SAN DIEGO (KGTV) - A judge decided Friday to place a sexually violent predator in the East County community of Boulevard. Michael Joseph Martinez, 64 has multiple previous convictions including child molestation and lewd and lascivious acts upon a child under 14, according to County Supervisor Dianne Jacob’s office.The judge added Friday that the sheriff’s department will be extra vigilant and security will be heightened.The judge decided to place Martinez at the Department of State Hospitals recommended location of 2135 McCain Valley Road. The schools closest to the address include Clover Flats Elementary School and Jacumba Elementary School, according to the San Diego County Sheriff's Department.A mother of one of the victims from 25 years ago spoke at the hearing saying, “I know that you can’t change the order and I’m glad that there’s going to be very strict ordering, but I hope this doesn’t happen to another child or family.”RELATED: Dianne Jacob slams proposed placement of predatorJacob said the placement would put public safety at risk. She adds that several sexually violent predators have been placed in East County in recent years and in some cases, the convicts ended up violating the conditions of their placement.In a letter to Judge David M. Gill, Jacob recommended that Martinez be placed in a state mental hospital or, if necessary, released to a trailer next to Donovan State Prison in Otay Mesa.Jacob represents San Diego County’s District 2, covering most of the eastern two-thirds of the county.San Diego County is home to approximately 4,000 registered sex offenders. About half of Black (52%) and Hispanic (49%) San Diegans live in zip codes with higher than average COVID-19 cases as well.In comparison, the study says Caucasian (14%) and Asian (24%) populations are less impacted in both cases."As regional elected officials and leaders, it is important for us to think strategically about how to coordinate with the Black and Hispanic communities – and all communities in need – to determine which programs and policies can put in place to guide an equitable recovery as businesses begin to reopen and as people return to work or look for new jobs," said SANDAG Chair and Poway Mayor Steve Vaus.SANDAG says the most affected areas reside in the southern part of the county. She and her husband have lived at the City Scene condo complex for eight years."Felt violated. Something just didn't seem right," said Farias.That something was a hole in a fence that separates her garage from her neighbor's. All of her belongings were untouched, except for something expensive: a Cannondale R500 triathlon bike - loaded with accessories - valued at some ,000."You just feel icky. Someone knows how to get into your belongings and take your stuff," said Farias.In this case the 'how' included the neighbor's garage door accidentally left open. The thief got into that garage and cut open up the shared fence. Detectives told Farias of a rash of other incidents. "Four times in the same area in the past month," said Farias.In each of the cases, the burglar somehow broke into one garage, then went to work on the fence."Just means people are lurking in the neighborhood, following you and seeing when there is an opportunity. That's scary," said Farias.Farias says the thief knew exactly what he wanted, leaving behind less expensive items. Her big fear is what could happen when the thief strikes the next time. She can't help but think she and her baby could have walked in on the burglar."Makes me sick to my stomach. SAN DIEGO (KGTV) — A new study reveals the importance of having qualified athletic trainers available at high schools. One of the experts behind the study says he is shocked at how poor a job California does at regulating athletic safety."California is either dead last or next to last in all of these ratings of high school sports safety," according to Dr. Eric Post, an Assistant Professor at San Diego State University, who helped author the study.Robbie Bowers, trainer at Rancho Bernardo High School, says only about 60 percent of California schools have a certified trainer. With several sporting events and practices occurring for each school on any given day, it's nearly impossible even for schools with a trainer to have adequate coverage for all athletes.According to Post's research, that greatly increases the risks for student athletes who suffer an injury. "At schools with low athletic trainer availability, kids with a concussion were more likely to have that concussion go unidentified and also more likely to have that concussion be mismanaged as a result." Post adds that at schools with low trainer availability, an athlete with a concussion was often not treated until 24 hours after the injury. At schools with adequate trainer availability, athletes got initial treatment within 30 minutes.Bowers has backed previous efforts to create a statewide standard and certification; however, those legislative attempts have failed to pass. A new version of the bill is expected to be introduced in the state legislature early next year. 1561
