TRUCKEE, California — A furry four-legged visitor has been caught on camera entering a law enforcement facility. The California Highway Patrol says a black bear wandered into their Donner Pass Commercial Vehicle Enforcement Facility on the night of November 17.It didn't appear the furry fella needed much help either. The bear easily stands on its hind legs to open the door and then reverts back to all fours as it enters to apparently inspect the facilities vending machines.Donner Pass shared the video of the 'breaking and entering' on their Facebook page.    586

VALLEY CENTER, Calif. (KGTV) — A man wanted for trying to kidnap young girls in the Los Angeles and Escondido areas is in custody, according to San Diego Sheriff's Department.SDSO says Elijah Lopez, 24, was wanted on suspicion of following and forcibly grabbing a six-year-old girl who was walking with her blind father in Huntington Park, south of downtown Los Angeles, on Tuesday.A wanted flyer was issued bu LAPD and eventually reached SDSO's Valley Center substation.Wednesday, an SDSO deputy was driving back to Valley Center when he noticed a man matching Lopez's description at the intersection of Highway 78 and Broadway, wearing the same clothes detailed in the wanted flyer, the department says.As the deputy detained Lopez, SDSO says an observer flagged the deputy down, claiming Lopez had been following a juvenile, who ran into a nearby grocery store for help."It was near the end of his shift," said Lt. Pat Shannon, the Valley Center Sheriff's Substation's commanding officer. "He still had the mindset to have those observation skills on, thank goodness he did because I'm positive he averted something worse from happening."Escondido Police say they are investigating a case that occurred on Tuesday, in which Lopez was reportedly seen at about 4:30 p.m. in the area of Valley Parkway and Midway Dr. chasing a young woman. The woman entered a store to get away, an EPD spokesperson said. Investigators are working to determine "what his intent was in chasing the victim" and say that additional charges could follow.Lopez has been booked into Los Angeles Police Department on 0,000 bail. 1615

Tuesday night, it was a who's who of A-list celebrities, all taking part in the Hand in Hand benefit to help people impacted by hurricanes Harvey and Irma. In total, the even raised more than 44 million dollars, but it may take much more to help victims fully recover.Nearly three weeks after Hurricane Harvey and you see debris and destroyed furniture in many Houston neighborhoods. At the Tyty home, recovery is a slow process, with some bright spots making it a little easier."Fortunately our stove is currently working," says Tosha Atibu. "It can still work."Atibu's home is gutted out, still she, her husband and four children are still living in it."I know it's not a safe place to be but I don't know where else I can go," Atibu says.More than 20,000 people are still in shelters or FEMA hotels in Texas. And even though flood waters are gone, mold and mosquitoes are still here along with the threat of sickness and disease. In hard-hit Port Arthur and Beaumont, people are still struggling to find the basics like food and water. But right now, all eyes are focused on Florida where people are just beginning picking up the pieces left in Irma's wake. They're clearing debris from roads and checking for damage, so that those who evacuated can return to their homes.  But millions are still without power and boil water advisories are in place in many areas. In the U.S. Virgin Islands people are still being evacuated to Puerto Rico.St. Thomas Evacuee Patrice Harris says, "Being in a state where I'm not sure what's going to happen next, not sure where I'm gonna get my next meal, that's something that's very discomforting for me. So I'm happy to have been able to leave the island."All said, this is going to be a long recovery. The latest estimates show together, hurricanes Harvey and Irma have caused between 150 billion and 200 billion dollars in damage. And one estimate puts that figure closer to 300 billion dollars. 1972

US investigators wiretapped former Trump campaign chairman Paul Manafort under secret court orders before and after the election, sources tell CNN, an extraordinary step involving a high-ranking campaign official now at the center of the Russia meddling probe. The government snooping continued into early this year, including a period when Manafort was known to talk to President Donald Trump. Some of the intelligence collected includes communications that sparked concerns among investigators that Manafort had encouraged the Russians to help with the campaign, according to three sources familiar with the investigation. Two of these sources, however, cautioned that the evidence is not conclusive.Special counsel Robert Mueller's team, which is leading the investigation into Russia's involvement in the election, has been provided details of these communications.A secret order authorized by the court that handles the Foreign Intelligence Surveillance Act (FISA) began after Manafort became the subject of an FBI investigation that began in 2014. It centered on work done by a group of Washington consulting firms for Ukraine's former ruling party, the sources told CNN.The surveillance was discontinued at some point last year for lack of evidence, according to one of the sources. The FBI then restarted the surveillance after obtaining a new FISA warrant that extended at least into early this year.Sources say the second warrant was part of the FBI's efforts to investigate ties between Trump campaign associates and suspected Russian operatives. Such warrants require the approval of top Justice Department and FBI officials, and the FBI must provide the court with information showing suspicion that the subject of the warrant may be acting as an agent of a foreign power. It is unclear when the new warrant started. The FBI interest deepened last fall because of intercepted communications between Manafort and suspected Russian operatives, and among the Russians themselves, that reignited their interest in Manafort, the sources told CNN. As part of the FISA warrant, CNN has learned that earlier this year, the FBI conducted a search of a storage facility belonging to Manafort. It's not known what they found. The conversations between Manafort and Trump continued after the President took office, long after the FBI investigation into Manafort was publicly known, the sources told CNN. They went on until lawyers for the President and Manafort insisted that they stop, according to the sources. It's unclear whether Trump himself was picked up on the surveillance. The White House declined to comment for this story. A spokesperson for Manafort didn't comment for this story.Manafort previously has denied that he ever "knowingly" communicated with Russian intelligence operatives during the election and also has denied participating in any Russian efforts to "undermine the interests of the United States."The FBI wasn't listening in June 2016, the sources said, when Donald Trump Jr. led a meeting that included Manafort, then campaign chairman, and Jared Kushner, the President's son-in-law, with a Russian lawyer who had promised negative information on Hillary Clinton. That gap could prove crucial as prosecutors and investigators under Mueller work to determine whether there's evidence of a crime in myriad connections that have come to light between suspected Russian government operatives and associates of Trump. 3458
