TAIYUAN -- Fifteen miners have been confirmed dead following Saturday's gas explosion in a coal mine in Linfen City, north China's Shanxi Province, rescuers said on Sunday. Rescue operation is still going on. The gas blast occurred around 1:50 p.m. on Saturday at Pudeng Coal Mine in Kecheng Township of Puxian County. About 30 miners were trapped underground, according to preliminary estimates. "The exact number of miners trapped underground is yet to be affirmed," said a spokesman for Shanxi Provincial Bureau of Coal Mine Safety Supervision. The cause of the gas explosion is being investigated. Pudeng Coal Mine, which is in operation with permits, produces 150,000 tons of coal a year. Zhao Tiechui, director of the State Administration for Coal Mine Safety Supervision, together with local officials have rushed to the accident site to direct rescue efforts.

Lien and more than 300 party officials and business leaders arrived in Beijing yesterday after touring provincial cities where they were welcomed by local officials. Lien met with Hu in 2005, and again last year, ending more than 60 years of animosity with the Communist Party. This meeting "will be a reiteration of their consensus for party-to-party cooperation to promote cross-strait peace," Philip Yang, a political science professor at National Taiwan University, said in a phone interview yesterday from Taipei. Win-Win The summit, which is focusing on direct flights, tourism and education, is taking place at a time when Taiwan's Democratic Progressive Party is accelerating efforts to split China's sovereignty. "We must insist on a win-win goal," Lien said to Hu. "Building mutually beneficial relations is a global trend. We must work closer together to achieve this." Since Lien's historic meeting with Hu in 2005, Beijing has allowed Taiwanese professionals to be accredited on the Chinese mainland and given Taiwanese students equal treatment in mainland universities. Cross-strait charter flights for Taiwanese investors living on the mainland have been expanded to all major holidays. In addition, Beijing opened its markets for tariff-free imports of Taiwanese fruit. Pandas Rejected The mainland offered Taiwan a gift of a pair of pandas, which "President" Chen Shui-bian and his "government" rejected. Beijing also offered to allow the Olympic torch relay to cross Taiwan's soil as a sign of goodwill in the run-up to the 2008 Beijing Olympic Games. The DPP-led "government" has promoted Taiwanese ethnic identity and tried to eliminate mainland culture, a move contrary to the interests of most Taiwanese, Lien said in his opening speech to the summit. "The DPP has reversed growth, caused political tensions and isolation and escalated an arms race and economic marginalization for Taiwan," Lien said. And the extreme weather's frequency and intensity are all under dramatic change.The CMA's list of extreme weather events includes heavy rains and floods in East China's Shandong Province and Northwest China's Xinjiang Uygur Autonomous Region where rainfall increased 50 per cent. A court has upheld the life imprisonment sentence handed down to the former secretary of Shanghai's sacked Party chief Chen Liangyu, Caijing magazine said on its website on Friday.The Jilin Provincial High People's Court rejected the appeal of 43-year-old Qin Yu despite his insistence he deserved a lesser sentence.Qin argued that as well as freely confessing his involvement in the 3.7 billion yuan (2 million) social security fund embezzlement scandal, he provided a lot of information to aid the investigation, which toppled his boss Chen Liangyu.The high court, however, was unconvinced, and on Thursday upheld the life sentence verdict reached by the Changchun Intermediate People' Court on September 25 this year, the report said.Before becoming Chen's secretary in 1995, Qin worked as a university professor.He was made head of the Baoshan district government shortly before the investigation into the social security fund scandal officially began in July 2006.At his first trial, Qin was found guilty of taking bribes totaling 6.8 million yuan from Zhang Rongkun, the former chairman of the Feidian Investment Company.Zhang was the first person to be arrested in the scandal, which was exposed more than a year ago.It later brought down several high-ranking officials including the former Shanghai Party chief, Chen.He is the highest-ranking Party official to be axed in more than a decade.Zhang's case is still pending.Meanwhile, in an unrelated case, on Thursday, Wang Chengming, the former chairman of Shanghai Electric Group Co and former president of Shanghai SVA (Group) Co Ltd, was given the death penalty with a reprieve for his involvement in collective embezzlement and taking bribes.While he was president of Shanghai SVA, Wang and two other senior business executives, Yan Jinbao and Lu Tianming, pocketed more than 300 million yuan from illegal land transfer deals in Shanghai, a statement by the Changchun Intermediate People's Court said.Yan was sentenced to life imprisonment and Lu was given 15 years, the Caijing website said.Xinhua contributed to the story

A short message service is also available for them to contact their families. The newly-established center is composed of policewomen. Due to regulations in prisons, the policewomen are not allowed to communicate with prisoners face-to-face, according to Lu Yanyan, the director of the center for counseling and correctional education in the Beijing Bureau of Prison Administration. "The work of counseling used to be the responsibility of policemen," explains Lu. "But because they are also officials who enforce correctional education on the prisoners, those who have psychological problems are reluctant to open their hearts to share their troubles. That's why policewomen fill this need." Wearing civilian clothes, not uniforms, the five policewomen appear much closer to the people they counsel. Though not face-to-face, the prisoners encounter a friendly and kind smile and feel more relaxed to talk openly about their feelings and emotions. A prisoner who was sentenced to life imprisonment seldom talked as he was abandoned by his family. But when a counselor surnamed Ren started to make appointments with him, he "became happier than before," as Ren put it. The special short message service is free for lifers. They can send as many messages as they want, but every message is checked by the officers. The quantity of messages sent and received currently is about 1,500 a day. Another prisoner told the reporter, even though he was concerned about his child's education and could not solve the problem himself, he felt more comfortable after he poured out his troubles to the counselor. As the counseling and correctional education director explains, it is important to provide counseling for those with long sentences, Lu says crimes are always the result of psychological problems and the prisoners are also disturbed by depression and anxiety in confinement.
