BEIJING, May 10 (Xinhua) -- Home prices in 70 large and medium-sized Chinese cities rose by 12.4 percent year on year in May, the National Bureau of Statistics (NBS) said in a statement Thursday.The growth rate was 0.4 percentage points lower than that of April, as property sales in first-tier cities, including, Beijing, Shanghai and Shenzhen, contracted following a string of government measures to rein in price rises.Second-hand homes prices posted a year-on-year increase of 9.2 percent in May, but fell 0.4 percent from April, said the NBS in the statement.New home prices rose 15.1 percent year on year, down 0.3 percentage points from April.In May, floor space sold stood at 67.77 million square meters, a decrease of 12.74 million square meters from April.Floor space sold in the first five months climbed 22.5 percent from a year earlier to 302 million square meters. Growth in the first five months was down 10.3 percentage points compared with the January-April period.

BEIJING, Aug. 25 (Xinhua) -- China will work with France to expand bilateral cooperation and advance economic and trade links, said China's top legislator Wu Bangguo Wednesday.Wu, chairman of the Standing Committee of the National People's Congress (NPC), made the remarks in a meeting in Beijing with a delegation of the France-China friendship group of French parliament.Wu said the promotion of ties between China and France, both influential nations, accorded with the fundamental interests of the two peoples and would help world peace and development.China valued relations with France, and would work to strengthen mutual political trust and promote bilateral economic cooperation with a view to keeping China-France ties at the forefront of ties between China and Western nations, Wu said.8 The NPC, China's legislative body, would expand exchanges and cooperation with the French parliament to help push forward state-to-state relations, he said.The French delegation, led by chairman of the friendship group Michel Herbillon and Senate Chairman Jean Besson, are visiting China at the invitation of the NPC.They said they would contribute to relations between the two parliaments and the two nations.

BEIJING, July 4 (Xinhua) -- China's weather forecast authorities on Sunday said the heat that had been bearing down on many parts of the country would continue for a few more days.Sweltering weather, with temperatures over 35 degrees Celsius, could be expected in at least 13 provinces and regions across China, the National Meteorological Center said.In Beijing, the local meteorological bureau upgraded the heat alert on Sunday from blue to yellow, two steps below the top alert. BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

In Chengxiang village, people were forced to row make-shift boats -- made of plastic bottles and planks -- to commute through the flooded streets.Chen Jian, the region's chief weather forecaster, said heavy rains are expected to fall on six Guangxi cities from June 7 to 10.Local disaster relief officials were ordered to evacuate residents in low-lying areas in advance. Safety measures at reservoirs shall also be reviewed, officials said.In Jiangxi Province, where mudslides recently derailed a train and flooding forced the evacuation of 90,000 residents, government departments and agencies were ordered to ramp up flood prevention measures.Schools, coal mines, markets and other populated areas will be carefully monitored to prevent accidents that could lead to massive casualties, according to officials.The alert noted that water levels in Jiangxi's reservoirs and waterways remain high, posing serious threats to the government's flood prevention work.Alarms also rang in central Hubei Province. The provincial meteorological bureau forecast heavy storms to hit Hubei from June 7 to 8 and might trigger flooding in its southern mountainous areas.By June 3, floods have killed 125 people and left 34 people missing all over China, the Office of State Flood Control and Drought Relief Headquarters said.More than 23.09 million people and 1.55 million hectares of crops were affected. Direct economic losses amounted to 16.9 billion yuan (2.47 billion U.S. dollars), it said.
