SAN DIEGO (KGTV) - Community leaders are reacting to this week's move by state lawmakers to let voters decide in November whether to reinstate affirmative action.“It’s been a long, hard road and now we can actually see some light at the end of the tunnel,” said San Diego NAACP President Francine Maxwell on Thursday afternoon. It follows Wednesday's news that California lawmakers approved a proposal to repeal the 25-year-old law that bans looking at race, sex, ethnicity, color or national origin in college admissions, contracting and public employment.“The NAACP San Diego branch is elated that it was a 30-10 vote. Two-thirds majority said that things have to change and we're headed to November,” she added.Assemblymember Shirley Weber (D-San Diego) authored the bill and asked for support on ACA 5, which lets voters decide whether to reinstate affirmative action by repealing Prop 209.“The ongoing pandemic as well as recent tragedies of police violence is forcing Californians to acknowledge the deep-seated inequality and far-reaching institutional failures that show that race and gender still matters,” she told her colleagues this week.“African Americans have been at the bottom for over 401 years. Affirmative action was an opportunity so they could open the door to walk into colleges, to [have] the opportunity of economics, to change the narrative of their family,” Maxwell told ABC10 News.Republican Assembly candidate June Cutter from San Diego opposes the return of affirmative action. Thursday, she told ABC10 News, “It is a band-aid put at the end of the problem rather than trying to find a solution to the disparity that I absolutely acknowledge exists and instead of trying to fix it at the starting line we're trying to fix it at the finish line and that's what I have a real problem with.”Cutter said she believes real change needs to happen earlier through the course of opportunities in K -12 education within under-served and under-privileged communities.Assemblymember Weber was unavailable for an interview on Thursday but her office sent ABC10 News the following statement.“The fate of Prop. 209 will now be in the hands of voters on November 3rd. Far from being colorblind, the bill has set up barriers to women and minorities to share in the economic life of California. He said the state is averaging 100,000 units statewide per year, but to reach an affordability equilibrium 400,000 a year is needed."We're 49th out of 50 in per capita housing units. Only Utah is producing less housing per capita. We can't double housing production and address the issue of affordability. We have an affordability crisis," Newsom said. "The next governor needs to be intense about this. SAN DIEGO (KGTV) -- California’s new gig economy law was meant to help rideshare drivers and other freelance workers get better benefits, but some critics say it’s threatening the spirit of Christmas itself.Those critics are mall Santas, who have traditionally been hired as independent contractors through third-party bookers or employment agencies.Under Assembly Bill 5, authored by Assemblywoman Lorena Gonzalez (D-San Diego), those workers must be reclassified as employees with insurance and other benefits.“Lorena Gonzalez, she might kill all the Santas. She might kill the Easter Bunnies,” said Steve Schafer, the president of the San Diego chapter of the Fraternal Order of Real Bearded Santas.Some Santas warn that bookers may go to great lengths to avoid paying employee benefits. “I don't know how someone can justify this,” said Jerry Tamburino, a Santa who has worked for more than a decade at a large commercial store.Tamburino said his agent notified him Tuesday that she would replace him and other Santas at a chain of California retail stores with out-of-state St. Nicks.“That's what [the booker is] being forced to do to address -- or evade -- or stay in business with this stupid law,” he said.Bringing in out-of-state workers to skirt AB-5 would violate California law, since labor laws apply to anyone performing work in the state, said Gonzalez’ office. SAN DIEGO (KGTV) -- As coronavirus cases increase across the country, there is a concern about staffing in hospitals across Southern California.Not only are hospitals dealing with patients they typically see during this time of year, COVID-19 patients are adding stress to thinning resources.“If these trends continue, we’re going to have to much more dramatic—arguably drastic—action,” said Governor Gavin Newsom during a news conference on Monday.Currently, 74 percent of ICU beds are occupied in Southern California. State health officials protect it to be at 107 percent capacity by December 24th.“I have a guarded concern about the direction that we’re moving in,” said nurse practitioner Samantha Gambles Farr of the rising cases.Gambles Farr said she is not only worried about staffing numbers, but also the physical and mental health of her colleagues. “The staffing issues have always been something that we've dealt with in the ICU because of the critical acuteness of our patients and the burnout of staff,” she said. ‘In these unprecedented times with COVID in the pandemic, what we're seeing is that nurses are picking up a lot more overtime and shifts.”Early in the pandemic, the state created the California Health Corps. It asked for those with health care experience to help during the COVID-19 outbreak. Thousands, including retired workers and nursing students, volunteered to help. However, only 900 people are currently ready to be deployed, according to a recent story by the Sacramento Bee.In New York.
