SAN DIEGO (KGTV) -- The San Diego FBI and prosecutors Monday announced a million reward for a wanted terrorist.According to the agency, Jehad Serwan Mostafa, 37, is a U.S citizen. During a Monday news conference, the FBI called Mostafa the “highest ranking American fighting overseas.” The FBI says Mostafa grew up in San Diego and, at some point, moved to Somalia and became a member of the al-Shabaab terrorist organization. He is also left-handed, the FBI says.Also at the news conference, prosecutors announced an indictment in federal court. Mostafe is charged with the following: Conspiracy to provide material to terroristsConspiracy to Provide Material Support to a Terrorist OrganizationProviding Material Support to a Foreign Terrorist Organization Mostafa is also known as Ahmed Gurey and Anwar. He was originally charged in 2009 on similar counts. Now authorities believe he continued providing support to terrorists until February of 2017. SAN DIEGO (KGTV) -- The San Diego Unified School District approved a plan Tuesday night that outlines how the district plans to reopen in the fall. The school board voted unanimously to move forward with a plan that would allow parents to decide if their students return to campus in the fall of 2020 or continue distance learning at home. Students returning to in-person learning will go to school for the full day of class every day, not a staggered schedule. All in-person learning is subject to federal and local health guidelines like wearing a mask, 6 feet of social distancing, and frequent hand washing. If parents feel their child is not ready to go back to campus, they can continue online. The district called it "Distance Learning 2.0," an improvement to the current online learning in place. The board voted to move forward with the plan despite only having enough funding for only half of the school year. The second half is dependent on federal funding. This does not mean the district would run out of money for the year; it means all students would have to return to online learning for the second half of the year. School board members said this vote was just the beginning of a long process to restart school in the fall, adding that things could be updated as local and state guidelines change. 1323

SAN DIEGO (KGTV) — The San Diego Registrar of Voters is revising down its expected turnout numbers for the March primary from earlier projections. With an estimated 290,000 ballots still outstanding as of Thursday evening, turnout is now expected to fall between 47 and 52 percent of the county's registered voters. This means turnout will look similar to 2016's primary, which had about 50 percent participation. Original projections in January from the Registrar of Voters showed expectations of turnout between 55 and 60 percent. That number was revised in February to between 50 and 55 percent."It looks like turnout in this primary is about what it was in 2016 in San Diego," said professor Thad Kousser, department chair of the UC San Diego political science department. "We didn't see the spike we were expecting."However, Kousser points out that using turnout percentage can be misleading. Because of California's new Motor Voter law, there are more than 300,000 more registered voters in San Diego County than there were in 2016. Therefore, a matching 50 percent turnout would actually mean tens of thousands of new voters cast ballots in the 2020 primary. 1173

  

SAN DIEGO (KGTV) — There has been a recent spike in the number of school threats in San Diego County, with five this week alone.Three of those have resulted in arrests at Poway High, Fallbrook High, and El Capitan High. Law enforcement is investigating other threats at Scripps Ranch High and Steele Canyon High."We do see where it comes to school threats that they come in packs," District Attorney Summer Stephan told 10News during an interview Thursday afternoon at the Hall of Justice.She believes that because many of the threats are born out of attention-getting behavior, they may be copycat scenarios, explaining why they may occur in waves.RELATED: 665

  

SAN DIEGO (KGTV) -- Thousands of people spent their final day of the holiday weekend at San Diego beaches, just as the Beach Hazards Warning expired. Mother of two, Shannon Crais spent the day at Ocean Beach Sunday. "We live a couple of blocks away, so we come down here a couple of times a week."Her daughter Sam likes to play tag with the waves, as they ripple towards her older brother Alex. The Ocean Beach residents say they know the potential dangers of their favorite play area. "I talk to my son about it because he is a little bit bigger," Craig said. "But my daughter, she stays close. We talk about the ocean being dangerous."Sunday afternoon, the National Weather Service dropped the Beach Hazards Warning for all of San Diego County. But all weekend, beachgoers faced strong rip currents and high breaking waves. This was a point of concern for some, but great news for surfers like Jesus Rodriguez. "I think the hurricane is bringing the swell from down south and it has been awesome!" Rodriguez said. Rodriguez says the waves were much better this long holiday weekend thanks to the high surf advisory. They were so good that he had to share the waves with a lot more people than usual. That is why he was doing two-a-day sessions over the last few days. "You get a lot better waves and a lot better form on the wave, so you can start ripping them up," Rodriguez said. Craig also appreciates the beautiful, ridable waves. As a mother, wants her kids to be safe, but she is not totally against having her children learn about the water on their own."If you get wiped out a couple of times, you gain a little bit more respect for the ocean," Craig laughed. 1678
