(KGTV) -- No charges were filed Thursday against a Chula Vista police officer arrested last week after a reported domestic violence incident, though the case remains under investigation, according to a spokesperson for the District Attorney.Leopoldo Armando Chousal, 27, was arrested on March 14 on the 6400 block of Potomac Street in a reported off-duty domestic violence incident.He was booked on one count of making criminal threats to harm his girlfriend.RELATED: Chula Vista officer arrested for off-duty domestic violence incident"CVPD takes these allegations seriously and was disappointed to learn of this incident. (KGTV) - A report says Chula Vista faces an immediate need for more police staffing to keep up with rapid growth, and that traffic congestion will worsen in the coming years.At a Special Meeting called for Thursday evening, the city’s Growth Management Oversight Commission (GMOC) is expected to present to the city council its review for fiscal year 2018, which includes recommendations on how to properly address issues directly caused by the city's progression.Chula Vista’s exponential growth over the past five years has led to a big increase in homes being built across Chula Vista. The city says “the number of residential building permits issued in Chula Vista averaged 1,008 units per calendar year” between 2013-2018. "This rate of growth is projected to continue or increase over the next five years, according to Chula Vista’s 2018 Residential Growth Forecast, updated in April 2019," the GMOC says. "With growth comes the demand for additional services and facilities."The GMOC warns that the Chula Vista's police department is not prepared to accommodate anticipated growth in the next 12-18 months or five years. It also addresses concerns that road congestion will get worse along Palomar Street given that improvements will take a half decade to complete.The GMOC’s annual reports, including the fiscal year 2018 report, “addresses compliance with delivery of services and facilities, based on threshold standards for the eleven service topics identified in the City’s Growth Management ordinance.”According to the GMOC’s report for 2018, four service topics are considered “not in compliance” with the city’s threshold and at risk of continuing to be non-compliant in the future: Libraries, Police [Priority 1], Police [Priority 2], and Traffic.POLICEWith the city’s continuing growth, the report shows there has not been enough police staffing to adequately respond to both emergency calls and urgent calls, as well as the volume of calls, thus leading to slower response times.The GMOC says the police department's response times for Urgent Calls for Service in fiscal year 2018 were calculated at 20:17, about 8 minutes and 17 seconds slower than the 12-minute threshold. 2222

CHULA VISTA, Calif. (KGTV) -- Three Chula Vista teens are recovering after they were assaulted and robbed near Heritage Elementary School on Monday night. The teens are still on winter break. They tell 10News they were walking along Monarche Drive, on their way to get a slice of pizza, when four men pulled up next to them in a white car. The four men got out and assaulted them, getting away with their cell phones and wallets. One teen had to go to the emergency room to get a CAT scan and a x-ray to check for a wrist fracture. Chula Vista Police confirmed the incident to 10News. A lieutenant with the department says they were able to find the car and arrest the four suspects just hours later, two adult men and two male minors. When the suspects were located, officers found a total of 10 cell phones. Police are now working with other local agencies to find out if there are more victims. The two adults were taken to county jail. The minors were booked at juvenile hall. Anyone with information is asked to call Chula Vista Police. 1051

(KGTV) -- South Bay junior and senior high school families learned Monday they will need to stand fast at home a little longer after district officials said they will not reopen campuses for physical learning this year.The Sweetwater Union High School District announced that students will continue distance learning through December 2020 citing "significantly higher" COVID-19 cases within the district's communities.The announcement comes as local health officials wait to hear if the state will place San Diego County back into the purple tier -- the most restrictive level on California's coronavirus reopening road map. Such a move would likely shutter indoor operations for restaurants, movie theaters, houses of worship and gyms, limit retail businesses to just 25% capacity. Chula Vista reported 5,603 COVID-19 cases making up 12.7% of the county's total cases, according to the latest county health data. "It is with this information, and with our continued commitment to the safety of our students, families, and staff, that we announce the continuation of distance learning for the remainder of the semester through December 2020," the district said in an email to families."As was outlined in our reopening plan earlier in the summer, our next checkpoint will be by November 30, 2020, to determine how we will start the second semester in January 2021," officials said.SUHSD is the first school district to commit to closing its campuses through the remainder of the year.The district kicked off its school year online on Aug. 3, the first district in the county to start the fall semester.Under the distance learning model, students are attending three virtual classes per day with 30 to 45 minutes of virtual face time with each teacher. The remaining time is spent in independent study.The district said that they are researching ways to provide in-person services to "some of our highest needs students," and the possibility of small group supports if pandemic conditions improve."During this incredibly challenging time, we will continue to closely monitor the latest information and work with our local health agencies and our partners to ensure that we are doing what is in the best public health interest of the entire community," officials said.The district said it will again review its next steps on Nov. 30 to determine how it will start the second semester in January 2021. 2577
