SAN DIEGO (KGTV) -- There were about 20,600 students considered homeless in schools throughout San Diego in the 2017-18 school year, but the actual number is likely higher, according to the findings of a new state audit.The report by California State Auditor Elaine Howle concluded districts across the state are not doing enough to identify homeless students and connect them with the services they need for tutoring, transportation, and school supplies. About 75 percent of students considered homeless are living in a household with two or more family units for economic reasons, a scenario known as “doubling up,” Terry said."Doubling up" is often a last ditch-effort to avoid life in a shelter or a vehicle, and a time when services are critically needed, she said.RELATED: San Diego County ranks fourth for number of homeless in the United StatesAuditors looked at the number of students receiving free and reduced-price lunches and compared that to research showing 5 to 10 percent of those students typically experience homelessness.Using that benchmark, the San Diego Unified School District scored well, with 8,129 homeless students and an identification rate of 11 percent.Districts with less than a 5 percent identification warrant further scrutiny and state oversight, the audit said. San Marcos Unified, Oceanside Unified, and Chula Vista Elementary District all had homelessness identification rates of 2 percent or less.RELATED: San Diego city council approves .9 billion homelessness planTerry said identifying homeless students can be a challenge because districts use different approaches, and families often don’t want to be identified. “There’s a lot of fear around what’s going to happen if the school knows we’re homeless,” she said. “There are fears around if child welfare will be called, if immigration will be called, if they’re going to be allowed to continue going to school.”Each school district is required to have a homeless coordinator, but the duties are often tacked on to another position, she said.“There isn’t always time and resources available for district liaisons to do the job they need to do around identification,” said Terry. 2856

SAN DIEGO (KGTV) — The woman killed after a loose dog on State Route 94 caused a chain-reaction crash has been identified.Grace Villar, 53, died Saturday after the Toyota Camry she was in was hit from behind by a Dodge pickup truck, according to a report by San Diego's Medical Examiner. Traffic in front of the Camry was stopped due to a loose dog in the highway.Villar was one of three people in the vehicle taken to Scripps Mercy Hospital following the crash.According to the California Highway Patrol, a Ford F-150 owned by the San Diego Humane Society was parked in the median of the highway to wrangle a loose dog, when the dog ran into traffic.Cars were forced to stop and some swerved in the process, including the car Villar was traveling in. SAN DIEGO (KGTV) -- The San Diego County Treasurer-Tax Collector’s five branches will be shut down “in an effort to slow the spread of the coronavirus.”The decision to close the branches was made under guidance of public health officials. The closure order is effective July 6.Treasurer-Tax Collector Dan McAllister said, “Our downtown branch will remain open July 1 and 2, but starting Monday, we will close our public-facing counters as a precautionary measure, based on social distancing recommendations from local officials.”The four other branches -- Kearny Mesa, San Marcos, Chula Vista, and Santee -- have been closed to the public since March and will remain closed.The downtown branch on 1600 Pacific Highway had just reopened on June 15, with modifications in place, after being closed in March.Customers can still complete business via the SDTTC.com website or without even visiting the office at all. SAN DIEGO (KGTV) -- Three of the four American tourists killed in a helicopter crash in Kenya on Sunday night were from San Diego.Coronado Mayor Richard Bailey told 10News David Baker, a Coronado resident, was killed in the crash. The US Embassy identified Brandon Stapper and Asher Burke, who also lived in San Diego, as victims earlier in the day Monday. They were riding in a helicopter that crashed in the Central Island National Park in Lake Turkana on country's northern border at 8:35 p.m. Sunday (2:35 a.m. ET), Kenya's Civil Aviation Authority said in a statement posted on its website."A rescue team was dispatched immediately and they arrived at the Central Island at around 11:20 p.m. and located the wreckage at 3:20 a.m. with no survivors," Kenya's aviation chief Gilbert Kibe said.READ: Pilot, 4 Americans killed in helicopter crash in KenyaStaff at Stapper's graphics company near Mission Hills told 10News that they learned Sunday evening the self-made entrepreneur was killed in the accident. SAN DIEGO (KGTV) -- The upcoming San Diego Blood Bank's blood drive brings those impacted by the donations of others into focus.One of those people brought into focus is Bryan Caraveo. Bryan was hit by a dump truck while riding his bike to work on National Bike to Work Day.Due to the accident, Bryan suffered a traumatic brain injury, collapsed lung, several broken ribs and a broken nose, clavicle and vertebrae.Bryan underwent two surgeries that required several blood transfusions, according to the blood bank.RELATED: San Diego Blood Bank partners with Westfield, ABC10 to host 'The Gift of Health'In describing the first moments he woke up in the hospital and realized what had happened Bryan said, “It was a matter of realizing that I was awake somewhere I didn’t know where I was or how I got there.”Bryan’s life was in part saved thanks to people who donated blood to the San Diego Blood Bank.“It makes me feel great because I know that at some point there were people who donated that helped me,” said Bryan.Bryan now frequents the blood bank to give back to those who gave him back his life.He also shared some advice for those on the fence about making a blood donation. “Take a look at your family and friends that are around you and imagine that in an hour they need blood. Are you willing to give a pint of blood to save their life? If you’re willing to give, you know, your family and friends a pint of blood, what about somebody else?” 1470
