperation and exchanges in various fields is developing rapidly in an all-around way.     China and Peru have each other's support and have worked closely in dealing with international affairs, Hu said. China has become Peru's second largest trading partner and Peru is one of the major destinations for Chinese investment in Latin America.     Hu had talks with Garcia on Wednesday afternoon on efforts to expand mutually beneficial cooperation and further develop bilateral relations.     "We've come to the agreement that China and Peru, both developing nations, share wide common interests and the same target for development. Strengthening their links is not only in keeping with the fundamental interests of the two countries and their peoples, but also conducive to exchanges and cooperation between the Asian and Latin American regions," Hu said.     "China has always attached strategic importance to promoting cooperation with Latin America," Hu said.     "I made it clear that China hopes to become a trustworthy and all-weather friend, a mutually beneficial cooperative partner of Latin America and make the two a role model for active dialogues between different civilizations when I visited the region in 2004," the president said.     Hu thanked Latin American countries for their aid during the devastating earthquake in southwest China in May and their support for China on Taiwan, Tibet and other issues.     Hailing the rapid expansion of trade between China and the region, Hu noted that their trade reached the threshold of 100 billion U.S. dollars last year, an over ten-fold increase compared to 10 years ago.     In addition, their cultural exchanges continue to grow with an increasing number of events featuring each other's cultures and more tourist arrivals and exchange students, Hu said.     Confucius Institutes have been set up in more and more Latin American nations and many renowned media in the region have set up their branches in Beijing, he said.     The mutual understanding and friendship between the Chinese and Latin American peoples is ever deepening, while the foundations of their ties have further consolidated and China and Latin America are facing more opportunities for the future development of their relations, Hu said.

UNITED NATIONS, Jan. 13 (Xinhua) -- The Chinese government is actively promoting the relief of tension in Gaza, and China is ready to work with the international community to bring all the parties concerned back to the negotiation table at an early date in a bid to achieve the peaceful, just and durable settlement to the Palestinian-Israeli issue, a Chinese envoy said here Tuesday.     Zhang Yesui, the Chinese permanent representative to the United Nations, made the statement as he was speaking at the closed-door meeting of the UN Security Council on the Gaza conflict, which has left more than 900 Palestinians killed and 4,000 others injured.     Zhang told the Security Council that the Chinese special envoy on the Middle East issue, Sun Bigan, began his visit to Egypt, Israel and Palestine on Sunday for mediation for peace in the region.     China is gravely concerned about the growing escalation of tension in Gaza, and it is regrettable to see that the new Security Council resolution, adopted last Thursday to call for an immediate, durable and fully respected ceasefire, went unheeded by warring parties, he said.     At present, the top priority is to achieve the full implementation of the UN truce resolution -- the immediate ceasefire, the withdrawal of Israeli forces from Gaza, a halt to the firing of rockets into Israel by the armed Palestinian faction, and unimpeded access of Gaza to the humanitarian relief goods, he said.     At the Tuesday council meeting, UN Secretary-General Ban Ki-moon briefed 15 council members on his upcoming visit to the Middle East, which will take him to Egypt, Jordan, Israel, Turkey, Lebanon, Syria and Kuwait.
