SAN DIEGO (KGTV) - Serious crashes and traffic-related deaths have increased in San Diego, a trend the police department is hoping to reverse.One strategy to tackle the problem is education through enforcement operations.On Saturday officers focused on the Hillcrest and Linda Vista neighborhoods, citing drivers for speeding, making illegal turns, failing to stop for signs/signals and failing to yield to pedestrians in crosswalks. They also cited pedestrians crossing the street illegally or failing to yield to drivers who have the right of way. "For me personally I really want to see the number of our serious collisions reduced because when I am on my normal shift I do go to the serious injury collisions since I work traffic division, and it's just really disheartening and sad to see people involved in preventable collisions getting seriously injured," said traffic Sgt. Robert McDonald. McDonald says the city saw 56 fatalities in 2018, a roughly 51% increase in deaths from 2017. He says 34 of the fatalities were pedestrians. Officers were also targeting people on scooters breaking the rules. "I have seen more and more people riding the scooters on the street, like they're supposed to, instead of the sidewalk, but we still have a continuing problem with people riding on the sidewalk, going too fast, drinking, colliding, injuring themselves," said Sgt. McDonald.Funding for the program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. 1541

With more Indian reservations than any other county in the United States, San Diego powwows help keep those traditions alive."We all try to come together and share the culture, do the best we can to teach our children. I was born and raised on the reservation, but my kids were not, so it's hard to instill the same teachings that I was brought up with," said Emerald Arnold, born and raised on the Navajo reservation.Children and adults dressed in colorful regalia for the powwow, which was held Saturday at the Harold J. Ballard Parent Center in Old Town. PHOTOS: Pow wow showcases Native American traditions"To celebrate life, meet old friends, make new friends, have a good time together with our dancing," said Chuck Cadotte, from Standing Rock Reservation in North Dakota. "When there's music provided, our ancestors hear them, and they smile upon us.Cadotte says powwows bring him closer to his ancestors and his heritage. "We can be recognized. We can have our rights restored, our heritage recognized."Native American veterans were honored at the powwow, including 102-year-old Joe Renteria, a World War II Navy veteran."It brings different people here, and it's just like a family reunion, that's what it amounts to."While each tribe has its own teachings, culture, and traditions, they come together as one at the powwow. "That's kind of what the goal is, is to try to teach our children, so our traditions and our culture doesn't die."On two Wednesdays a month, the Ballard Center holds dance classes open to all students and free of charge.They host cultural activities every Tuesday night. 1741

SAN DIEGO (KGTV) -- San Diego State University is suspending spring 2020 programs to Italy amid the spread of the novel coronavirus. The university said in an update to students Monday that it was calling all students studying abroad in Italy back to the United States. The decision was made due to the elevated level three travel advisories the CDC and State Department issued for the country. RELATED: UC San Diego, SDSU cancel South Korea study abroad programs due to coronavirus“With the exception of study abroad programs in China, South Korea and Italy, SDSU remains open and classes will continue as usual,” the university said. At the moment, the university doesn’t have any plans to cancel classes. University officials say they won’t make such plans unless directed by the San Diego County Health and Human Services Agency. In late February, both San Diego State University and UC San Diego canceled study abroad programs in South Korea amid the spread of coronavirus. 987

  

SAN DIEGO (KGTV) - Serious concerns being raised about a COVID-19 outbreak at a federal detention center in downtown San Diego this week after dozens of detainees and employees tested positive.According to the Federal Defenders of San Diego there are 86 detainees currently COVID-19 positive at the Western Region Detention Facility. The Federal Defenders say those numbers came from the U.S. Marshals Service (USMS) later Monday afternoon.Earlier Monday a spokesperson for the Marshals told ABC 10News, “As of Nov. 2, we have received reports of 74 USMS prisoners being held at the Western Region Detention Facility having tested positive for COVID-19 at any point during the pandemic. Of these, 22 have since recovered. The USMS prisoner population at the facility is 520.”The spokesperson did say data on prisoner health comes to USMS through established reporting mechanisms that may vary from jurisdiction to jurisdiction; the data is not real-time and may not reflect the most current information.It’s not just inmates testing positive.According to the Geo Group, the company that runs the facility, 64 GEO employees at the Western Region Detention Facility have tested positive for COVID-19.A spokesperson for GEO said 54 employees who previously tested positive have fully recovered and returned to work.Nine of the employees who tested positive are currently at home on self-quarantine, and one employee is receiving treatment at a local hospital.In a statement a spokesperson wrote in part, “While the COVID-19 pandemic has presented unprecedented challenges, from the very beginning we have taken extensive measures to ensure the health and safety of those in our care and our employees, who are on the front lines making daily sacrifices at the facility.”In October, Team 10 reported on claims that some people who are arrested, accused of federal crimes, and taken to the GEO facility are not getting to court within the required timeframe.At the time, Attorney Ryan Stitt said outbreaks at detention facilities endanger the broader community."The guards that are present, the healthcare professionals that go to the jail and then our hospitals generally that need to treat the inmates once they become ill are all impacted by the rising COVID-19 numbers in custody," Stitt said. 2300

  

SAN DIEGO (KGTV) - Some San Diego fitness studios and hotels are getting creative by working together.F45 Training San Diego East Village and the Hard Rock Hotel San Diego are partnering to offer outdoor fitness classes this weekend.George Chmiel, the F45 studio owner, said that when they heard about the new public health orders to shut down more indoor spaces, they immediately looked for outdoor space.Meanwhile, the nearby Hard Rock Hotel San Diego has an 8,700 square foot rooftop terrace that's sitting empty. It's typically used for events and parties, but none are happening due to the pandemic. The hotel has allowed F45 to use the space without charge."Two industries that have been hurt by this current situation we're going through, are the hospitality and fitness industries," said Rana Kay, the director of communications at the Hard Rock Hotel San Diego. "We feel the pain at the gyms when they were recently shut down once again.""I think it's a great collaboration of businesses that have just gotten kicked in the face to find a unique way to weather the storm and potentially grow through this," Chmiel said.Chmiel says the plan is to hold one class on Saturdays and Sundays, and two classes on the weekdays.Kay says it could also benefit their guests. They hope people staying at the hotel will eventually take part in the classes as an option because fitness areas in the hotel are currently closed.Hapa Yoga & Fitness in Mission Valley says they have also turned to hotels since their indoor studio space closed. They are renting outdoor space at the nearby Marriott in Mission Valley. 1620
